Translation - English The eurocentric approach, based on cultural hegemony and a single way of thinking, is steadfastly against acknowledging cultural pluralism, diversity and the range of knowledge and thinking that indigenous and Afro-descendant peoples have to offer. It has only been over the last three years that the beginnings of an acceptance of new and different ways of thinking have started to gain currency in the region.

Source text - Spanish Las áreas en que se ha aplicado esta fórmula son las áreas social, ambiental, cultural y los espacios públicos. Las políticas sociales directas han sido en algunos casos totalmente innovadoras, y en otros casos se han mejorado los servicios o su cobertura.
· Se han creado 18 Centros de Preescolar en las áreas periféricas. El programa Apoyo Alimenticio suministra leche en polvo a 238 escuelas, y consta de centros de alimentación para 70.000 niños y adolescentes.
· Se establecieron seis Centros de Juventud, donde se ofrecen programas de apoyo al desempleo juvenil y otras actividades culturales.
· Se establecieron siete Comunas de Mujeres, que son centros de reunión y de servicios para las mujeres de la comunidad. Los Concejos Vecinales están compuestos por un 42% de mujeres.
· Se han creado dos Centros de Día y lugares de reunión para actividades culturales, deportivas y recreativas para la tercera edad.
· Se han desarrollado programas de apoyo para personas discapacitadas: acuerdos de accesibilidad al mercado de trabajo, iniciativas para negocios, transporte gratuito, psicoterapia, vales especiales de descuento en compras, utilizados por 19.000 personas.
· La Oficina de Suelos donó 220 hectáreas para vivienda social.
· La red de Centros de Salud y de Primeros Auxilios se ha extendido y reforzado, la cobertura alcanza a 280.000 habitantes de áreas desfavorecidas. Entre 1990 y 1999, las policlínicas han aumentado de siete a veinte, y las consultas atendidas de 100.000 a 500.000 anuales. A esto debemos añadir 15 policlínicas de gestión comunitaria con las que se han alcanzado acuerdos. Por otro lado, se han puesto en marcha, en colaboración con las escuelas, programas de control del crecimiento y de salud dental que afectan a 22.000 niños.
· Las actividades culturales se han ampliado, mejorando la estructura, estimulando la producción artística y promoviendo actividades en cada zona. Se han revitalizado 22 Bibliotecas y Centros Culturales en 18 jurisdicciones, y se organizan talleres y festivales de música, baile, teatro y pintura de murales.
· Con respecto a las políticas sociales indirectas, la inversión en los sistemas de drenaje se ha traducido en un aumento del número de ciudadanos servidos (del 78% al 90%). En diez años, se ha realizado el 33% de los trabajos necesarios para actualizar el antiguo sistema de drenaje que tiene ya 136 años de antigüedad. La pavimentación de calles ha aumentado hasta el 90%. La iluminación pública ha pasado de 24.500 luminarias a 64.000.
Estos trabajos han cambiado el perfil de muchos barrios periféricos. Se han tomado decisiones de acuerdo con las necesidades de cada zona y mediante el contacto directo con sus habitantes.
Translation - English The format has been applied to cultural, environmental and social areas and to public spaces. In some cases the direct social policies produced have been completely original and innovative, and in other cases have improved service coverage and/or quality.
· 18 Preschool Centres have been set up on the edges of the city. The Food Support programme provides powdered milk to 238 schools and runs feeding centres for 70,000 children and teenagers
· Six Youth Centres have been set up to provide support programmes for unemployed youths as well as cultural activities
· Seven Women’s Communes have been set up as meeting points and service providers for women. 42% of Neighbourhood Council members are women.
· Two Day Centres have been set up to serve older people and provide them with recreational, sporting and cultural activities
· Programmes have been developed to provide support to people with disabilities, such as agreements on access to employment opportunities, business initiatives, free transport, psychotherapy and shopping discount vouchers. These services are used by 19,000 people.
· The Land Registry has donated 220 hectares to social housing projects
· The First Aid and Health Centres networks have been improved and expanded to cover 280,000 people in underprivileged areas. Between 1990 and 1999 the number of general hospitals rose from seven to 20, and the number of patients seen increased from 100,000 to 500,000 a year. A further 15 community-run clinics have also been set up. In partnership with schools, growth monitoring and dental health programmes have been set up for 22,000 children.
· Cultural activities have been expanded, stimulating artistic production and promoting activities in each zone. 22 libraries and cultural centres have been revitalised in 18 jurisdictions, and painting, drama, dance and music workshops and festivals are regularly organised.
· In terms of indirect social policies, increased investment in sewers and drainage systems has led to a rise in the number of people served from 78% to 90%. In ten years 33% of the work necessary to update the 136-year old drainage system has already been done. 90% of streets are now paved and street lighting has risen from 24,500 units to 64,000.
All of this activity has led to dramatic changes in many outlying districts. Decisions have been taken according to the needs of each zone through direct contact with local residents.
Spanish to English: Descripción del curso de Entrenamiento en Manejo de Humedales - Course Description: Wetlands Management Training
Source text - Spanish En el marco de la reunión Panamericana de Ramsar realizada en México en noviembre del 2004, CREHO con el apoyo del Servicio de Pesca y Vida Silvestre de Estados Unidos y el Servicio de Vida Silvestre de Canadá, realizó el primer curso de entrenamiento en manejo de humedales: formulación de planes de manejo, dirigido a los puntos focales de la Convención de Ramsar de los países hispano parlantes.
Por otra parte, para establecer las áreas temáticas de fortalecimiento de capacidades en las cuales se trabajaría a nivel de la región, CREHO finalizó un diagnóstico regional de necesidades de capacitación donde identificó para el Caribe las siguientes áreas prioritarias: 1) valores y funciones ecológicas de los humedales; 2) identificación, análisis y evaluación de las amenazas y presiones sobre los humedales; y 3) metodologías o mecanismos de participación para el manejo de humedales. Adicionalmente, otros temas relevantes para capacitación se refieren a las herramientas para el manejo de los humedales (planes de manejo, monitoreo, SIG) y el inventario y clasificación de los humedales.
En el contexto anterior y con el fin de iniciar el proceso de construcción de capacidades, CREHO está organizando un curso que tratará los temas antes mencionados en el marco de los lineamientos técnicos de la Convención Ramsar. De este modo se contribuirá a fortalecer los instrumentos para el manejo y uso racional de los humedales a en los países del Caribe, particularmente enfocado en aquellas actividades que el personal invierte mayor cantidad de tiempo.
Translation - English Within the framework of the Pan-American Ramsar Regional meeting held in Mexico in November 2004, and with support from the US Fish and Wildlife Service and the Canadian Wildlife Service, CREHO held the first Wetlands Management Training Course with the theme of Formulating Management Plans. The course was aimed at Ramsar Convention focal points in Spanish-speaking countries.
In order to identify the thematic areas in which capacities need to be strengthened in the region, CREHO completed a regional diagnostic of training needs. The report outlined the following priority areas for the Caribbean region: 1) value and ecological function of wetlands; 2) identification, analysis and evaluation of pressures and threats facing wetlands; 3) methodologies and mechanisms for participation in wetlands management. Further training topics include tools for wetlands management (management plans, monitoring, GIS) and inventory and classification of wetlands.
In this context, and with a view to initiating a capacity-building process, CREHO is organizing a course which will cover these themes within the framework of the New Guidelines for management planning for Ramsar sites and other wetlands. The course will contribute to strengthening tools for the management and wise use of wetlands in the Caribbean, and will focus particularly on those activities on which wetlands officers spend most of their time.
