미국의 정보기술 대기업들은 확실성 측면에서 이번 합의를 환영한다는 원론적 논평을 냈다. 페이스북의 클레그 대변인은 “이번 합의는 기업들의 확실성을 향한 중대한 첫걸음이고, 글로벌 과세 체계에 대한 대중의 믿음을 강화한다”고 말했다.
그러나 옥스팜은 세율 15%는 지나치게 낮고, 이는 “잘 못하고 있는 거대 기업들을 봐주는 것”이라고 주장했다. 선진국의 법인세는 현재 약 23.5%로 15%의 하한선보다 높다. 옥스팜의 루이즈 세제담당은 “수십년 만에 세계적으로 빈곤층이 가장 크게 증가했고 불평등이 폭발적으로 확대되고 있는데, 이 합의는 둘 중 어느 것도 해결하지 못한다. 오히려 이것은 부국들이 국내 기업세를 낮추는 빌미를 제공하고 있다”고 말했다.

US Big Tech companies have made principled commentary to welcome this agreement in terms of certainty. Facebook's vice president of Global Affairs and Communications Nick Clegg said this agreement is a significant first step for companies to have certainty and strengthen public confidence in the worldwide tax system.
Oxfam Committee for Famine Relief claimed that fixing 15 percent of global corporate tax is far too low, however, which is “going easy on the under-performing big tech companies”. In developed countries, corporate tax is currently 23.5 percent, which is higher than the minimum corporate tax rate of 15 percent. Susana Ruiz, the Tax Police Lead of Oxfam International's tax policy, said global poverty has increased significantly in the decades and inequality is exploding. But the agreement can’t resolve either of them. On the other hand, this provides an excuse for rich countries to cut taxes on local companies.
