Source text - English We’re taught in finance and economics that in evaluating alternative investments, we should ignore sunk and fixed costs, and instead base decisions on the marginal costs and marginal revenues that each alternative entails. We learn in our course that this doctrine biases companies to leverage what they have put in place to succeed in the past, instead of guiding them to create the capabilities they’ll need in the future. If we knew the future would be exactly the same as the past, that approach would be fine. But if the future’s different—and it almost always is—then it’s the wrong thing to do.
This theory addresses the third question I discuss with my students-how to live a life of integrity (stay out of jail). Unconsciously,
we often employ the marginal cost doctrine in our personal lives when we choose between right and wrong. A voice in our head says, “Look, I know that as a general rule, most people shouldn’t do this. But in this particular extenuating circumstance, just this once, it’s OK.” The marginal cost of doing something wrong “just this once” always seems alluringly low. It suckers you in, and you don’t ever look at where that path ultimately is headed and at the full costs that the choice entails. Justification for infidelity
and dishonesty in all their manifestations lies in the marginal cost economics of “just this once.”

Source text - English As a psychiatrist who has diagnosed and treated thousands of people over the past 25 years for a medical condition called attention
deficit disorder, or ADD (now known clinically as attention-deficit/hyperactivity disorder), I have observed firsthand how a rapidly growing segment of the adult population is developing this new, related condition. The number of people with ADT coming into my
clinical practice has mushroomed by a factor of ten in the past decade. Unfortunately, most of the remedies for chronic overload
proposed by time-management consultants and executive coaches do not address the underlying causes of ADT.
Unlike ADD, a neurological disorder that has a genetic component and can be aggravated by environmental and physical factors, ADT
springs entirely from the environment. Like the traffic jam, ADT is an artifact of modern life. It is brought on by the demands on our
time and attention that have exploded over the past two decades.
As our minds fill with noise—feckless synaptic events signifying nothing—the brain gradually loses its capacity to attend fully and
thoroughly to anything.
The symptoms of ADT come upon a person gradually. The sufferer doesn’t experience a single crisis but rather a series of minor
emergencies while he or she tries harder and harder to keep up. Shouldering a responsibility to “suck it up” and not complain as the workload increases, executives with ADT do whatever they can to
handle a load they simply cannot manage as well as they’d like. The ADT sufferer therefore feels a constant low level of panic and guilt.
Facing a tidal wave of tasks, the executive becomes increasingly hurried, curt, peremptory, and unfocused, while pretending that everything is fine.
To control ADT, we first have to recognize it. And control it we must, if we as individuals and organizational leaders are to be effective.
In the following pages, I’ll offer an analysis of the origins of ADT and provide some suggestions that may help you manage it.

Với những người đầu tư vàng từ trước khi dịch Covid-19 bùng phát hay thậm chí sớm hơn thế, vàng đang lấp lóa một màu lợi nhuận. Với nhiều nhà đầu tư lướt sóng vàng trong tháng 8, vàng mang màu sắc ảm đạm của những cú rơi giá chết người. Còn nhìn chung, giá vàng ở mức cao như hiện nay đang “in đậm một nỗi lo suy thoái”.
Giá vàng đã leo một mạch từ khoảng 1.200 USD/oz vào đầu năm 2019 lên mức cao nhất trong lịch sử là 2.073 USD/ounce, trước khi bị bán chốt lời và đổ giá một phiên tới 113 USD, rồi lại leo tiếp lên mức 1.930 USD/ounce vào hôm sau. Trên thị trường nội địa, giá vàng cũng leo từ mức 35 triệu VNĐ/lượng lên 62 triệu VNĐ/lượng, rơi xuống 47 triệu VNĐ/lượng để rồi lại leo lên mức 55 triệu VNĐ/lượng, tương đồng về thời gian với các cú nảy của giá vàng thế giới.

