Digitalising Greece with more than EUR 389 million of EU regional funds
The European Commission has approved three major investments of € 389.4 million from the European Regional Development Fund (ERDF) that will help Greece's recovery by modernizing the entire public administration, getting both the secondary and primary education systems online and extending high speed internet coverage to more than 600,000 people living in rural and remote areas. These three Information and Communication Technology projects will bring substantial benefits for citizens and are expected to create more than 1100 jobs during their implementation, with 280 permanent jobs created once the projects are fully up and running.
EU Commissioner for Regional Policy Johannes Hahn who approved the 3 separate investments said, "We expect more than 825,000 schoolchildren to benefit from these investments in new technology in education. A modern, better functioning public administration and connected rural and remote areas to high speed internet will all make a real and positive difference to citizens and businesses in Greece. These projects show how EU Regional Policy is investing in the future: in people and business. They will help boost growth and jobs in Greece and also help bring about a more modern and more efficient public administration in Greece. These investments will stimulate the domestic ICT market - a real driver for growth. The improvements in efficiency that these projects will bring will also mean real savings in operating costs. That is very welcome at a time of extremely tight budget constraints for Greece. I now invite the Greek authorities to ensure that these projects are well and efficiently implemented."
The Syzefxis II project, with an EU investment of €145.5 million under ERDF will upgrade the unique telecommunication network of the entire Greek public administration. High-tech telecommunication infrastructure will inter-connect some 34,000 public authority buildings: ministries, municipalities, hospitals, schools and public sector agencies. The modernized infrastructure will offer quality e-Government services to citizens and businesses, supporting administrative reform and bringing increased transparency to the functioning of the public institutions. The project will also reduce the current operating costs of the Greek administration by nearly 50%: from around €270 million a year to €148 million a year. The total investment for this project is €172 million. The provision of telecommunication services (SyzefxisII project) will be streamlined under common framework agreements and mechanisms will be put in place to ensure a uniform tariff policy throughout the Greek administration.
The Digital School project sees an EU investment of €146.6 million under the European Regional Development Fund. It aims at significantly modernizing and digitalizing the country's primary and secondary education systems, is a priority project, (one of 181 identified by the Greek authorities and the European Commission as vital for Greece's recovery) based on the strategy of the Ministry of Education for the "Digital School".

Ян вспомнил, как в детстве они вызывали дух Пушкина, и ему стало интересно.
- Настройся на меня, - сказала ему Сапфира, посмотрев на него с выражением.
Ян представил ее лицо, и вот они уже оказались в комнате какого-то старого дома, где несколько человек сидели вокруг стола и держали пальцы на блюдце, которое ездило по большому листу ватмана, на котором по кругу были написаны буквы и цифры.
- Дух Тутанхамона, я вызываю тебя, - призывал длинноволосый парень с узким длинным носом.
Он полуприкрыл глаза, настраиваясь. - Ответь нам на вопрос: как нам достичь богатства?
Блюдце закрутилось по ватману. Ян увидел, что вокруг людей, сидящих за столом, летает множество разных духов, каждый из которых пытался передать свой ответ людям. Находилась здесь и какая-то как бы статуя, похожая на то, как изображают Тутанхамона.
Но вот ведущий получил контакт с каким-то похожим на мохнатую жабу с крыльями летучей мыши - одним из низших духов. Между ними как бы возник спиральный вихрь, и эта жаба неприятным скрежещущим голосом стала отвечать на его вопросы.
- Да, - разочарованно произнесла Сапфира, - он не смог нормально настроиться, и вместо Тутанхамона ему отвечает низменный дух.
- А почему Тутанхамон такой странный? - спросил Ян.
- Это не сам Тутанхамон, - ответила Сапфира, глядя на безжизненную статую. - Он сам давно уже воплотился на Земле. Это его память. Так как человек, воплощаясь, оставляет свою память в тонком плане, поэтому она ничего не помнит о своей прошлой жизни.
- А как бы они поняли Тутанхамона? Ведь он говорил на другом языке, - спросил Ян.
