Turkish to English: Küreselleşme Sürecinde Çok Uluslu Şirketler Ve Ekonomik Boyutları General field: Social Sciences Detailed field: Economics

Dünyadaki en büyük 100 ekonomik birimden 51’i ÇUŞ’dir.
.UNCTAD raporuna göre, 2003 yılındaki küresel doğrudan yabancı yatırım stokunun %85’i ÇUŞ’e aittir. 2001 yılı küresel ihracatı 7,4 trilyon $ iken, ÇUŞ’in toplam satışları 18,5 trilyon $ ve bu şirketlerce üretilen toplam katma değer 3,5 triyon $’dır. Gene aynı yılda ÇUŞ’in küresel gayrisafi yurt içi hasılaya katkısı %11 ve istihdam ettiği kişi sayısı yaklaşık 54 milyon kişidir.
ÇUŞ’lar I. Dünya Savaşı’ndan sonraki yıllarda dış ticareti dengeleyici politikaların kaldırılması sonucu artış göstermiştir.
3.3. Çok Uluslu Şirketlerde Üretim/in Küreselleşmesi
Translation - English MULTINATIONAL COMPANIES IN GLOBALIZATION PROCESS AND ECONOMIC DIMENSIONS OF THIS PROCESS
ABSTRACT
There is an obvious link between the globalization of the economy and the re-design of foreign trade perception with new methods. As a result of these developments, especially EU formation process and ongoing process afterwards, there has been a sharp increase at the number of the multinaonal companies. The companies which try to adapt themselves to the national and international changes, become economic actors who has also influence especially after 2000's.
Although, many countries' economy have passive statue in the global environment, it is not debatable thar multinational companies' activity of area, economic aspects and inovative structure are the lead affectors of the system.
In the study, the economic extend of the multinational companies and their interaction with globalization process will be evaluated with analytical methods and their importance on the global economy will be further analyzed.

FOREWORD
Globalization shows an accelerating correlation of developing technology and the influence of its needs on both a macro and micro level. In this sense, globalization shows itself in political, cultural and economic spheres and it shapes societies and their economic operations. Globalization is also understood as the realization of trade relations which lift international borders, and the cultural, political, and social effects that come with it. Even if there are several definitions according to Osland, they generally have the same basis: globalization is a process which ensures countries’ economic unity and the establishment of strong communication between them, and also consists of this process’ economic, political, social, cultural and environmental results (Kaymakcı, 2013: 225). According to Milanovic, globalization is a well-qualified culturally enriching force which, reduces the differences between countries, which aims to bring together institutions and their management styles by making democracy a universal norm and by ensuring the establishment of closer relationships between societies based on different cultures (Milanovic, 2003: 668). Without a doubt, besides this positive approach there are many writers who see the phenomenon of ‘globalization’ as ‘neo-capitalism’, and see this concept as the manifesto of a new colonial order. Globalization is a process which proceeds in parallel to capitalism which is formed on the basis of making profit. The development process of capitalism, which is constantly searching for markets and raw materials, affects the development process of a globalization whose basic point is capital movements. The most effective tools for globalization based on capital export are Multinational Companies (MNCs) (Aksoy, 2006: 23). Recent rapidly accelerating economic integration, market economy and the acceleration of liberalization in international trade and financial operations also contributes to the importance of MNCs (Aktan, Vural, 2006: 6).
MULTINATIONAL COMPANIES FROM A CONTEXTUAL AND HISTORICAL POINT OF VIEW
Multinational companies, some of the most important actors in the global economy, can be defined as firms which have profit-generating economic operations in more than one country and possess production power internationally. On this topic, Gilpin determines that MNCs which tend towards an oligopolistic structure maintain production and sales operations in more than one country and the company’s ownership can belong to citizens of more than one country (Gilpin, 1987: 128).
According to UNCTAD’s definition, Multinational Companies, whether anonymous or not, are parent enterprises and companies which contain their participation. A parent enterprise is defined as a company which controls the activity of companies outside of its own country. This definition highlights the fact that MNCs operate with a certain level of freedom. MNCs ensure their own benefit from the advantage of being able to move taxes, investments and income out of country by means of flexible network structures, and being able to specify which new places to invest in (Kaymakcı, 2013: 226).
That MNCs are one of the most important tools of globalization should not be taken to mean that globalization cannot take place independently of MNCs. MNCs can conduct their operations and competition easily thanks to their strong capital structures, developed technological infrastructure, and the breadth of their operations area, and they ensure a contribution to the acceleration of this process (Tağraf, 2002: 34-35).
