Bericht der Arbeitsgruppe Infrastruktur
Auftrag der Arbeitsgruppe
Die Arbeitsgruppe bearbeitete den Themenkreis mit folgenden Schwerpunkten:
Identifikation von Anforderungen des AVF (Automatisiertes und Vernetztes Fahren) an die digitale Netzinfrastruktur sowie an die digitale und physische Straßeninfrastruktur.
Entwicklung von Handlungsvorschlägen zur Weiterentwicklung der digitalen Netzinfrastruktur und der Straßeninfrastruktur für das AVF.
Im Fokus der Betrachtung standen dabei die Straßenkategorien Autobahn und BAB-ähnliche Bundestraßen mit dem Zeithorizont 2020.
Methodisches Vorgehen
In den Unterarbeitsgruppen „Digitale Netzinfrastruktur“ sowie „Ausstattung für die intelligente Straße“ waren Experten und Expertinnen des Runden Tisches „Automatisiertes Fahren“ aus folgenden Organisationen und Ländern vertreten: Bundesnetzagentur, Bitkom, Deutscher Städtetag, Deutscher Verkehrssicherheitsrat (DVR), Deutsches Zentrum für Luft- und Raumfahrt (DLR), Fraunhofer-Institut für Arbeitswirtschaft und Organisation (IAO), Fraunhofer-Institut für Eingebettete Systeme und Kommunikationstechnik (ESK), Fraunhofer-Institut für Nachrichtentechnik (HHI), TU Dresden, Verband der Automobilindustrie (VDA), Verband der Technischen Überwachungs-Vereine (VdTÜV), Zentralverband Elektrotechnik- und Elektronikindustrie (ZVEI), Freistaat Bayern und Land Nordrhein-Westfalen.
Für den Bereich der digitalen Netzinfrastruktur wurden in einem ersten Schritt die zu betrachtenden Kommunikationskanäle und -technologien für die Fahrzeug-zu-Fahrzeug bzw. Fahrzeug-zu-Infrastruktur-Kommunikation bestimmt. Anschließend wurden relevante Anwendungsszenarien (Use Cases) identifiziert, um qualitative Anforderungen an die digitale Infrastruktur zu unterschiedlichen Betrachtungszeiträumen spezifizieren zu können. In weiteren Arbeitsschritten wurden eine Bestandsaufnahme differenziert nach Mobilfunk- und Festnetzinfrastruktur mit Hilfe des Breitbandatlas des Bundes vorgenommen sowie die Anforderungen an die Netzinfrastruktur aus Sicht der TK- und Automobilindustrie aufgenommen und diskutiert.
Zur Definition der Anforderungen des AVF an die Straßenausstattung wurde ein szenarienbasierter Ansatz gewählt, bei dem mögliche Lösungsansätze für die Anforderungen des AVF in besonderen Situationen betrachtet und einander gegenübergestellt wurden. Zugrunde gelegt wurde hierbei hochautomatisiertes und teilweise vollautomatisiertes Fahren im Mischverkehr als eine nicht permanent verfügbare Funktion. Dabei ist zu beachten, dass der Bedarf an Infrastruktur sowie die Unterstützung des AVF durch die Infrastruktur grundsätzlich im Zusammenhang mit der Vernetzung der Fahrzeuge mit der Infrastruktur und/oder anderen Fahrzeugen zu betrachten ist, ohne die die Geschwindigkeit der Fahrzeuge zurzeit durch die „Sensorreichweite“ limitiert ist. Weiterhin ist zu berücksichtigen, dass sich der Bedarf an Straßeninfrastruktur im Zuge der technischen Entwicklung z. B. in den Bereichen Fahrzeugsensorik, Situationsinterpretation oder Datenübertragung ändern kann.

Report from the working group for infrastructure
Task of the working group
The working group focused on the following points in this area:
Identifying the requirements of ACD (Automated and Connected Driving) in terms of the digital network infrastructure and the digital and physical road infrastructure.
Proposing actions for developing the digital network infrastructure and the road infrastructure for ACD.
The group focused on the road categories of Autobahn and Federal highways for the time frame leading up to 2020.
Methodological procedure
In the sub-working groups ‘Digital Network Infrastructure’ and ‘Facilities for Smart Roads’, experts from the ‘Automated Driving’ Round Table represented the following organisations and countries: the Federal Network Agency, Bitkom, the Association of German Cities, the German Road Safety Council (DVR), the German Aerospace Center (DLR), Fraunhofer Institute for Industrial Engineering (IAO), Fraunhofer Institute for Embedded Systems and Communication Technologies (ESK), Fraunhofer Institute for Telecommunications (HHI), Technische Universität Dresden, the German Association of the Automotive Industry (VDA), the Association of Technical Inspection Agencies (VdTÜV), the German Electrical and Electronic Manufacturer’s Association (ZVEI), the Free State of Bavaria and the State of North Rhine-Westphalia.
As an initial step, the group identified communication channels and technology for vehicle-to-vehicle and vehicle-to-infrastructure communication to be considered in the area of digital network infrastructure. Subsequently, relevant use cases were identified in order to be able to specify qualitative requirements of the digital infrastructure for different observation periods. In later steps, an inventory of mobile-communication and fixed-network infrastructure was taken with the help of the Federal Government Broadband Atlas, and the network infrastructure requirements from the point of view of the telecommunication and automotive industries were discussed.
A scenario-based approach was chosen to define the requirements of ACD in terms of road equipment. Using this approach, possible solutions to the requirements of ACD were considered and compared with one another in specific situations. This was done on the basis of highly automated and partly fully automated driving in mixed traffic as a possible temporary function. It is important to note that the infrastructure requirements and the support that the infrastructure offers ACD should fundamentally be considered in the context of interconnectivity between vehicles and infrastructure and/or other vehicles. Without this interconnectivity, the speed of the vehicles is currently limited by the "range of the sensors". Furthermore, the requirements in terms of road infrastructure can change over the course of the technical development of, for example, vehicle sensor technology, situation interpretation or data transfer.