The gold prices have been soaring this year and nearly hit the 2011 record high yet is still a long distance from the all-time record high.
To all the pre-Covid-19 gold investors, this metal’s profitability now seems to be shining bright. Meanwhile, the picture turns grey to swing traders in August this year due to sharp falls in prices. The soaring gold prices indicate a grim outlook on the recession forecast.
The world gold price had rocketed from USD 1,200 per ounce in early 2019 to the all-time record high of USD 2,073, then fell by USD 113 as the session closed due to investors’ covering and climbed to USD 1,930 in the next session. The domestic market was in sync with the international fluctuations, when prices soared from VND 35 million per tael to VND 62 million, then dropped to VND 47 million and rose to VND 55 million.
History shows that gold has always been considered a safe haven for investors during crises or potential economic threats. The most commonly seen indicators are the negative growth in the economy (deflation), high inflation or inflation risks which cause a negative real interest rate in US bonds, or the weakening of the U.S. dollar.
The two most frequently asked questions are whether the gold price will continue to rise; and if positive, to which height. There is no absolute answer to these questions; however, the data and economic events can give us a glimpse into future gold prices.

- Không phải cách ly y tế tập trung 14 ngày song phải tuân thủ đầy đủ các quy định về phòng, chống dịch Covid-19, đảm bảo an toàn, không để lây nhiễm chéo trong quá trình làm việc và không lây nhiễm ra cộng đồng.
- Khách nhập cảnh (trừ khách VIP từ cấp Thứ trưởng hoặc tương đương trở lên) phải xuất trình kết quả xét nghiệm âm tính với Covid-19 bằng kỹ thuật Real time - PCR của cơ quan y tế có thẩm quyền từ 3-5 ngày trước ngày nhập cảnh và cài đặt, sử dụng ứng dụng Bluezone khi ở Việt Nam.
- Thực hiện khai báo y tế điện tử, đo thân nhiệt khi nhập cảnh. Nếu có dấu hiệu bất thường sẽ được cách ly y tế ngay như trường hợp nghi ngờ mắc bệnh.

Subjects to application: Investors, experts, high-skilled workers, business managers and their family members, and other applicants according to agreements with their respective countries (collectively "Experts"); Guests entering Vietnam for diplomatic and official purposes (collectively "Guests"); People who have direct contacts with Experts and Guests during their immigration and working time in Vietnam (Official Letter No. 4674/BYT-MT issued on 31 August 2020 by the Ministry of Health).

Source text - Vietnamese Sáng 26-10, siêu tàu Margrethe Maersk bắt đầu bốc dỡ container tại cảng Quốc tế Cái Mép - Thị Vải (CMIT Bà Rịa - Vũng Tàu). Đây là một trong những con tàu container lớn nhất thế giới hiện nay, có chiều dài gần bằng bốn sân bóng.
Trước đó, chiều 25-10, tàu Margrethe Maersk (quốc tịch Đan Mạch) đã cập cảng CMIT. Tàu này dài gần 400m, rộng 59m, có trọng tải 214.121 tấn, với sức chở lên đến 18.340 TEU (một TEU tương đương thể tích của một container 20 feet).
Đây là lần thứ hai tàu này cập cảng CMIT nhưng lần trước (tháng 2-2017) đi không tải, còn lần này trên tàu chất khá đầy container. Cập cảng lần này, tàu Margrethe Maersk bốc xếp khoảng 6.500 container, sau đó sẽ tiếp tục hải trình đi Mỹ vào chiều 26-10.
Translation - English Morning of October 26, the Margrethe Maersk container ship started unloading containers at Cai Mep - Thi Vai International Terminal (CMIT) in Ba Ria - Vung Tau. It is one of the world’s largest container ships at this moment, with the length almost equals four football fields.
On the afternoon of October 25, the Margrethe Maersk (Denmark) docked at CMIT. This vessel is nearly 400m long, 59m wide, and has a deadweight of 214,121 tons. Its capacity is up to 18,340 TEUs (one TEU is equivalent to the volume in units of a twenty-foot container).
This is the second time the vessel has docked at CMIT with loads of containers. Last time in February 2017, it was a no loading dock. During this time, Margrethe Maersk will load around 6,500 containers and continue its voyage to the US in the afternoon of October 26.