Neo-liberal applications and a great portion of the economic sphere have come under the control of MNCs and have converged to form an economic force with a wide area. 51 of the world’s top 100 economic units are MNCs. The sales volume of the top 200 companies is bigger than the economy of every country in the world, barring the top 10 largest economies.
Even at the beginning of the 2000’s the size that MNCs reached is striking. According to a UNCTAD report, 85% of global direct foreign investment was attributed to MNCs. While global exports were $7.4 trillion in 2001, the total sales of MNCs amounted to $18.5 trillion, and the added-value of those companies was $3.5 trillion. In the same year, MNCs’ global gross domestic product contribution was 11% and they were responsible for the employment of around 54 million people.
The historical development of MNCs and different points of view related to them can be traced back to the 16th century. This phenomenon which started with personal pursuit and the resulting evaluation of natural resources and agricultural products in the colonial era reached the modern concept of Multinational Companies in the 20th century.
Multinational Companies were present in the Industrial Revolution and after. Especially the investments which were made by England in its colonies can be said to represent the beginning of foreign capital investments.
Arguments/discussions on the topic of international trade continue to this day. The focus of these discussions is what the gain and income from transnational investments can be for both countries and the companies in these countries. International trade until the Industrial Revolution was under government authority. In other words, trade goals were seen as the state’s goals.
As a result of the Industrial Revolution, the fast acquisition of capital, especially in industrialized Western countries, was directed at searching for investment areas which would produce the greatest profit from this capital. At first, these areas constituted colonized or undeveloped countries. The name ‘Colonization and Trade’ is given to this and the preceding periods.
The next period is referred to as the Franchising period, and its defining features are generally accepted as the 1st and 2nd World Wars and their effect on international trade. In the years following the 1st World War, MNCs showed the result of lifting the balancing policies of international trade. While the foreign investments made during the Colonization period were focused on the importance of the agriculture and mining sectors, the Franchising period saw an increase in the importance of foreign investments in the automobile industry. After the great economic crisis of this period (1929), companies with remaining capital had to liquidate it in alternative markets, causing an increase in international trade.
2. MULTINATIONAL COMPANIES FROM THE POINT OF VIEW OF THEIR EFFECT
It has been seen that multinational companies are growing with globalization and free trade. It cannot be doubted that multinational companies’ investments in undeveloped and developing countries has contributed positively to those countries’ employment statistics and economic development. However, aside this, it is claimed that as a result of globalization and free trade, multinational companies have colonized the workforce and at the same time have had ravaging effects on the natural environment of these countries by taking advantage of their cheap labour (Aktan and İstiklal, 2004: 23).
The International Labor Organization’s ‘Tripartite Declaration: Multinational Enterprises and Social Policy Declaration’, accepted in 1997, has the following to say about the effect of multinational companies: Multinational enterprises play an important part in the economies of most countries and in international economic relations. This is of increasing interest to governments as well as to employers and workers and their respective organizations. Through international direct investment and other means such enterprises can bring substantial benefits to home and host countries by contributing to the more efficient utilization of capital, technology and labour. Within the framework of development policies established by governments, they can also make an important contribution to the promotion of economic and social welfare; to the improvement of living standards and the satisfaction of basic needs; to the creation of employment opportunities, both directly and indirectly; and to the enjoyment of basic human rights, including freedom of association, throughout the world. On the other hand, the advances made by multinational enterprises in organizing their operations beyond the national 1 framework may lead to abuse of concentrations of economic power and to conflicts with national policy objectives and with the interest of the workers. In addition, the complexity of multinational enterprises and the difficulty of clearly perceiving their diverse structures, operations and policies sometimes give rise to concern either in the home or in the host countries, or in both’ (ILO, 1993: 1)..
2.1. The positive effects of multinational companies
The abovementioned manifesto summarises the positive effects for developing countries that are ensured or can be ensured by multinational companies in the following way: Multinational enterprises operations have deepended the connections between OECD economies and the other parts of the world via international trade and investments. These operations, be they in the home country or host country, provide important benefits. Multinational enterprises provide consumers with their desired products and services at competitive prices and, when fair returns are provided to investors, serve to increase these benefits. They contribute to the efficient utilization of trade and investment operations, capital, technology, human resources and natural resources. They facilitate international technology transfer and support the development of technologies which reflect local conditions. By way of both formal and workplace education, these enterprises help to develop the human capital of the host countries.’ (ILO,1993:13)
Those who make Foreign Direct Investments (FDI) are generally multinational companies which give great importance to the adequate infrastructure, solid legal arrangements, and economic and political stability of the countries in which they will invest. In this regard, FDIs have a positive effect on the economies of host countries which want to attract investment by indirectly forcing them to make the necessary arrangements (Tekin 2003:1).
