Source text - English Forced labour is universally condemned and banned. Many of us might think that the issue no longer exists and that it has been completely eliminated. Unfortunately, this is not absolutely true and there is evidence that situations of forced labour take different forms in some countries around the world.
The issue of forced labour is the subject of widely-ratified international instruments and, within the private sector, many codes, agreements and initiatives refer to the prohibition of forced labour. The elimination of all forms of forced or compulsory labour is notably one of the fundamental principles enshrined in the ILO 1998 Declaration on Fundamental Principles and Rights at Work.
Even though the issue of forced labour is addressed in many international instruments, there is little understanding of it; sometimes, it is even ignored. For the business community, forced labour might not have been a priority in the past, but today there is growing interest to avoid the risk of being linked to it, especially through supply chain activities. Nowadays, growing globalization processes have opened up economies, with supply chains increasingly growing. On the one hand, business has strengthened and deepened its supply chain management. On the other hand, the general public is more aware of international developments and is becoming aware of forced labour situations through the activities of non-governmental organizations, lobby groups, the media and others, where forced labour situations have been brought into greater focus by some recent well-publicized examples.
This Handbook for Employers and Business provides excellent practical tools and guidance to enable business and its organizations to identify and prevent situations of forced labour. The International Organisation of Employers commends the efforts of the ILO Special Action Programme on Forced Labour on its first initiative to develop a set of practical tools specifically for the private sector. The IOE has been closely involved in this initiative and we are certain that this Handbook will be of great assistance in helping employer organizations and their members understand the issue of forced labour, in taking the necessary measures to avoid being involved in those situations and in contributing to the total elimination of forced and compulsory labour.
Translation - French Le travail forcé est universellement condamné et aboli. La plupart d’entre nous pourraient penser que ce problème n’existe plus et qu’il a été définitivement éliminé. Malheureusement, ce n’est pas tout à fait le cas et il existe des preuves que le travail forcé prend différentes formes dans certains pays autour du monde.
La question du travail forcé constitue le sujet des instruments internationaux largement ratifiés et, dans le cadre du secteur privé, des nombreuses règles, des conventions et initiatives se référent à l’interdiction du travail forcé. L’élimination de toute forme de travail forcé ou obligatoire est notamment un des principes consacrés par la Déclaration de l’OIT de 1998 relative aux principes et droits fondamentaux au travail.
Bien que la question du travail forcé soit abordée dans des nombreux instruments internationaux, elle reste encore un sujet peu connu et parfois même ignoré. Pour le monde des affaires, le travail forcé ne constituait pas une priorité dans le passé, mais aujourd’hui les entreprises sont de plus en plus préoccupées par le souci de ne pas être associées à cette pratique, notamment par le biais de la chaîne d'approvisionnement. Aujourd’hui, le processus de mondialisation est en expansion et s’ouvre aux nouveaux marchés avec des chaînes d’approvisionnement qui se consolident progressivement. D’une part, les entreprises ont renforcé et affiné la gestion de leur chaîne d’approvisionnement. D’autre part, le grand public est de plus en plus conscient de l'évolution internationale et identifie davantage des situations de travail forcé à travers les activités des organisations non gouvernementales, les groupes de pression, les médias et autres, où des situations de travail forcé ont été mises en évidence par des exemples récents rendus publiques.
Le présent Manuel pour les employeurs et les organisations d’employeurs offre d’excellents outils pratiques et des directives pour permettre aux entreprises et à leurs organisations d’identifier et d’empêcher des situations de travail forcé. L'Organisation internationale des employeurs salue les efforts du Programme d'action spécial du BIT sur le travail forcé et sa première initiative visant à développer un ensemble d'outils pratiques spécifiquement pour le secteur privé. L'OIE a été étroitement impliquée dans cette initiative et nous sommes certains que ce manuel constituera une importante contribution et qu’il aidera les organisations d’employeurs et leurs membres à comprendre la question du travail forcé, à prendre les mesures nécessaires pour éviter d'être impliqués dans ces situations et de contribuer à l'élimination totale du travail forcé et obligatoire.
