Source text - Turkish Türkiye’de ekonomik kriz giderek derinleşiyor. Türk Lirasının dolar ve yabancı paralar karşısındaki erimesi her geçen gün artıyor. AKP hükümeti her seferinde Merkez Bankası’na müdahale etmesine, yeni ekonomik paketler açıklamasına rağmen dövizin yükselen ateşi sönmediği gibi, yabancı sermaye her geçen gün kaçıyor.
AKP iktidara geldiği 2002 yılından beri neoliberal bir ekonomi politikası izledi ancak ekonomik politikasını üretim gücüne göre değil, parti yandaşlarına göre şekillendirdiler. İhaleler ve kurumsal sübvansiyonlar yandaş kriterlere göre dağıtılıyor. Büyük özel kamu ortaklığı (private-public-partnership, PPP) sözleşmeleri sınırlarına kavuştu. Korona pandemisi Türkiye’de var olan ekonomik krizi daha da derinleştirdi. Zaten tükenmiş bir ekonominin pandemiden dolayı Gayri Safi Yurtiçi Hasılası (GSYIH) ikinci çeyrek 2020’de yüzde 11’e yakın bir oranla düştü ve enflasyon oranı ağustos ayı itibarıyla 12 aylık ortalamalar dikkate alındığında, yüzde 11’in üzerinde arttı. Reel döviz kurunun düşüşü, ithalat ve sanayi üretimini olumsuz etkilemekte. Ekonomideki dış borcun milli gelirin neredeyse dörtte birine denk geliyor. Tamamen Erdoğan rejiminin denetiminde olan Merkez Bankası ekonomiyi canlandırmak için faizleri düşük tutuyor. Ancak enflasyon düşmeden faiz indirimlerinin reel faizi düşürdü, bu hem dolar talebinin yükselmesine, yani doların değerinin artmasına, hem de sermaye girişinin durmasına yol açtı. Bu bakımdan Merkez Bankası döviz sıkıntısı yaşıyor.
Translation - English There is a deepening economic crisis in Turkey. The value of the Turkish lira has fallen sharply against the dollar and other currencies. Despite constant intervention by the AKP-led government in Central Bank activity and the announcement of new economic packages, the rising foreign exchange reserve crisis has not been stemmed, and foreign capital is fleeing the country on a daily basis.
Since coming to power in 2002, the AKP has followed a neoliberal economic policy, but this was shaped based on party support, not the productive capacity of the economy. Government contracts and corporate subsidies are handed out to supporters. Large private-public partnership contracts have reached their limits. The COVID-19 pandemic has exacerbated the existing economic crisis in Turkey. In an already exhausted economy, the pandemic caused GDP to fall by almost 11% (GSYIH) in the second quarter of 2020, and inflation was up over 11% in August based on 12-month averages. The decline in the real exchange rate is negatively impacting imports and industrial production. Foreign debt in the economy amounts to almost a quarter of national income. The Central Bank, completely under the control of the Erdoğan regime, keeps interest rates low to stimulate the economy. However, before inflation fell, rate cuts had lowered the real interest rate, which led to both an increase in dollar demand (and therefore an increase in the value of the dollar) and a halt to capital inflows. As a result, the Central Bank is facing a serious foreign exchange shortage.

