Source text - English Dear Mr Bayat,
Re: Care Proceedings Matter
As you are aware a Public Law Outline (PLO) meeting took place on 20th December 2024, this was remote by Microsoft Teams. You consulted with me with regards to concerns raised by the Local Authority in connection with your children, Farzad and Samira. The Local Authority have significant concerns about your children and their safety. The concerns of the Local Authority are set out in the Letter Before Proceedings. The concerns include, alcohol use, domestic abuse, physical assault, physical abuse, sexual offences, and your parenting abilities. I do not propose to address each concern within this letter as the Local Authority provided a translated copy of this to you prior to the meeting and we discussed it with an interpreter present.
The aim of the PLO is to avoid the case escalating to Court, if possible, by trying to complete the investigations in an agreed manor. If agreement cannot be reached, or concerns escalate, then the Local Authority may choose to issue care proceedings. The PLO process gives parents the chance to make improvements and sustain changes in the 12 weeks of the process.
At the meeting it was discussed what you and the mother need to do to make sure that Farzad and Samira are safe and well cared for.
You must:
• Allow the children’s Social Worker to enter your home for announced and unannounced visits.
• Not be aggressive or threatening towards any professionals.
• Work with Yasmin Johnson (Advanced Practitioner) and Natasha Mackintosh (Newly Qualified Social Worker) openly and honestly, regarding the PLO process.
• Adhere to the safety plan prepared by Childrens Social Work Services. A translated copy of this will be provided to you when received.
• Engage in assessments. You must attend every session. If you are unable to attend for a genuine reason, for example if you are unwell, then you must tell the Social Worker at the earliest opportunity so that the sessions can be rearranged.
• Engage and work openly and honestly with Forward Leeds and engage in any recommended treatment. Your next session is on 31st December 2024, you must attend this.
• Engage with MST-CAN. The Local Authority will make a referral for this service on your behalf.
• Engage in hair strand testing. You must not cut, treat, or dye your hair between now and when the sample collection is taken. If you do, the Local Authority will believe that you have done this because you have something to hide. You must be open and honest with the testing company about how much alcohol you drink. The testing company will be in touch with you directly in due course to arrange a sample collection appointment.
• Work with all professionals and attend any meetings regarding your children. You must attend every session. If you are unable to attend for a genuine reason, for example if you are unwell, then you must tell the Social Worker at the earliest opportunity so that this can be rearranged if possible.
• Discuss and share who in your family could look after your child if you are not able to, this would be through an Family Group Conference (FGC) family networking meeting. I would strongly encourage you to share with me and the Social Work team anyone that you would like to be assessed to care for the children, should your matter escalate and a Judge deem that you are unable to.
During the PLO meeting the Local Authority stated that you must move out of the family home whilst a risk assessment is undertaken of you. This arrangement will be reviewed at the next PLO meeting.
I strongly advised you to go to housing immediately and present as homeless, tell the housing team that you cannot return home and that this is a condition put in place by the Local Authority.
The Local Authority are agreeable to helping you with this, however you need to approach housing and provide them with your Social Workers contact details.

I cannot stress just how serious things are for you and your family, and just how important it is that you do what is asked of you and engage positively throughout this process. The Local Authority are extremely concerned about your children and your ability to keep them safe. They were clear in the PLO meeting today that if the safety plan is breached in any way, and things do not improve considerably for your children that they will consider issuing care proceedings. This may result in your children being placed into Local Authority foster care.
The next PLO meeting is on 18th February 2025 at 12noon. You must attend my office for 11:00am, so that we can have discussions with an interpreter present. My office address is- 9 Cheapside, Wakefield, WF1 2SD.
Should you have any questions or be unsure about what is expected of you then you must let me know as a matter of urgency. I will ensure that you are kept up to date with all matters in your case.