As the most basic factor of economic thought, the most important aspect of multinational companies is that they take a great step towards the optimum use of scarce resources by means of international capital circulation, the internationalization of production and by ensuring the benefits for workforce and natural resources on an international level. This development is expressed in the capitalist system as the realization of the foreseen ‘Capital Accumulation’ phenomenon, which exceeds national borders into the international arena, and make products more easy to obtain thanks to rising efficiency (http://www.maliye-abdid.gov.tr/ date : 06/12/2012).
Multinational companies can benefit their host countries’ human capital positively by means of transferring ‘know-how’ (information, success and experience) in the framework of workforce mobility and in the framework of the information transfer undertaken as part of a collaboration with companies. One of the most important benefits of Foreign Direct Investment for developing countries is the effect on cutting their external deficit. The first positive effect of FDIs on a host country’s balance sheet is the one off positive repercussion on it. Another positive effect is that it provides an important contribution to the development of countries’ exports by way of the operations companies which have foreign capital on international markets. Together with this, the profit transfer abroad of companies with foreign capital can be the cause of foreign currency outflow due to the investments made in order to realize production. The contribution to currency made by exports, in the event that other currency outflow is too great, can have a net positive effect from the perspective of balancing payments of Foreign Direct Investment (Candemir, 2007: 7).
It is possible to summarize the basic benefits of MNCs thus: (Gültekin,2009:9) :
They can increase the income of home countries.
They can help to solve employment problems.
They ensure that home countries have influence on other countries from a technical aspect.
By going to poor countries, they undertake more research and development projects and make a contribution to those countries.
Besides the positive effects, there also exists a set of negative effects which multinational companies can have.
2.2. The negative effects of multinational companies
Multinational companies can produce goods in their home countries and export them abroad, or can produce abroad and take advantage of the distribution channels of the countries in which they invest. For this reason, it is thought that the investments made can cause damage to the investment, export and business opportunities of the exporting countries. Some products and services which cannot be exported can only be introduced to foreign markets by means of Foreign Direct Investment (Yılmaz, 2006: 86).
Multinational companies eliminate local firms by utilizing the low costs and mass-production advantages of the countries in which they invest. The aim of these companies tends to be to force the market into a monopolic structure in the interest of increasing profit. In addition, the economy of the country being invested in can be affected negatively by the transfer of this obtained profit (Soydal, 2007: 47).
MNCs affect employment in both developed and undeveloped countries. MNCs create an employment capacity and gain new quality for the workforce in the countries in which they invest. The size of the created employment shows a difference based on various factors. The style of investments held in developed countries is important from an employment perspective in developing countries where foreign capital brings production techniques.
For example; multinational companies, by supporting oppressive regimes from time to time in the name of order and stability, and by removing labor competition from the national economy, can reduce employment and at the same time limit the salaries of employees. In addition, whatever the positive effects MNCs bring to third-world countries from a technological aspect, they affect underdeveloped countries’ infant industries and local technical specialization negatively from a technological perspective. When social and environmental effects are taken into account, the rising concerns about multinational companies and their negative effects on the sustainable development of developing countries become more concentrated. From the perspective of the rapid advancement that multinational companies provide to developing countries and the powerful economic structures, they can create an element of oppression. These countries can be especially attractive for multinational companies due to their natural resources and low production costs. In a different opinion; the foreign investment operations in these countries can open the way for negative developments from the perspective of sustainable development. According to this thought, multinational companies ‘are developing as an obstructing factor’ to the ‘sustainable’ development of developing countries (Sülün, 2005: 3).
3. THE EFFECTS OF GLOBALIZATION ON MULTINATIONAL COMPANIES
Globalization and multinational companies affect each other reciprocatively. As well as many other dimensions, three main points have been identified in this regard.
3.1. Trade Globalization in Multinational Companies
The main actors in the birth of globalization in the modern sense are multinational companies. Multinational companies’ development has put international scale calculations in place of national scale calculations. Multinational companies’ development process has not only been compared to the spread of developed countries, but at the same time the international character of the flow of foreign capital from developed to undeveloped countries has arisen. The applied industrialization policies of developing countries, together with the arrangement of regulations in order to attract foreign capital from multinational companies, was seen particularly in the years between 1960 and 1980.