- На тонком плане нет языков, все говорят на одном языке и легко, даже без слов понимают, чувствуют друг друга. Вот смотри: то, что отвечает дух, они не слышат, но мозг преобразует это в движение рук, и блюдце подходит к нужным буквам. Даже растения, насекомые и звери говорят на этом едином языке. И ты теперь будешь понимать их также, как и те люди, которые обладают телепатией и у которых мозг не блокировал эту способность. Можно разговаривать с камнями, инопланетянами – у тела эта способность не заблокирована. Поэтому человеку легче получить информацию с помощью блюдца, лозы, рамки, да и просто прислушиваясь к голосу организма. Он может узнать то, что недоступно уму, - учила Сапфира.
Жаба продолжала отвечать людям, ее пытался оттолкнуть какой-то другой дух, похожий на крота с крыльями мухи, чтоб отвечать вместо нее.
Ян вспомнил, как матерился их «Пушкин», когда они его вызывали, и рассмеялся. Теперь он понял, как важна правильная настройка и как трудно ее достичь без специальной практики.
- А как надо настраиваться? - спросил Ян.
- Настрой происходит от слов «нас трое», - выразительно начала рассказывать Сапфира. – То есть он должен осуществляться на трех центрах: ум, чувства и тело. Ум должен ярко представлять образ, сердце – переживать его эмоционально, а тело - физически чувствовать присутствие. Начать лучше с близких друзей, родственников, знакомых мест, своих вещей. Ты представляешь человека, чувствуешь эмоциональное отношение к нему и ощущаешь его рядом, как будто трогаешь, соприкасаешься телом. Это переживание надо запомнить и затем пробовать с незнакомыми людьми и местами, воспроизвести его полностью.
- Понятно, - задумчиво ответил Ян

Yan remembered how they raised a ghost of Pushkin in the childhood, that’s why he became interested.
- Set your mind on me, - said Sapphira, looked at him meaningfully.
Yan imagined her face, and then they turned out to be in the room of an old house, where several people were sitting around the table and keeping their fingers on the saucer. It was moving on the large sheet of Whatman drawing paper, where letters and numbers were written circle wise.
- The spirit of Tutankhamun, I am raising you, - called up a long-haired lad with long thin nose. He half-closed his eyes setting his mind. – Reply to our question: how can we obtain wealth?
The saucer was spinning on the Whatman drawing paper. Yan saw many different ghosts flying over the people sitting around the table. Each ghost was trying to give an answer to the people. There also was a kind of statue depicting Tutankhamun.
Finally the medium got a contact with something like shaggy toad with bat wings – one of the lower ghosts. A kind of spiral vortex emerged between them. This toad began to answer to his questions with unpleasant rasping voice.
- Yes, - said Sapphira disappointedly, - he couldn’t set his mind properly, that’s why a lower ghost is answering to him instead of Tutankhamun.
- And why does Tutankhamun look so strange? – asked Yan.
- It’s not Tutankhamun, answered Sapphira, looking at the lifeless statue. – He incarnated on Earth long ago. This is his memory. Reincarnating the human left all his memory in the subtle plane, that’s why it doesn’t remember anything about the past life.
- How could they understand Tutankhamun? He spoke other language, - asked Yan.
- There are no languages in the subtle plane. Everybody speaks the same language, understands and feels each other without any words. Look: they don’t hear what the ghost is answering to them, but the brain transforms this into the movement of hands and the saucer gets to the necessary words. Even plants, insects and animals speak this common language. And from now you will understand them as those people, who are telepath and the brain of who doesn’t block this ability. You can talk to stones, creatures from outer space – this ability isn’t blocked in your body. That’s why it is easier to get information with the help of saucer, vine or frame, or just listen to the voice of your mind. It can know something what is beyond the brain, - learned Sapphira.
The toad was continuing to answer to the people. Another ghost, looking like a mole with the fly wings, was trying to poke it away to answer instead of it.
Yan remembered how their “Pushkin” was using a vulgar language, when they were arising him, and burst out laughing. Now he understood the importance of the right setting of the mind and that it was difficult to get it without special practice.
