Designing a G1 intervention – Guidance for EU practitioners
The GAP III and the NDICI-Global Europe1 come with ambitious targets regarding gender equality and women’s empowerment: 85% of all new actions will have gender equality as significant or principal objective (with at least 5 % of those having gender equality and women’s and girls’ rights and empowerment as a principal objective).
The EU applies the three point scoring system of the OECD-DAC gender equality policy marker,2 which reads as follows:
- G2 score - principal objective - gender equality and women’s empowerment (GEWE) is the main objective of the action and is fundamental in its design and expected results. The action would not have been undertaken without this objective. In other terms, gender equality is the overall objective of the action which is designed with the purpose to contribute to GEWE.
- G1 score - significant objective - gender equality and women’s empowerment is an important and deliberate objective, but not the principal reason for undertaking the action (often explained as gender equality being mainstreamed).
- G0 – not targeted. The action has been screened against the marker but has not been found to target gender equality.
The objective of this brief is to define a common understanding of what a G1 scored intervention is. What is meant by “significant objective” and how to concretely integrate this in EU practise.
It should support staff in EU Delegations and at headquarters, especially those who are not gender experts, to mainstream gender in order to avoid paying only lip service to gender equality and supporting the design of interventions which fully meet the requirements to be scored as G1 OECD Gender equality policy marker.
The OECD establishes the following minimum requirements for an action to be scored G1:
1. A gender analysis of the Action has been conducted
2. Findings from this gender analysis have informed the design of the action and the intervention adopts a “do not harm approach”.
3. Presence of at least one explicit gender equality objective backed by at least one gender specific indicator (or a firm commitment to do this if the results framwork has not been elaborated at the time marking the project).
4. Data and indicators are disaggregated by sex (where applicable).
5. Commitment to monitor and report on the gender equality results achieved by the project in the evaluation phase.

Diseño de una intervención con puntuación G1: orientación para profesionales de la UE
El plan de acción en materia de género de la UE (GAP) III y el Instrumento de Vecindad, Cooperación al Desarrollo y Cooperación Internacional (IVCDCI) - Europa Global establecen objetivos ambiciosos respecto de la igualdad de género y del empoderamiento de la mujer: el 85 % de todas las nuevas acciones tendrán como objetivo significativo u objetivo principal la igualdad de género (y al menos el 5 % de tales acciones deben tener como objetivo principal la igualdad de género y los derechos y el empoderamiento de las mujeres y las niñas).
La UE aplica el sistema de índices con tres valores del marcador de políticas de igualdad de género del Comité de Asistencia para el Desarrollo (CAD) de la OCDE, que estipula lo siguiente:
- Puntuación G2: objetivo principal. La igualdad de género y el empoderamiento de la mujer (IGEM) es el objetivo central de la acción y es fundamental en lo que respecta a su diseño y a los resultados previstos. La acción no se habría llevado a cabo sin este objetivo. En otras palabras, la igualdad de género es el objetivo general de la acción que se diseña con el propósito de contribuir a la IGEM.
- Puntuación G1: objetivo significativo. La igualdad de género y el empoderamiento de la mujer es un objetivo importante y deliberado, pero no es la razón principal para desarrollar la acción (la explicación habitual es que se integra la igualdad de género).
- G0: no orientada al objetivo. Se ha examinado la acción según los criterios del marcador, pero se ha determinado que no está orientada a la igualdad de género.
El propósito de esta nota es definir una interpretación común de qué significa la puntuación G1. Definiremos qué significa “objetivo significativo” y cómo integrarlo concretamente en la práctica de la UE.
Esta nota está dirigida al personal de las delegaciones de la UE y de la sede central, en especial a aquellas personas que no sean expertas en cuestiones de género. El propósito es que esta nota funcione como una guía para, por un lado, integrar la perspectiva de género a fin de que la igualdad de género no quede solo en palabras vacías, y por el otro, diseñar intervenciones que cumplan plenamente con los requisitos necesarios para recibir una puntuación G1 según el marcador de políticas de igualdad de género de la OCDE.
Según la OCDE, para que una acción reciba la puntuación G1 deberán haberse cumplido los siguientes requisitos mínimos:
1. Deberá haberse llevado adelante un análisis de género de la acción.
2. Los hallazgos de este análisis de género deberán haber indicado que el diseño de la acción y la intervención adoptaron el principio de “no ocasionar daños”.
3. La acción deberá haber contenido al menos un objetivo explícito de igualdad de género respaldado como mínimo por un indicador específico de género (o deberá constar un compromiso firme en este sentido si, al momento de evaluar el proyecto, no se había confeccionado un marco de resultados).
4. Los datos y los indicadores deberán estar desglosados por sexo (si procede).
5. Se deberá haber incluido el compromiso de vigilar e informar los resultados de igualdad de género arrojados por el proyecto en la fase de evaluación.