Among the causes for these countries’ call to multinational companies as foreign capital (calls – incentives; for example, protection, can be taken to mean an incentive for these countries) are undoubtedly the problem of limited natural resources. These countries’ desire for economic growth has become an important determinant. In a sense, by giving investment incentives to multinational companies, these countries have aimed to meet their resource deficits. These developing economies have also aimed to solve their export problems in order to ensure their employment and currency supply. Most particularly, economies which have problems with foreign trade imbalance, on one side ensure a relief in payment balance and currency position thanks to multinational foreign capital, and on the other side turn foreign capital into production, by making previously imported goods produceable using local production factors, and in this way it is expected that they will be able to produce and perhaps even export goods rather than import them.
As a matter of fact, of course many of today’s multinational companies started out as national companies and reached the level of multinational within time. While these establishments were realizing production and sales in more than one country and increasing their establishment characteristics, these companies, attained the definition of multi-country, multınational businesses. When these firms make their production and marketing plans, they reached the state of not only planning according to source countries, but also according to countries where their production facilities and marketing operations were located.
If it is necessary to give a date, it can be said that beginning in the 1960s, multinational companies’ second time period was the turn of the 1970s. After 1970, the development of multinational companies became truly headspinning.
As explained above, multinational entrepreneurship has an important and basic place in the formation of modern globalization. However, it is not enough to connect modern globalization only to multinational enterprise. Likewise, technological factors have a large share in the formation of globalization. More particularly, towards the end of the 1970s, as one result of a high rate of research and development activities, emphasis has to be laid on the usefulness of computer processors.
Using computers ‘as a means’ became an incontrovertible fact between 1980 and 2000 due to the reorganization and formalizing of production and the realization of societal and economic transformation. In fact, the possibilities which computers present in economic life are not only limited to this. For example, in the globalization process of the 1800s, capital movements were supported by a gold standard, while in the globalization of today, thanks to computers and other computer based equipment, it has come to be supported directly by ‘electronic money’ or its nominal change movements (Karabulut,2004: 8).
3.2. Financial globalization in multinational companies
While the rate of inflation world wide dropped towards 10% in the 2000s, at the beginning of this decde a record drop to 3-4% was experienced. Together with the ‘transition economies’ transformation crises at the end of 1980 and the beginning of 1990 and because of hyper-inflation in south American economies, extremely high global inflation was recorded.
A steady trend of falling inflation was seen in developed industrial nations from 1980 to 2005. In 1985, of these states (Canada, Germany, Austria, Italy, Japan, Spain, Switzerland, USA, UK), while only one had inflation as low as 5% (crawling), in 1996 all of these countries were seen to be in such a predicament. Money-credit policies change according to external developments.
The multiplying financial developments as a result of economic liberalization increased business volume, together with the spread of economic efficiency with a 24 hour working life and, in parallel to this, country production capacity, are increasing. Meanwhile, attempts to ensure adaptation to changing conditions also speed up countries’ structural change. Only by giving damage to price balancing against rising international capital flow resulting from financial globalization can developments in the national finance sector be weakened and wealth can inflate minimum prices. Large reserve funds can reveal negative macroeconomic consequences with internal and external flow due to their ability to quickly invest and withdraw funds. These capital flows, together with unrecorded operations, weaken the power of financial authorities and can break macroeconomic stability (Allen and Elgar, 1999: 72).
The rise in recent times of the liberalization of capital movements and irregularity has thrown the system into a state of rapid change. Financial rules brought in for banks have been insufficient for all financial sector relations. The banking sector has also activated instruments in order to outmaneuver these rules. The huge growth of the financial sector compared to the real sector is naturally a cause of increased risk. From the beginning of the 2000s until the present day the value pieces of paper which express wealth has increased three or fourfold, while the world economy is in a state of having only grown by 40%. This nonconcurrence has occurred largely due to irregularity. The banking sector, which is generally bound to conditions, which, if it cannot enlarge its credit in this situation, has succeeded in creating an enormous volume through other means. Thus, a discrepancy has arisen between the artificial and the real world, and after time it has exceeded what today’s system can handle.