- How do I need to set my mind? – asked Yan.
The set of mind derives from the words “three of us” – Sapphire started to explain expressively. – I mean that it must be carried out on the three centers: mind, feelings and body. The mind must imagine the form, the heart – experience it emotionally and body – feel its presence physically. It is better to start from the close friends, relatives, familiar places and your own things. You imagine the person, feel emotional attitude to him and feel him near you as if you come in touch with the body. You need to memorize this experience and then try it with unfamiliar people and places and to reproduce it in full.

Source text - English Can Language Technology Co-exist with Traditional Translation Studies?
Integrating Language Technology into a Postgraduate Translation Program

In early 1995 the School of Modern Languages and Cultures centres at the University of Leeds, among the largest centres for the study of Modern Languages and Linguistics in the UK, decided to launch a postgraduate translator training Masters. The idea was to combine the School’s unrivalled range of languages, which would allow students to study say Japanese and Portuguese, or Chinese and Bulgarian, with its cross-departmental expertise in Linguistics and Translation Theory, and the experience of the many practicing translators on the staff, into a program that would have unique strengths and a distinctive practical identity. The two present authors, Mark Shuttleworth (then of the Leeds Department of Russian) and Andrew Rothwell (French) were invited to design and co-ordinate the program.
Quickly, however, we realized that there was something missing from our plans: the kind of specialist computerized translation tool that had recently been demonstrated to a research group in the School. The software was the then new IBM Translation Manager, and the speaker
was Robert Clark, Leeds languages graduate in Russian and Arabic and (fortunately for us) Leeds-based professional translator and writer on Language Technology (LT).Without Bob’s intensive professional input from outside the academic sphere, the MA in Applied Translation Studies (MAATS) at Leeds could not have developed the software-intensive slant which proved to be its most distinctive selling-point and allowed it to exceed the recommendations of the European Union’s LETRAC (Language Engineering for Translators’ Curricula) project well before its 1999 report was published. In the first year of operation (1996-7) Bob taught the whole of the compulsory Translation Tools module on his own, and only gradually did a few academic staff begin to acquire the expertise to contribute to that component of the course. The learning curve was steep and is still ongoing, since every year brings new products, new versions of existing tools, new operating systems and/or new IT training facilities, all of which introduce unknowns and fresh problems and require teaching materials to be rewritten.
Now that MAATS has spawned offspring of its own, it seems appropriate to stand back and review the lessons learnt from five years of incorporating LT into postgraduate translator training programs, starting with three general observations:
1. LT skills are definitely in demand from the translation professions and graduates who have them have much greater employability;
2. LT can and should be taught in an academic environment, but with strong support from the translation profession and software developers, as part of a rounded and integrated program;
3. Expert technical backup is crucial.
Observation 1 has now been conclusively demonstrated by experience. Observations 2 and 3 go together: although it cannot fully mimic the “real world” of commercial translating, a university course provides an ideal environment in which fledgling translators can experience a whole range of LT tools, rather than just those adopted in a particular company, and explore their comparative functionality and design principles in depth, rather than just learning the features required to “get a job done”. Installing and maintaining LT software in an academic networked environment for which in many cases it was not designed does, however, place extremely heavy demands on technical support staff. Once it is working, the benefits (collaborative working by students, access to programs and data from anywhere on campus) can be invaluable, but the difficulties involved in getting it right should not be underestimated.
Objectives
Realistic goals need to be set when planning the syllabus for a postgraduate training course of this type. After all, there is typically only one calendar year to play with, and participants are likely to come from a variety of backgrounds as far as nationality, age, previous translation experience and IT expertise are concerned. Clearly, attempting to cover every aspect of translator training in equal detail is an unrealistic goal given these very real limitations. However, over the past four to five years we have generally found it perfectly feasible to produce graduates who have at least a basic amount of experience translating a range of text-types and are equipped with a range of skills which make them highly desirable to potential future employers. In addition, we try to ensure that their new-found knowledge and skills are underpinned with a significant grasp of theoretical issues.
