Source text - English In the several decades since adoption of the 1988 drug control convention there has been increased realization that judicial cooperation between countries is essential in fighting money laundering and promoting legal assistance and facilitating extradition. The Financial Action Task Force (FATF) (established as a result of a 1989 G7 decision), has successfully encouraged countries to bring their national legislation in line with the international conventions and recommendations and to strengthen financial systems against money laundering. A particular feature of the FATF shared responsibility is allowing for the periodic monitoring of progress made by countries in implementing FATF recommendations. This mechanism, known as the multilateral peer review, reflects the strong commitment of Governments to share responsibility to counter money laundering and preserve the integrity of the international financial system. Establishment of Financial Intelligence Units in various parts of the world is another example of increased partnership and collaboration. These Units exchange operational information and data on suspicious transactions reports from the financial sector that can then be referred to law enforcement agencies for further investigation. The European Arrest Warrant (EAW) is a sound example of shared responsibility in judicial cooperation. It increases the speed and ease of extradition within the EU by removing the political and administrative phases required by the previous system of extradition in Europe. This converted the process into a system run entirely by the judiciary. The EAW, once issued, requires a Member State to arrest and transfer a criminal suspect or sentenced person to the issuing state so that this person can be put on trial or complete a sentence. The use of the EAW has steadily risen since it was first implemented in 2004.	Translation - French La coopération judiciaire Depuis l'adoption de la Convention de 1988 relative au contrôle des stupéfiants, il est devenu de plus en plus évident que les pays ont fondamentalement besoin de coopérer sur le plan judiciaire afin de lutter contre le blanchiment d'argent, de développer l'assistance juridique et de faciliter le processus d'extradition. La création du Groupe d'action financière (GAFI) en 1989 sur décision du G7, a permis de faire harmoniser les législations nationales par rapport aux conventions et aux recommandations internationales afin de consolider les systèmes financiers et de mieux lutter contre le blanchiment d'argent. L'une des caractéristiques particulières du système de responsabilités partagées du GAFI repose sur le suivi périodique des progrès réalisés par les pays en matière de mise en œuvre des recommandations du GAFI. Ce mécanisme d'évaluation multilatérale par des pairs confirme l'engagement ferme des gouvernements vis-à-vis de ce système de partage des responsabilités afin de lutter contre le blanchiment d'argent et de préserver l'intégrité des systèmes financiers internationaux. La création de cellules de renseignements financiers dans différentes régions du monde illustre également le renforcement des partenariats et des collaborations. Ces cellules échangent des informations et des données opérationnelles relatives aux signalements de transactions financières suspectes avant de les envoyer, si nécessaire, aux services de répression compétents pour qu'une enquête plus approfondie soit menée. Le mandat d'arrêt européen (MAE) est un exemple concret de partage des responsabilités en termes de coopération judiciaire. Il permet d’alléger et d’accélérer le processus d'extradition au sein de l'UE, notamment grâce à la suppression des étapes administratives et politiques anciennement requises pour les extraditions en Europe. Le système est dorénavant entièrement géré par le pouvoir judiciaire. La délivrance d'un MAE prévoit qu'un État membre arrête et transfère une personne soupçonnée d'une infraction pénale ou une personne condamnée, vers l'État d'émission afin que la personne puisse être jugée ou purger sa peine. Le recours au MAE est en constante augmentation depuis son introduction en 2004.