In the most recent crisis of 2007, important mistakes in the crediting process, an important indicator of capital movements, were characterized by N. Roubini, one of those who had predicted the crash. His reasons included too much credit given in proportion to income without assurance, lack of importance given to risk management because of the possibilities afforded by securitization, the ride of hedge fund applications, flexible rate loans, permission given to new financial tools without waiting for the necessary regulatory mechanisms to be established, overlooking reckless loaning procedures contrary to the basic principles of banking, the unequal distribution of information, the policies of keeping FED interest rates low after 2001 to encourage the property market and the expectation that house prices would continue to rise as a result of it (Roubini, 2008).
In just one year, this crisis, which began in the United States, caused the fall of the 158-year old finance giant Lehman Brothers and 13 other big banks. It is estimated that the cost of this crisis was approximately 1.2 trillion dollars. The situation was further worsened by the fact that the FDIC (Federal Deposit Insurance Corporation) did not have enough insurance premiums to pay off the deposits of 700 other banks that were at risk of failure.
As a result, we have reached the existing situation which is the end of a period when interest rates are low and liquidity is high. Liquidity and a credit-crunch will cause a decrease in economic growth. The global banking system may need to be restructured. It may turn into a case in which a new auditing and observation system will need to be established, and change from a free-market to a more regulated one. It can be seen that in the current circumstances, multinational companies will pass through this without being/needing to be restructured.
3.3. Multinational companies’ production and the globalization thereof
Global production, formerly the classic production area on a national scope to domestic markets and on a small-scale international scope to external markets, presented and realized more by mass-production techniques, is a production system which appeals to global markets. Today’s global production contains many subcomponents such as organization structures, innovations in production techniques, new marketing methods, and post-sale technical support.
In the past, while only mass-production was discussed, today two different schools of thought take one’s attention. While some researchers support the view that ‘consumer behavior in the process of globalization, social values and the use of technology have become the same on a worldwide level’ (Akman, 1999: 23), others defend the notion that ‘it has changed from mass-production to order-production, in order words production according to the customer (mass-customization)’ (Güzelcik, 1999: 26). However, instead of generalizing only one of these tendencies, by taking into account that the sector, product or consumer factors are only an indicator, it can be thought that both of these approaches are correct.
The globalization of production, when it is analyzed more generally across the whole economic system, presents us with a totally different picture. In this context, global production can be qualified as ‘an organization aimed at taking advantage of the difference in costs in production factors in different countries’ (Aktan, 1999: 20). What this essentially means is that a global enterprise, while producing in country X because of an advantageous tax regime, can produce intermediate input in country Y from the aspect of its labour costs being lower. Another tendency observed is, as a result of the awakening environmental awareness, especially in developed countries, that some enterprises will shift their operations to countries where environmental awareness is undeveloped as a result of governments’ legal sanctions and in order to escape the financial cost of such sanctions.
As for the organization of global production, there is another topic of debate in the process of globalization. R. Cox makes an interesting evaluation of this topic. According to Cox, the economic power which organizes global production is a group named as the transnational managerial class. According to this writer, on the topic of power, this is a group of people who have shaped economic relations amongst themselves, possessing the establishments to generate the possibility of common movement and the mechanisms to ensure their own continuity. On a national or international level, many parts of the organization of international production and the realization of production are organized within this structure. Group members indoctrinate/lobby central governments (USA, Germany, Japan) towards realizing certain economic policies and various other goals. The subject of ‘being open to foreign countries’ is a key theme in political proposals. In this context, countries’ financial stability and stability in the political sense are demanded from various countries.
Conclusion
In the economy of today’s world, due to environmental, political, and technological developments or problems, It has become impossible to reach a solid consensus on the positive and negative aspects of the three most discussed concepts of ‘globaliation,’ ‘MNCs’, and ‘poverty’. These concepts are the common thought of all society, establishments and institutions, the main actors of past, present, and future change. Despite being one of the most thought about, researched concepts in the world, globalization still lacks a clear definition and there are disagreements and differences over its time of origin.
International institutions’ and MNCs’ appearance, and the globalization which ensures that they reach all over the world, can affect individuals, society and countries in all areas, both directly and indirectly. The factors which accelerate the emergence of globalization, which lacks a clear definition, are also the reasons which beget its results.
As the reasons for globalization, economic, political, environmental, socio-economic and perhaps most important of all, technological factors, reveal the phases that society experiences, at the same time, because of these reasons, societies assume different roles. There are three main views as to why it is impossible for globalization to affect every society to the same level and degree, starting with proponents of globalization, its opponents, and transformists. Together with this, all opinions emphasize the undeniable overpowering role played by multinational companies, even from different perspectives.