In practice, though, the main focus of our courses has been on providing training in LT. Somewhat surprisingly, given the overtly technology-intensive nature of our programs, our participants have ranged from the highly computer-literate to the out-and-out technophobe. One of our greatest challenges has therefore been to ensure that all students commence the course with at least a basic proficiency in Windows skills and some familiarity with a number of standard Windows-based applications. Before students can work with TRADOS Translator’s Workbench, they quite clearly need to be able to resize a window; before attempting to develop a multilingual terminological database, they must know how to enter accented characters.
Within this context our chief aim is to provide our students with a thorough understanding of and wide-ranging experience in the use of industry-standard translation software. Hand in hand with this, we seek to make participants aware of a range of modern working methodologies and get them used to the idea of teamwork and project management. It also goes without saying that familiarity with the Internet occupies a place high up on our agenda.
On a more theoretical level, we aim to familiarize students with all aspects of the translator’s decision-making and to introduce them to a range of theoretical and historical thought on the subject of translation. In addition, we seek to make explicit the interface between LT, translation theory and linguistics, as we hope will be made clear below.

Наблюдение №1 было убедительно продемонстрировано на основании опыта. Наблюдения №2 и №3 рассматриваются вместе: хотя университетский курс не может полностью имитировать «реальный мир» коммерческого перевода, он обеспечивает идеальную среду, в которой неопытные переводчики, а не только те, кто был принят на работу в определенную компанию, могут применять весь спектр LT-инструментов, тщательно исследовать их сравнительную функциональность и принципы проектирования, а не просто изучать характеристики, необходимые для того чтобы «выполнить работу». Установка и сопровождение программного LT-продукта в сетевой учебной среде, для которой в большинстве случаев он не был разработан, тем не менее, предъявляет очень высокие требования к работе сотрудников технической поддержки. Как только все готово к работе, преимущества (совместная работа студентов, доступ к программам и данным из любого места на территории кампуса) могут оказаться бесценными, но не следует недооценивать трудности, которые могут возникнуть при выполнении работы.
Цели
Нужно ставить реальные цели при планировании учебной программы данного курса обучения специалистов. В конце концов, есть только один календарный год, которым можно располагать. Скорее всего, участники могут быть из разных социальных слоев, разной национальности, возраста, предыдущего опыта в переводческой деятельности и навыков в области ИТ. Очевидно, что попытка захватить все аспекты профессиональной подготовки переводчиков одинаково подробно является нереальной, учитывая эти самые реальные ограничения. Однако, за последние 4-5 лет мы обнаружили, что в большинстве случаев вполне осуществимо подготавливать выпускников, которые имеют по крайней мере базовые навыки в переводе текстов различной тематики, а также обладают набором качеств, которые делают их весьма привлекательными с профессиональной точки зрения для потенциальных работодателей. Более того, мы гарантируем, что их новоприобретенные навыки и умения являются крепким фундаментом для значительной базы теоретических знаний.
На практике, однако, основной акцент нашего курса обучения делается на изучение Лингвистических Технологий. Довольно удивителен тот факт, что, учитывая очевидно технологически-интенсивную природу наших программ обучения, компьютерные навыки наших участников варьировались от обладателей высокой компьютерной грамотности до абсолютных технофобов. Поэтому одна из наших величайших задач это убедиться, что все студенты, проходящие курс обучения, обладают по крайней мере базовыми компьютерными навыками и знакомы со стандартными Windows-приложениями. Перед тем как студенты начнут работать с системой автоматизированного перевода TRADOS, они должны быть в состоянии изменить размер окна; перед попытками разработать многоязычные терминологические базы данных, они должны знать, как вводить символы с диакритическими знаками.
Поэтому в данном случае нашей главной целью является обеспечение наших студентов полным пониманием предмета и наделение их большим опытом в использовании стандартного переводческого программного обеспечения. Наряду с этим, мы стремимся помочь участникам воспринять различные современные методики работы и помочь им свыкнуться с мыслью о применении идеи командной работы и организационной проработки проекта. Само собой разумеется, что знакомство с Интернетом занимает верхнее место на нашей повестке дня.
