This Kwando Wildlife Dispersal Area (WDA) Law Enforcement Strategic Plan is the outcome of a 2.5-day planning workshop held at the Protea Zambezi River Lodge, Katima Mulilo, Namibia from 29th April – 1st May 2019, and convened by the Kavongo Zambezi (KAZA) Transfrontier Conservation Area (TFCA) Secretariat. The workshop was facilitated by the Conservation Development Centre, Nairobi (CDC), and attended by law enforcement practitioners from the three responsible national wildlife management agencies representing the three adjacent transboundary protected areas making up the WDA, as well as representatives from the CITES Monitoring the Illegal Killing of Elephants (MIKE) Programme. The full list of meeting participants is provided in Appendix 2.

The Kwando WDA is a vast 35,000km2 transboundary protected area (PA) complex in the KAZA TFCA landscape. It comprises of Luengue-Luiana National Park (22,610 km2) in Angola, Sioma Ngwezi National Park (5,000 km2) in Zambia, and Bwabwata (6,274 km2) and Mudumu National Parks (737 km2) in Namibia, along with their associated community conservancies and game management areas. Borders between the component protected areas are unfenced, allowing free movement of elephants and other wildlife between the PAs and along the Kwando (Cuando) River which bisects the complex. The effective conservation of the WDA’s wildlife corridors and the protection of species moving along them is a vital aspect of KAZA’s efforts to maintain ecological connectivity across the broader landscape.
The Kwando WDA Law Enforcement Strategic Plan is expected to make a significant contribution to the collaborative efforts of the KAZA nations to conserve landscapes and protect biodiversity. The Plan aims to provide a structured and practical framework for guiding future technical, financial and material support for law enforcement action across the WDA by the responsible national wildlife agencies, the KAZA Secretariat, as well as other partners and donors.
The workshop utilised the Law Enforcement Planning Toolkit (LEPT), which was developed by CDC with support from the GIZ Partnership against Poaching and the Illegal Wildlife Trade Project. The LEPT aims to provide a set of practical tools to assist PA managers in understanding the key law enforcement challenges that they face, the specific law enforcement vulnerabilities of their PA, the strengths and weaknesses in their PA’s law enforcement capacity, and based on this understanding, to develop optimal law enforcement strategies and outputs. The workshop agenda is provided in Appendix 3.
The workshop coincided with a Law Enforcement Focal Site Assessment Visit by the CITES MIKE Central Coordination Unit (CCU), carried out as part of the MIKE Programme’s law enforcement focal site support initiative, which is funded through the European Union’s Cross-Regional Wildlife Conservation in Eastern & Southern Africa and the Indian Ocean (CRWC) Project. The outcomes of the workshop as set out in this law enforcement strategic plan are expected to provide a foundation for the development of a MIKE law enforcement focal site support project for the national parks at the heart of the Kwando WDA.
The financial support for the planning workshop provided by the GIZ Partnership against Poaching and the Illegal Wildlife Trade Project and the MIKE Programme is gratefully acknowledged, as is the assistance of the Peace Parks Foundation in facilitating the meeting logistics. We are also grateful to the concerned national wildlife agencies for enabling the workshop to go ahead and for ensuring the participation of key law enforcement staff, and to the workshop participants themselves for their active contribution in the planning discussions and for freely sharing their considerable knowledge about the law enforcement challenges in the transfrontier area.

O presente Plano Estratégico de Aplicação da Lei da Zona de Dispersão Selvagem do Kwando (ZDS) é o resultado de um seminário sobre planeamento que teve a duração de dois dias e meio, realizado no Alojamento do Rio Protea Zambezi, Katima Mulilo, Namíbia, de 29 de Abril à 1 de Maio de 2019 e, convocado pela Secretaria da Zona Transfronteiriça de Conservação (ZTC) do Kavongo Zambezi (KAZA). O seminário foi facilitado pelo Centro de Desenvolvimento de Conservação, Nairobi (CDC), e assistido por profissionais da aplicação da lei das três agências nacionais responsáveis pela gestão da fauna que representam as três zonas transfronteiriças protegidas adjacentes que compõem a ZDS, bem como por representantes do Programa de Monitorização de Caças Ilegal de Elefantes (PMCIE) da CITES. Em apêndice 2 está a lista completa dos participantes nas reuniões.

A ZDS do Kwando é um vasto complexo de 35.000 km2 de Área Protegida (AP) transfronteiriça na paisagem do ZTC da KAZA. Inclui o Parque Nacional Luengue-Luiana (22.610 km2) em Angola, o Parque Nacional Sioma Ngwezi (5.000 km2) na Zâmbia, e Bwabwata (6.274 km2) e os Parques Nacionais Mudumu (737 km2) na Namíbia, juntamente com as conservações das comunidades associadas e zonas de gestão de diversão. As fronteiras entre as áreas protegidas de elementos encontram-se desprotegidas, permitindo a livre circulação de elefantes e outras espécies selvagens entre as AP e ao longo do rio Kwando (Cuando), que atravessa o complexo. A conservação efectiva dos corredores da fauna da ZDS e a protecção das espécies que se movimentam ao seu redor constituem um aspecto vital dos esforços da KAZA para manter a conectividade ecológica em toda extensão da paisagem.
O Plano Estratégico de Aplicação da Lei de ZDS do Kwando deverá dar um contributo significativo para os esforços colaborativos das nações do KAZA para conservar as paisagens e proteger a biodiversidade. O Plano visa proporcionar um quadro estruturado e prático para orientar o futuro apoio técnico, financeiro e material às acções de aplicação da lei em toda a ZDS por parte das agências nacionais responsáveis da vida selvagem, o secretariado do KAZA assim como outros parceiros e doadores.
No Seminário foi utilizado um Conjunto de Ferramentas de Planeamento da Aplicação da Lei (CFPAL) que foi desenvolvido pela CDC com o apoio da Parceria GIZ contra a caça ilegal e do Projecto de Comercio Ilegal de Animais Selvagens. O (CFPAL) visa fornecer um conjunto de instrumentos práticos para ajudar os gestores da AP a compreender os principais desafios que enfrentam em matéria de aplicação da lei, as vulnerabilidades específicas da sua AP em matéria de aplicação da lei, os pontos fortes e fracos da sua capacidade de aplicação da lei e, com base neste entendimento, desenvolver estratégias e resultados óptimos em matérias de aplicação da lei. A ordem de trabalhos do seminário encontra-se no apêndice 3.
O seminário coincidiu com uma visita de avaliação local focal da aplicação da lei realizada pela Unidade Central de Coordenação (UCC) da CITES MIKE, no âmbito da iniciativa de apoio ao sítio focal do Programa de Aplicação da Lei de MIKE, financiado através do projecto da União Europeia sobre a Conservação Inter-regional da Vida Selvagem (CIVS) na Africa Oriental e Austral e do Projecto do Oceano Índico. Espera-se que os resultados do semanário, tal como estabelecido no Plano Estratégico de Aplicação da Lei, constituam uma base para o desenvolvimento de um projecto de apoio ao sítio focal de aplicação da lei de MIKE para os parques nacionais no centro da ZDS do Kwando.
O apoio financeiro para o seminário de planeamento fornecido pela Parceria GIZ contra a Caça furtiva, do Projecto de Comércio Ilegal de Animais Selvagens e do Programa de MIKE são bem apreciados, tal como o apoio da Fundação Parques da Paz na facilitação logística do encontro.