Apleona’ya işbu Sözleşme’deki hizmetleri karşılığında aylık 15.000.- USD (On Beş Bin ABD Doları) + KDV ve ayrıca aşağıda tanımlanan Aylık Ortak Gider’in % 1,20‘si (Bir virgül Yirmi) + KDV tutarında hizmet bedeli (‘Hizmet Bedeli’) ödenecektir.
İşbu hizmet bedeli, Apleona tarafından malikler/kiracılardan aylık ortak gider faturalarına dahil edilerek tahsil edilecektir.
Hizmet Bedeli ile ilgili faturalar Hizmet Bedeli’nin USD olan kısmı her ayın ilk takvim günü yürürlükte bulunan T.C.M.B. döviz satış kuru üzerinden TL’ye çevrilmek sure-tiyle ve yüzdelik kısım o ayki Aylık Ortak Gider Fatura ve bordro maliyetleri üzerin-den tahakkuk ettirilerek her ayın 5 takvim günü içerisinde Apleona tarafından malikler/kiracılardan aylık ortak gider faturalarına dahil edilerek tahsil edilecektir.
Faturada detaylı kırılım bulunmayacak, fakat Malikler’e/Kiracılar’a sunulan rapor-larda Hizmet Bedeli’nin yüzdelik oran üzerinden tahakkuk ettirilen kısmı ile ilgili detaylı açıklamalar yapılacaktır.
Keza, yapılacak denetimlerde de bu tahakkuklara ilişkin faturalar ve sözleşmeler ibraz edilecektir.
Apleona tarafından işbu Sözleşme kapsamındaki hizmetlerin ifası ile ilgili olarak yapılan/yapılması gereken 3. kişilerden hizmet alımı (güvenlik, temizlik, catering vb.), bu hizmetlerin gerçekleşmesi için oluşabilecek ek maliyetler, eşya alımı (ma-sa, sandalye, bilgisayar vb.), sarf malzemesi alımı (temizlik malzemesi, yiyecek içecek malzemesi vb.), teknik malzeme alımı (matkap ucu, vida, madeni yağ vb.) ve benzeri alımlar ile Proje Ekibi’ne ve Apleona merkezde AVM ile ilgili çalıştırılan finans personeline ait personelinin maaş, yol ve yemek harcırahları, SSK primleri, gelir vergisi ve sair yükümlülükleri dahil brüt bordro maliyetleri ve bunların tüm özlük hakları (maaş, fazla mesai, kıdem ve ihbar tazminatları başta olmak üzere ve bunlarla sınırlı olmayan) Olivium Y.K tarafından onaylanan alt yüklenici ve tedar-ikçilerin maliyetleri (‘Aylık Ortak Gider’) Hizmet Bedeline dahil olmayıp, söz konusu alımlar Olivium Y.K tarafından onaylanan bütçede yer alması veya Olivium Y.K’nin yazılı muvafakatinin alınması durumunda masrafları ortak alan giderlerden karşılanacak ve kiracılara kesilen Hizmet Bedeli ile ilgili faturaların içinde kiracılara yansıtılacaktır.
Translation - English SERVICE FEE AND FINANCIAL PROVISIONS
For the services detailed in this Agreement, AAAAAAAA shall be paid a service fee (‘Service Fee’) of USD 15,000.- (Fifteen Thousand US Dollars) per month + VAT, and a separate fee of 1.2% (one point two per cent) of the Monthly Joint Expenditure described below + VAT.
This Service Fee shall be invoiced to Condominium Owners/Tenants by AAAAAAAA via monthly joint expenditure invoices.
With regard to the Service Fee, invoices shall be issued to Owners/Tenants with the USD portion of the Service Fee converted to Turkish Lira based on the Republic of Turkey Central Bank foreign exchange selling rate in effect on the first calendar day of the month in question, while the percentage portion shall accrue based on that month's Monthly Joint Expenditure Invoice and payroll costs. AAAAAAAA shall issue monthly joint expenditure invoices to Condominium Owners/Tenants and collect on these within the first 5 days of each month.
There will be no detailed breakdown on the invoice, but detailed explanations shall be provided in relation to the percentage portion of the Service Fee accrued in reports presented to Condominium Owners/Tenants.
Likewise, invoices and agreements relating to these accruals shall be submitted during any audits to be carried out.
Additional costs which may arise as a result of procurement/future procurement of services from third parties or which are incurred in relation to AAAAAAAA’s execution of services within the scope of this Agreement (security, cleaning, catering, etc.), the procurement of furniture (desks, chairs, computers, etc.), the procurement of consumables (cleaning materials, food, drinks, etc.), the procurement of technical materials (drill bits, screws, oil, etc.) and similar purchases; gross pay roll costs including staff salaries, travel and subsistence expenses, Social Insurance Institution premiums, income tax and other liabilities for staff in the Project Team and finance staff employed at AAAAAAAA’s headquarters in relation to the Shopping Centre, and personal entitlements of this staff (including but not limited to salary, overtime, severance and notice pay); and costs of suppliers and contractors approved by OOOOOOO (‘Monthly Joint Expenditure’) shall not be included in the Service Fee. Where the procurement/costs in question appear in the budget approved by OOOOOOO, or where OOOOOOO's approval has been obtained in writing, these shall be covered by common area expenditure and charged to Tenants on Service Fee invoices issued to Tenants. shall be covered by common area expenses and shall be charged to the tenants on Service Fee in-voices issued to the tenants.

Ford Trucks delivers 78 solid waste vehicles to Istanbul Metropolitan Municipality

Translation - English Garanti BBVA sponsors second National Blockchain Workshop
Garanti BBVA always has its finger on the pulse when it comes to new technology, and for the second year running, it sponsored TÜBİTAK Bilgem's ‘National Blockchain Workshop’ held in Ankara on September 25-26. The workshop aims to develop Turkey's strategy in blockchain technology, with this year's theme 'Digital Identity in Blockchain'. Focused on how blockchain will change the lives of individuals and institutions, it was attended by local and international expert speakers who discussed a range of projects being undertaken. Participants had the opportunity to take part in classes where they tried their hand at software development using blockchain.
One project covered at the workshop was the Distributed Digital Identity mobile app written by TÜBİTAK Bilgem. The app allows people to confirm their identity using biometric data stored securely on their mobile device. When using the app, identity information remains the mobile device, rather than being sent to companies, providing an additional layer of privacy protection. The app also has ambitions to simplify state infrastructure and reduce costs.
The BİGA (Bir Gram Altın) project was also unveiled at the workshop. Developed by Takasbank and with Garanti BBVA as the only private bank node, the project aims to create an infrastructure for transfers using standardized and recorded blockchain technology in place of physical transfers in Borsa Istanbul accounts. Turkcell shared two of its new blockchain projects at the workshop, with its Digital Identity app tested by participants.
