Spanish to English: Lo transnacional en la educación: estudio descolonial del discurso educativo de la OCDE y sus efectos para Latinoamérica General field: Social Sciences Detailed field: Education / Pedagogy
Source text - Spanish Este estudio parte de la dificultad política de imaginar un mundo sin institucionalidad internacional o de imaginarlo, al menos, con una institucionalidad distinta. El dominio de esta institucionalidad ha ocupado un lugar relevante en los debates académicos de las últimas décadas, dando lugar a investigaciones que analizan, desde distintos ángulos, su influencia e impacto en las naciones y en sus sistemas educativos (Castro-Gómez & Grosfoguel (2007), Roldán Vera & Fuchs (2019), Jakobi & Martens (2007), Tröhler (2009), Ydesen & Andreasen (2019), entre otros). En el caso de los estudios que abordan la historia colonial e imperial de la educación, como indican Roldán Vera y Fuchs (2019), lo hacen desde una perspectiva postcolonial, observando su desarrollo en los imperios británico, francés y belga, exceptuando el dominio colonial de España y Portugal.
En el entendido de que la emergencia de los organismos internacionales son resultado del proceso de “transición del colonialismo moderno a la colonialidad global” (Castro-Gómez & Grosfoguel, 2007: 13), esta investigación se propone indagar, desde una perspectiva descolonial, en la trayectoria histórica del discurso educativo de la OCDE y sus efectos para Latinoamérica. Que este estudio se realice desde una perspectiva descolonial significa que desarrollará un camino distinto de los estudios postcoloniales, por cuanto trasciende el supuesto de que el proyecto colonial finalizó, reconociendo su resignificación y continuidad en las independencias coloniales del siglo XIX, en el proyecto desarrollista en el siglo XX y en la colonialidad global (Castro-Gómez & Grosfoguel, 2007; Grosfoguel, 2019, 2013; Stein & Andreotti, 2016). Por otra parte, junto con relevar las continuidades históricas, desde la perspectiva descolonial las relaciones coloniales de poder incluyen una dimensión epistémica, no limitándose al dominio económico-político.
Translation - English This study starts from the political difficulty of imagining a world without international institutionality or, at least, imagining it with a different institutionality. The dominance of this institutionality has taken a relevant place in the academic debates of the last decades, giving rise to investigations that analyze, from different angles, its influence and impact on nations and their educational systems (Castro-Gómez & Grosfoguel (2007 ), Roldán Vera & Fuchs (2019), Jakobi & Martens (2007), Tröhler (2009), Ydesen & Andreasen (2019), among others). In the case of studies that address the colonial and imperial history of education, as indicated by Roldán Vera and Fuchs (2019), they do so from a postcolonial perspective, observing its development in the British, French and Belgian empires, except for colonial rule from Spain and Portugal.
Understanding that the emergency of international organizations is the result of the process of “transition from modern colonialism to global coloniality” (Castro-Gómez & Grosfoguel, 2007: 13), this research aims to investigate, from a decolonial perspective, in the historical trajectory of the OECD educational discourse and its effects for Latin America. This study is carried out from a decolonial perspective which means that it will develop a different path from postcolonial studies, since it transcends the assumption that the colonial project ended, recognizing its resignification and continuity in the colonial independence of the 19th century, in the developmentalism project in the 20th century and global coloniality (Castro-Gómez & Grosfoguel, 2007; Grosfoguel, 2019, 2013; Stein & Andreotti, 2016). On the other hand, along with revealing historical continuities, from a decolonial perspective colonial power relations include an epistemic dimension, not limited to the economic-political domain.

Source text - Spanish La cobertura de campañas tendería a preferir temas de juego estratégico y personalización sobre propuestas de políticas públicas. En cambio, se espera que los debates electorales en televisión sean un momento diferenciador de la rutina periodística. Mediante un análisis de contenido, se compara la agenda de los periodistas en cuatro debates presidenciales chilenos, con la de la prensa escrita en la cobertura de las respectivas campañas. Los resultados muestran que los periodistas en los debates se concentran en las políticas públicas, mientras que la prensa lo hace en las estrategias o en issues políticos.

Translation - English Campaigns' coverage would tend to prefer strategic game and personalization topics more than public policy proposals. Instead, electoral debates on television are expected to be a differentiating moment from the journalistic routine. Through a content analysis, the journalists' agenda in four Chilean presidential debates is compared with that of the written press in the coverage of the respective campaigns. The results show that journalists in the debates focus on public policies, while the press concentrates on strategies or political issues.

Source text - English The purpouse of the Project is to take advantage of the energetic potential present in the Pilmaiquén River and generate electricity to supply the country’s demand.
The Project is a power generation plant. The reservoir will cover an area of 187 hectars at a height of 110.0 masl and will reach 240 m downstream of the Rucatayo project.
The total power of the Project will be 48 MW, total head of 31.15 m and a design flow of 168 m3/s.
The powerhouse will be located on the right bank and will consist of one Kaplan turbine with vertical axis and its corresponding generator and transformer. It is estimated that the Project will generate 307 GWh/year.
Translation - Spanish El Proyecto tiene como finalidad aprovechar el potencial energético presente en el río Pilmaiquén y generar energía eléctrica para abastecer la demanda del país.
El Proyecto es una planta generadora de energía. El embalse ocupará un área de 187 hectáreas a una altura de 110,0 msnm y alcanzará los 240 m aguas abajo del proyecto Rucatayo.
La potencia total del Proyecto será de 48 MW, altura total de 31,15 m y un caudal de diseño de 168 m3/s.
La casa de máquinas se ubicará en la margen derecha y estará compuesta por una turbina Kaplan de eje vertical y su correspondiente generador y transformador. Se estima que el Proyecto generará 307 GWh/año.