На более теоретическом уровне, мы стремимся познакомить студентов со всеми аспектами принятия решений, и представляем их вниманию ряд теоретических и исторических знаний по предмету перевода. Кроме того, мы стремимся сделать явной взаимосвязь между Лингвистическими Технологиями, теорией перевода и языкознанием, так как мы надеемся, что всем всё станет ясно.

Характеристика
Багульника болотного побеги содержат эфирное масло, флавонгликозиды и другие биологически активные вещества.
Описание
Кусочки стеблей, листьев и плодов. Цвет зеленый, темно-зеленый, оранжево-коричневый, серовато-коричневый. Запах резкий, специфический.
Фармакотерапевтическая группа
Отхаркивающее средство растительного происхождения.
Фармакологическое действие
Настой багульника болотного побегов оказывает отхаркивающее действие, обладает противовоспалительными, противомикробными и гипотензивными свойствами; оказывает возбуждающее действие на ЦНС и миометрий.
Показания к применению
Воспалительные заболевания верхних дыхательных путей, сопровождающиеся кашлем с трудноотделяемой мокротой (бронхиты, трахеиты и др.).
Противопоказания
Повышенная чувствительность к препарату, беременность, период грудного вскармливания, возраст до 18 лет.
Способ применения и дозы
Около 10 г (2 столовые ложки) багульника болотного побегов помещают в эмалированную посуду, заливают 200 мл (1 стакан) горячей кипяченой воды, закрывают крышкой, нагревают на кипящей водяной бане при периодическом помешивании в течение 15 минут, охлаждают при комнатной температуре в течение 45 минут, процеживают, оставшееся сырье отжимают. Объем полученного настоя доводят кипяченой водой до 200 мл.
Принимают внутрь в теплом виде по 1/3-1/4 стакана 2-3 раза в день.
Перед употреблением настой рекомендуется взбалтывать.
Побочное действие
Возможны аллергические реакции, головокружение, повышенная нервная возбудимость, раздражительность; при приеме высоких доз отмечаются симптомы возбуждения или угнетения центральной нервной системы.
Взаимодействие с другими лекарственными средствами
Не рекомендуется одновременно назначать настой побегов багульника с противокашлевыми лекарственными средствами.

Pharmacotherapeutic group:
Expectorant drug of vegetable origin.
Pharmacological action:
Extract of crystal tea ledum shoots has expectorate action, anti-inflammatory, antimicrobial and hypotensive characteristics; excitatory influence on the central nervous system and myometrium.
Indications for use:
Inflammatory diseases of the upper respiratory tracts, accompanied with cough with heavy discriminating expectoration (bronchitis, tracheitis and others).
Contra indications:
Hypersensibility to the preparation, pregnancy, breast-feeding period, under 18 years of age.
Posology and method of administration:
Put about 10 g (two table-spoons) of crystal tea ledum shoots in enamel dish, fill up with 200 ml. (one cup) of boiled water, cover with the lid, heat on the boiling water bath and stir occasionally during 45 minutes, filter it, squeeze remaining raw material. Bring the volume of received tincture with boiled water to 200 ml.
Ingest in warm state taking one-third or one-forth of the cup 2-3 times a day.
Tincture should be shaken before taken.
Side effects:
Hypersensitivity reaction, vertigo, increased nervous irritability, irritancy are possible; taking high dose of medicine may cause symptoms of exaltation or inhibition of central nervous system.
Interaction with other medicinal preparation:
It is not recommended to prescribe tincture of crystal tea ledum shoots simultaneously with antitussive medicinal preparation.

Source text - English A significant fraction of a dose of XXXX is metabolized in the liver. The principal pre systemic metabolite is the (R)-epimer of 14-hydroxy-6-0-methylerythromycin A (codenamed A- 62671), which has similar antibacterial activity to the parent compound and is more slowly eliminated (half-life 5.8 hr).
