The AFSWG will undertake the subsequent tasks:
Objective 1: Food Security Nutrition and Livelihoods Information sharing in Africa
• Identify the nutrition and food security Strategies and Plan of Action and their related outputs within the various countries/regions
• Mapping the Food Security nutrition and livelihoods interventions initiatives or projects on a regular basis
• Exchange on a regular basis information on food insecurity and undernutrition situation and updates to assess needs, share methodologies and best practices
• Ensure exchange of information, good practices, reports, events, news etc. between regional/zone level working group and country level coordination groups
• Advocate for the use of common assessments and evaluation cycles, tools and indicators to ensure agreement;
Objective 2: Advocacy and Communication
• Reach consensus on key advocacy messages;
• Present the situation at regional, national level and draw attention of decision makers (UN Regional management, donors, OCHA, AU etc.)
• Identify gaps in the allocation of respective resources.
• To collaborate in the development of a Monthly/bimonthly basis Food Security Bulletin
Team Composition:
The Team will consist of ANSs and PNS, officers with Food Security and DM backgrounds.
The AFSWG Team Leader or his representative will represent the Team in Regional meetings, as necessary
Training:
It is advisable a minimum of one workshop in a year to train members of the WG. The training will focus on FS policies, planning and intervention, Strategies, VCA tools, etc.
Methodology
The AFSWG Coordinator and support team will ensure the communications through:
• Regular email correspondence
• Conduct ad hoc telephone conferences
• To organise first face-to-face meetings
• A regular bulleting compiling FS updates, and useful information

Objectif 2 : Plaidoyers et communication
• Atteindre un consensus concernant les messages-clés des plaidoyers
• Présenter la situation au niveau régional, national et attirer l’attention des décideurs (Management régional des Nations Unies, donateurs, OCHA, UA etc.) ;
• Cibler les écarts de répartition des ressources ;
• Collaborer à la création d’un bulletin mensuel/bimensuel sur la sécurité alimentaire
Composition de l’équipe :
L’équipe sera composée d’agents des SNA et SNP, spécialisés dans la sécurité alimentaire et la gestion de catastrophes.
Le leader du GTSAA ou son délégué représentera l’équipe au cours des réunions régionales autant que nécessaire.
Formation :
Un minimum d’un atelier par an est recommandé afin de former les membres du groupe de travail. La formation se focalisera sur les politiques de sécurité alimentaire, les programmes et interventions, les stratégies, les outils EVC, etc.
Méthodologie :
Le coordinateur du GTSAA et son équipe d’appui assureront la communication à travers :

Per quanto riguarda l'obiezione di coscienza (ma anche i movimenti pacifisti in generale), il periodo interbellico rappresenta quello di maggior distanza fra i due Paesi in oggetto. Se in Francia si registrarono casi relati-vamente cospicui di obiezione, dibattiti e campagne in suo favore (e persino una proposta di legge), in Italia, con la rapida scalata al potere del fascismo, la situazione politica interna divenne del tutto proibitiva per lo sviluppo di una qualsiasi azione o propaganda in tal senso. Per questo motivo si è scelto di narrare separatamente le due esperienze nazionali nel presente capitolo.
1. FRANCIA
1.1 I movimenti pacifisti
Prima di occuparci dell'obiezione di coscienza vera e propria, è utile gettare un rapido sguardo alla situazione dei movimenti d'opposizione alla guerra durante questo periodo, data la stretta correlazione fra alcune di queste realtà e gli obiettori.
In una società traumatizzata dalla Prima guerra mondiale, all'indo-mani della tragedia, la pace sembrava essere l'aspirazione comune a tutti i francesi, benché i modi per conseguirla fossero estremamente diversi lungo lo spettro politico e fonte di grandi divisioni: «si le pacifisme, au sens précis et limité que l'appellation a prise pour désigner un courant à forte teneur idéologique, n'a pas l'adhésion de tous les Français, s'il est même un sujet de discorde sur lequel l'opinion se divise, l'attachement à la paix est uni-versel; après l'hécatombe, personne ne songe plus à se faire le chantre des vertus de la guerre: les quatre années du conflit en ont exorcisé la sombre attirance».
