Biological tests: a new more sensitive and less expensive approach
Researchers at the NATIONAL CENTER FOR SCIENTIFIC RESEARCH and ESPCI (1) have discovered a new technique for detecting infectious diseases such as AIDS or hepatitis. Similar to a test for pregnancy, it would also be cheap and 1000 times more sensitive than the methods in current use . It would enable early screening, thanks to a portable machine accessible to the most underprivileged countries.
Today, there are two methods of diagnosing infectious diseases. The first one, named LAI ( latex assay agglutination) is a single stage test, easy to implement and not very expensive, but of limited sensitivity (2). It is not suitable for early diagnosis
. The second method, named ELISA (enzyme linked immunosorbent assay), requires several stages. It is based on the recognition of two different antibodies, with lavage between each stage, but permits dicernment of concentrations one thousand times finer (3) than LAI. This latter test is performed for all infectious diseases but with a complex and expensive machine, with which only the largest medical centres are equipped.
Researchers at the NATIONAL CENTER FOR SCIENTIFIC RESEARCH and ESPCI (1)have invented a new testing principle. Thanks to this principle, the test would also be as simple as, and cheaper than LAI and as sensitive as ELISA. It would be particularly interesting for early diagnoses in underprivileged countries where ELISA is not well deployed.
All methods of test are based on the recognition of antigens (foreign bodies in an organism) by a specific antibody. Antigen and antibody associate to form a complex, which must be translated by a measurable signal. To discern the complex, the antibody is linked to colloids (4). In LAI, the antigen forms bridges between colloids which renders a more or less cloudy solution. Detection is a simple measure of turbidity.
The researchers at the NATIONAL CENTER FOR SCIENTIFIC RESEARCH and ESPCI had the idea of grafting antibodies onto a magnetic colloid. When they put these particles in the presence of antigens and in a magnetic field, the rate of formation of the complex increases drastically, because the particles form chains, which trap antigens. This organization allows a gain in sensitivity by a factorof 1000.
In 2002, the researchers registered a patent to protect their idea. It is currently at the development stage in two countries for applications in human health , for instance for early detection of HIV with a portable machine, or for the army, for detecting terrorist biological attacks involving contamination of the population by infectious diseases.

Translation - English Japan's strategy on Intellectual property
The Japanese government program on intellectual property began with Prime Minister Koizumi's speech on administrative policy in February 2002.
He declared that: "We, as nation, are committed to strategically protecting, and
utilizing the results of research and creative enterprises as intellectual property, thereby increasing the international competitiveness of our industries ".
The “basing of National Development on Intellectual property " thus became a national objective for the first time since the Meiji period.
This statement led to the passing of the basic law on Intellectual property in November of that year, according to which the Strategic Council for Intellectual Property, chaired by the Prime minister, and made up of the Cabinet ministers and private sector intellectuals was created within the Cabinet in March, 2003.
The Strategic Council on Intellectual Property is responsible for all actions relating to intellectual property taken by the government and to create for each fiscal year, a “ Plan for the furtherance of Intellectual property " which is characterized as a progressive plan for achieving "The basing of National Development on Intellectual property ".
This Promotional Program has given consistently good results for each fiscal year.
At the same time, to assure prompt adaptation to changing circumstances, the Strategic Council adopted the approach of the “modifiable plan” (a method according to which a medium term plan is considered and reviewed every year), which is broadly used among private sector companies, and worked out a Plan of Promotion for 2003 and 2004.
To date , it has achieved such significant results as the creation of a Supreme Court for Intellectual property which is intended to rule swiftly on litigation and to improve the predictability of court decisions (in other words, to efficiently standardise decisions at the initial stage of proceedings) and which has the capacity to treat intellectual property in specialized fields such as the technologies; the passing of the law on the More Rapid Review of Patents with the ultimate objective of eventually eliminating the waiting periods for patent review (which tend to be longer than in Europe and America).
On June 10th, 2005, a third Promotional Plan "The 2005 Plan for the Promotion of Intellectual property" was launched.
It consists of a plan of action for new programs, such as " the global perfection of Patents," The Release of Japanese Trademarks" and " Proposal for a Treaty to prevent the proliferation of Imitations and pirated Copies". The number of principles to be put into practice is about 450.

Translation - English On the morning of July 7, 2005 (evening of that day, Japan time), simultaneous explosions occurred in central London, in what appears to be a large scale terrorist attack. The blasts produced a large number of civilian casualties, mostly people on their way to work. Markets were reported to be in turmoil, with temporary decreases in prices of European stocks and oils.
Movements in the foreign exchange rate –yen rates remained largely flat

The euro strengthened 0.55 yen against the yen compared with the previous day, to JPY133.33 per EUR.
Movements in world stock markets – temporary tumble but subsequent recovery. Looking at the impact on the stock market in the United Kingdom and Europe, stock prices in the United Kingdom (FTSE100) and Germany (DAX) declined 4% and 3.3%, respectively, during the day, but later recovered. The closing price in both markets returned to a 1.4% drop in the FTSE100 and a 1.9% dip in DAX (Chart 1). In the US stock market, the Dow Jones Industrial Average remained relatively flat from the previous day, posting a 0.31% rise.
Movements in the utility stock market : fallout is limited The global utility stock index (MSCI, on a local currency basis) fell 0.2%, while the European utility stock index (MSCI, on a local currency basis) declined 1.3%. The US utility stock index (MSCI, on a local currency basis) rose 0.7%.
Outlook for the market environment
We believe that it is unlikely that the incident in London yesterday will upset the market fundamentals significantly, given the market developments and market factor movements up to the present date.
As a teacher & practitioner of Acupuncture & Homeopathy I became aware of the great wealth of research & information on complementary, alternative "energy" medicines available in the french language by such great scholars & practitioners as Yves Requena & Dr Nghi's former student Dr Tran Van Dzung (in the Vietnamese tradition). Most of it is not yet available to the english speaking world. This led me to start start out translating works for my own interest.
12 years in the fields of commercial Real Estate brokerage development and finance as a Real Estate, mortgage and Stockbroker have given me a strong familiarity with legal and financial documentation.
My mother was french & I attended the Lycee Francais de Londres where all classes were held in french, before going to english boarding schools where I continued with french classes. We used to spend summer holidays in Provence with my grandparents, so my ability in the french language was acquired naturally.
A classical education at Eton College gave me good training in the use of the english language, followed by thirty years in the United States gave me the ability write well in US and British english as required.
I use Trados compatible MemoQ and Across CAT software in my work.