Indications for use include treatment of: streptococcal pharyngitis, sinusitis, infective exacerbations of chronic bronchitis, community-acquired pneumonia, atypical pneumonia, and skin and soft tissue infection.
The usual dose is 250 - 500 mg twice daily by mouth for 7 - 14 days.
Gastrointestinal absorption of XXXX following oral administration is rapid and almost complete. Peak plasma concentrations are achieved at approximately 2hr at all dosages. The plasma half-life after a single oral dose of 500 mg is approximately 3.4 hr. XXXX is eliminated both by renal excretion (37%) and hepatic metabolism (60%), some of the latter being presystemic.
The principal presystemic metabolite is the (R-epimer of 14-hydroxy-6-0-methylerythromycin A, which has similar antibacterial activity to the parent compound and is more slowly eliminated (half-life 5.8hr). There is evidence that this metabolite may act synergistically with XXXX against some bacteria.
No severe or irreversible adverse effects have been reported. Known adverse reactions to XXXX include gastrointestinal disturbances, taste disturbances, stomatitis, glossitis, cholestatic jaundice, hepatitis, headache and skin rashes. There have also been reports of transient CNS effects such as anxiety, dizziness, insomnia, hallucinations and confusion. More recently, there have been reports of prolongation of the QT interval on ECG, leading to ventricular arrythmia or ‘Torsade de Pointes’. This occurs in patients with an already prolonged QT interval prior to administration of XXXX, or in patients also taking YYYY.
XXXX should be given with caution to patients with hepatic or renal impairment. Use of XXXX is not recommended in pregnancy and is contra-indicated in persons with known hypersensitivity to a macrolide antibiotic. Interaction with warfarin has caused fatal cerebral haemorrhage. XXXX should not be taken by patients using YYYY.

Показания к применению включают в себя лечение: стрептококкового фарингита, синусита, инфекционных приступов хронического бронхита, внегоспитальной пневмонии, атипичной пневмонии, а также кожных инфекций и нагноений мягких тканей.
Стандартная дозировка – принимать 250 - 500 мг внутрь два раза в день в течение 7-14 дней.
Всасывание ХХХХ в желудочно-кишечный тракт при пероральном приеме происходит быстро и практически полностью. Пик концентрации в плазме достигается примерно через два часа во всех дозировках. Период полувыведения из плазмы после однократного перорального приема 500 мг. составляет примерно 3,4 часа. Часть XXXX выводится с мочой (37%) и часть препарата выводится печенью (60%), в последнем случае происходит пресистемная элиминация.
Основным пресистемным метаболитом является (R)-эпимер 14-гидрокси-6-0-метилэритромицина (кодовое название А-62671), который имеет схожую противобактериальную активность с исходным соединением и медленнее выводится из организма (период полувыведения 5,8 часов). Есть указания на то, что этот метаболит может действовать синергетически с ХХХХ против некоторых бактерий.
Никаких серьезных необратимых побочных эффектов отмечено не было. Известные побочные реакции на ХХХХ включают в себя расстройство пищеварительного тракта, искажение вкусовых ощущений, стоматит, воспаление языка (глоссит), холестатическую желтуху, гепатит, головную боль и кожные реакции. Также отмечаются временные воздействия на ЦНС, которые проявляются в виде беспокойства, головокружения, нарушения сна, галлюцинаций и спутанности сознания. Часто отмечается удлинение интервала QT на ЭКГ, что приводит к желудочковой аритмии или полиморфной желудочковой тахикардии (torsade de pointes – «пируэт»). Это случается с пациентами с уже приобретенной формой удлинения интервала QT до применения ХХХХ и также с пациентами, принимающими YYYY.
XXXX следует с осторожностью принимать пациентам с печеночной или почечной недостаточностью. Применение XXXX не рекомендовано во время беременности и противопоказано пациентам с известной повышенной чувствительностью к макролидным антибиотикам. Взаимодействие с варфарином может привести к внутримозговому кровоизлиянию, приводящему к летальному исходу. Нельзя использовать ХХХХ пациентам, принимающим YYYY.