L'utilizzo del plurale è d'obbligo quando si parla dei pacifismi svilup-patisi oltralpe negli anni Venti e Trenta: quello pacifista non fu un movimen-to unitario, univoco o identificabile in un raggruppamento dominante, ma il risultato d'una pluralità di gruppi e tendenze spesso anche conflittuali le une con le altre. Tale è il numero di soggetti e profonde le differenze che li contraddistinguono da poter parlare di un «miscuglio di pacifisti», come fa Jean-Pierre Biondi in riferimento a quegli anni. Un modo per orientarsi nella selva di sigle, personalità e tendenze è stato proposto da Norman In-gram tramite un'ideale divisione dei pacifismi francesi in due grandi «fa-miglie»: ancien style da un lato, nouveau style dall'altro.
Quello vecchio stile – preponderante lungo tutti gli anni Venti – era un pacifismo che prediligeva un approccio costruttivo, convinto della pre-minenza del diritto e dell'educazione come strumenti portanti per il conse-guimento dei propri scopi. La principale organizzazione ad incarnare questa tendenza era l'Association de la Paix par le Droit, fondata nel 1885. L'azione dell'APD si articolava su due livelli: uno politico – sotto forma di gruppo di pressione – ed uno pedagogico – attraverso l'organizzazione di scuole esti-ve, simposi, etc. Il montare del pessimismo dinanzi a una situazione inter-nazionale in cui i rischi di una nuova guerra si affacciavano sempre più mi-nacciosi, e la sfiducia verso un effettivo rispetto delle intese internazionali (come il Protocollo di Ginevra o il Patto Briand-Kellogg), determinarono una svolta all'interno della galassia pacifista: si affermò, quindi, un nuovo tipo di approccio, decisamente più oppositivo, assoluto, integrale. «Pacifisme anci-en style began a retreat into a defense of justice and law as opposed to peace – a retreat that coincided with […] the Nazi seizure of power and the suc-cession of European crises [...]. The new pacifism which superseded it was integral or absolute, one which rejected and condemned all foreign wars. It was not synonymous with conscientious objection, nor with absolute non-violence, although these elements were certainly prominent within it».
Questo tipo di pacifismo – non inedito, ma nuovo nella sua portata – era composto da varie anime: «violente» (che cioè non negavano il diritto all'autodifesa, anche armata) e nonviolente, organizzatrici e individualiste. La Ligue Internationale des Combattants de la Paix – il principale schiera-mento di questo corollario – presentava al suo interno tutte queste compo-nenti. Fondata nel 1931 da Victor Méric (comunista da tempo fuoriuscito dal PCF), la LICP era un'organizzazione autonoma dai partiti politici che inqua-drava il proprio pacifismo in un'ottica antimperialista e antifascista, un pa-cifismo risolutamente contrario ad ogni guerra (indipendentemente da chi e perché la combattesse) e perciò ben lontano dall'antimilitarismo oppor-tunista in liaison col governo sovietico rappresentato dal Congresso contro la guerra di Amsterdam (1932), cui la LICP non aderì. Pur concependo la propria azione come un fatto essenzialmente di massa – un dato piuttosto paradossale nel frammentato contesto francese – la LICP non privò gli obi-ettori di coscienza del proprio appoggio morale e materiale. René Gérin fu tra i personaggi della Ligue che più insistettero nel sostenere questo modello di lotta. Nonostante lo slancio dei primi anni, il precipitare della situazione internazionale non risparmiò la LICP da una crisi profonda che determinò, allo scoppio della guerra, lo scioglimento dell'organizzazione stessa. In par-ticolare, fu la questione dell'antifascismo a presentare i caratteri di maggior problematicità per la ragion d'essere della Ligue. L'ascesa dei nazifascismi in Europa palesò le contraddizioni interne al movimento fra le istanze più intransigentemente nonviolente e quelle che, davanti l'esempio dell'antifa-scismo in armi in Spagna, reclamavano una presa di posizione diametral-mente opposta a quella del neutralismo a tutti i costi.

