English to Spanish: Law
Source text - English The Court has established two principles in this area. One is that the Commission's decisions by which applications are accepted are without appeal; the other is that, once a case is referred to it, the Court is endowed with full jurisdiction and may determine questions as to admissibility previously raised before the Commission (see, inter alia, the X and others judgment of 6 September 1978, Series A no. 28, p. 17, para. 32). A combination of these principles shows that, when considering such questions, the Court is not acting as a court of appeal but is simply ascertaining whether the conditions allowing it to deal with the merits of the case are satisfied.
A submission by a Government to the Court that an application is manifestly ill-founded does not in reality raise an issue concerning those conditions. It amounts to pleading that there is not even a prima facie case against the respondent State.
English to Spanish: Public Management
Source text - English Perhaps the most resonant truth emerging from the study of effectiveness is that success is apt to reflect a good fit between individual capabilities and the demands of specific situations (Doig and Hargrove 1987). Individuals of widely varying skills and attributes can be effective depending on the circumstances. The proper study of public management in this view involves the study of good fits between people and circumstances. Yet the matter is not so easily settled. There are vital questions of the different contexts within which public executives work, differences among executives themselves, and, of particular importance, the content of the interactions between executives and their circumstances (Wilson 1989). What, exactly, is a good fit? Unfortunately, the prospects for good fits may not be transparent a priori, and they may not be replicable ex post.