En ce qui concerne l'objection de conscience (mais aussi les mouvements pacifistes de manière générale), la période d'entre-deux-guerres représente celle de distance majeure entre les deux pays en question. Si en France on enregistra des cas relativement importants d'objection, des débats et des campagnes en sa faveur (et même une proposition de loi), en Italie, en raison d'une ascension rapide du fascisme au pouvoir, la situation politique interne devint plus généralement prohibitive au développement de toute action ou propagande dans un tel sens. C'est pourquoi on a choisi de narrer séparément les deux expériences nationales à travers ce chapitre.
1. FRANCE
1.1 Les mouvements pacifistes
Avant de se pencher sur l'objection de conscience en elle-même, il est utile de jeter un rapide coup d'œil sur la situation des mouvements d'opposition contre la guerre au cours de cette période, au vu de l'étroite corrélation entre certaines de ces réalités et les objecteurs.
Dans une société traumatisée par la Première guerre mondiale, au lendemain de la tragédie, la paix semblait être l'aspiration commune à tous les français, bien que les façons d'y parvenir furent extrêmement diverses au niveau du spectre politique, et source de grandes divisions : «si le pacifisme, au sens précis et limité que l'appellation a prise pour désigner un courant à forte teneur idéologique, n'a pas l'adhésion de tous les français, s'il est même un sujet de discorde sur lequel l'opinion se divise, l'attachement à la paix est universel ; après l'hécatombe, personne ne songe plus à se faire le chantre des vertus de la guerre: les quatre années du conflit en ont exorcisé la sombre attirance».
L'utilisation du pluriel est de rigueur lorsque l'on parle des pacifismes qui se sont développés en Hexagone dans les années vingt et trente : le mouvement pacifiste ne fut pas unitaire, univoque ou identifiable par un regroupement dominant, sinon le résultat d'une pluralité de groupes et de tendances souvent conflictuels les uns envers les autres. Ainsi, les sujets sont nombreux et les différences qui les distinguent assez profondes pour parler d'un « mélange de pacifistes », comme le fait Jean-Pierre Biondi en référence à ces années. Un moyen pour s'orienter à travers le dédale de sigles, de personnalités et de tendances a été proposé par Norman Ingram , par le biais d'une division idéale des pacifismes français en deux grandes “familles” : l'ancien style d'un côté, et le nouveau style de l'autre.
Ce style ancien – prépondérant tout au long des années vingt – était un pacifisme qui privilégiait une approche constructive, convaincu de la prééminence du droit et de l'éducation comme instruments portants pour atteindre de ses objectifs. L'organisation principale qui incarne cette tendance était l'Association de la Paix par le Droit, fondée en 1885.
L'action de l'APD se distingue sur deux niveaux : le premier est politique – sous la forme de pression – et le deuxième est pédagogique – à travers l'organisation de conférences, de symposiums, etc. La montée du pessimisme face à une situation internationale où les risques d'une nouvelle guerre devenaient de plus en plus menaçants, et la méfiance envers un respect réel des accords internationaux (comme le Protocole de Genève ou le Pacte Briand-Kellogg), déterminèrent un tournant au sein du monde pacifiste : un nouveau type d'approche s'imposa donc, résolument plus opposé, absolu, intégral. « Pacifisme ancien style began a retreat into a defense of justice and law as opposed to peace – a retreat that coincided with […] the Nazi seizure of power and the succession of European crises [...]. Ce type de pacifisme – non pas inédit, mais nouveau dans sa portée – était composé de différents courants : certains que l'on qualifierait de “violents” (c'est-à-dire qui ne niaient pas le droit d'autodéfense, y compris armée) et d'autres non-violents, organisateurs et individualistes. La Ligue Internationale des Combattants de la Paix – la coalition principale de ce corollaire – présentait en interne tous ces composants. Fondée en 1931 par Victor Méric (communiste qui s'était retiré depuis longtemps du PCF), la LICP était une organisation indépendante des partis politiques qui situaient ce pacifisme dans une optique anti-impérialiste et antifasciste, un pacifisme résolument opposé à toute guerre (indépendamment de ceux qui la combattaient et de leurs motivations respectives) et, par conséquent, bien loin de l'antimilitarisme opportuniste lié au gouvernement soviétique, lui-même représenté par le Congrès d'Amsterdam contre la guerre (1932), auquel la LIPC ne se rallia pas. Bien qu'en concevant leur action comme un fait essentiellement de masse – un fait plutôt paradoxal dans le contexte français éclaté – la LICP ne priva pas les objecteurs de conscience de leur soutien moral et matériel. René Gérin fut l'un des personnages de la Ligue qui insista le plus pour soutenir ce modèle de lutte. Malgré le bond des premières années, la précipitation de la situation internationale n'épargna pas la LICP d'une crise profonde qui détermina la dissolution de l'organisation lorsque la guerre éclata. Et plus particulièrement, le problème de l'antifascisme fut celui de présenter les caractéristiques des problématiques majeures par le simple fait de faire partie de la Ligue. Lors de l'ascension des nazi-fascismes en Europe, les contradictions internes du mouvement se manifestèrent entre les instances plus intransigeamment non-violentes et celles qui, face à l'exemple de l'antifascisme armé en Espagne, réclamaient une prise de position diamétralement opposée à celle du neutralisme à tout prix.

Source text - English A holistic approach
The standard approach to risk management in agriculture is linear. The risk is assessed by the farmer, who then determines a strategy to manage it. Policymakers would then look at this particular risk and this strategy rather than the broader picture. For example, a risk such as price volatility would cause difficulties for the farmer, and with no futures market available for all commodities the government may decide to intervene in prices.
However, agricultural risks are not independent but linked to one another and are part of a system that includes all available instruments, strategies and policies designed to manage risk. Using our example of price volatility, a price hike may have been caused by drought and a price fall by overproduction - themselves both risks that a farmer must manage. To manage in the event of price volatility, a farmer can use a variety of strategies, such as off-farm work, savings or diversification. And government policies could include price intervention but also direct payments to farmers.
OECD analysis calls for a holistic approach to risk management that focuses on the interactions between different types of risks, the strategies undertaken by farmers, and the whole set of government policies that impact on risk management.
The variability of weather conditions generates variability in production and yields. Some of these risks, such as catastrophic events that are systemic, rare and highly damaging, are likely to deserve some government action (OECD, 2011). Disaster assistance is sometimes provided through ex post payments to farmers. Other risks can be managed on the farm or through market instruments such as insurance. However, insurance programmes with subsidies are also used by some governments as disaster assistance devices. Decisions by farmers, policy makers and insurance companies will be affected by climate change and the expectations on future climatic conditions and the associated level of uncertainty of future weather patterns.
Climate change affects the mean and variability of weather conditions, and the variance and covariance of weather events, including an estimated increase in the frequency and scope of extreme events. These trends imply changes in yields, their average and the distribution of their more extreme values, and they affect the appropriateness of different risk management tools. The implications will differ by location and crop. Farms (e.g. crop farms) need to respond to these developments and to adapt their farming practices, changing crops and varieties planted, and adjusting their risk management strategies. One of the major policy issues is the extent to which the use of different policy instruments may hinder or enhance adaptation to climate change. On the one hand, it has been argued that the availability of insurance potentially enhances resilience and competitiveness. The use of insurance in this case can be seen as an adaptation response to climate change. On the other hand, if subsidised insurance or ex post payments protect from climate shocks, farmers could be less inclined to change their production techniques and portfolio of activities.

Puis, les décideurs politiques se pencheront sur ce risque et cette stratégie en particulier, plutôt que sur la situation globale. Par exemple, un risque tel que la volatilité des prix peut poser des problèmes aux agriculteurs et, sans marché à terme disponible pour toutes les denrées, le gouvernement peut prendre la décision d’intervenir sur les prix.
Cependant, les risques agricoles ne sont pas indépendants mais liés entre eux, et ils font partie d’un système qui comprend des instruments, des stratégies et des politiques élaborés pour gérer ces risques. Pour reprendre notre exemple de la volatilité des prix, une hausse des prix peut être causée par la sécheresse, et une baisse des prix par une surproduction – autant de risques qu’un agriculteur peut maitriser. L’analyse de l’OCDE recommande d’adopter une approche holistique de la gestion des risques, qui se focalise sur les interactions entre les différents types de risques, sur les stratégies entreprises par les producteurs, et sur toutes les politiques gouvernementales ayant un impact sur la gestion des risques.
La fluctuation des conditions météorologiques a pour conséquence une variabilité de la production et du rendement.
