Sağlık Turizmi hem tatil hem de tedavi olanaklarını içeren bir kavramdır. Bu iki unsuru
bir arada barındırma anlamında Türkiye önemli bir potansiyele sahiptir. Sağlık
Turizmi için gerekli olan turizm ve sağlık hizmetleri olanakları gerekli profesyonel
organizasyonlarla tamamlandığında ülkemiz bu alanda önemli bir marka haline
gelecektir.
Sağlık Turizmi, ülkemizin hizmetler ihracında önemli bir yere sahip olabilir. Hizmetler
ihracatı, ithal girdiye ihtiyaç duymadan, yani ithalatı artırmadan ihracatımızı artırarak,
cari açığımızın azaltılmasına katkı sağlayacak önemli araçlardan birisidir.
Bu çerçevede sağlık turizmi Türkiye’nin döviz ihtiyacını karşılayarak, ödemeler bilançosu
açıklarının kapatılmasında katma değeri yüksek olan bir sektördür. Özellikle
Türkiye Turizm Stratejisi – 2023 yılında, 63 milyon turist, 86 milyar $ dış turizm geliri

Ülkemizde; Sağlıkta Dönüşüm Programına paralel olarak sağlı
turizmi hızla gelişmeye başlamıştır.
Bugün özel ve kamu hastanelerimizde, batıyla rekabet edebilecek seviyede kaliteli
sağlık hizmeti sunulmakta ve birçok hastanemiz yüksek teknolojiyle donatılmıştır. Ülkemizde
özellikle de Ankara, İstanbul, İzmir, Antalya ve Adana gibi illerimizdeki sağlık
kurumlarımız yurtdışından çok sayıda yabancı hasta kabul etmekte ve tedavileri yapılmaktadır.
Özel sağlık sektörü son yıllarda hızla gelişmiş, mükemmel tesisler açılmıştır. Bugün 45
tane sağlık kuruluşumuz uluslar arası akreditasyona sahiptir. Ülkemizde her yıl 100 000’i
aşkın yabancı hasta hastanelerimizde tedavi olmaktadır.
Ülkemizde sağlık dönüşüm programı sonrasında kaliteli, hızlı ve ekonomik sağlık hizmetlerimiz
sınırlarımızı aşarak dünyadaki tüm insanların hizmetine sunulmuştur. Bir zamanlar
ülkemizden batı ülkelerine her yıl binlerce insan tedavi olmak için gidiyordu. Bugün ise
batı ülkelerine tedavi için giden vatandaşımız hemen hiç yok gibidir.
Bu çalışmada da görüleceği üzere ülkemize özellikle Kardiyovasküler Cerrahi, Onkoloji,
Beyin Cerrahi, Ortopedi,Plastik ve Estetik Cerrahisi, Göz ve Diş Tedavileri çok ön plandadır.
Batı ülkelerinde Hasta bekleme sırası çok uzun , sağlık hizmetleri pahalı ve sigorta
kapsamları daralmaya başlamıştır. Afrika ve Doğudaki komşu ülkelerimizin bir çoğunda
kaliteli sağlık hizmeti,yetişmiş insan kaynağı ve ileri teknoloji yoktur. Bu sebeplerle ülkemize
bu yakın coğrafyadan birçok hasta tedavi amaçlı olarak gelmektedir.
Sağlık Turizminde özel sağlık sektörü lokomotif bir rol almaktadır. Sağlık Turizmi hizmetlerinin
%95’ini özel sağlık sektörü sunmaktadır. Ancak kamu hastanelerine de yabancı
hasta gelmektedir. Özellikle Turistin Sağlığı kapsamında Acil Sağlık Hizmetini özel sektörden
alamadıkları bölgelerde ve süreçlerde kamu hastanelerinin rolü çok önem arz
etmektedir.Bunun yanı sıra sağlık kampüsleri faaliyete geçince özellikle Ankara, İstanbul’
da birçok yabancı hasta başvurusu kaçınılmaz olacaktır.
Bu çalışmadaki sonuçlara ve süreçlere baktığımızda ülkemizde özellikle Tıp Turizmi hızla
gelişmektedir. Bakanlık olarak gerekli her türlü altyapı ve mevzuat çalışmalarımız yapılmaya
başlanmıştır. Bu çalışmanın yapılmasında önemli bir rolü olan Sağlık Turizmi
Koordinatörlüğü de bu amaçla kurulmuştur.Sağlık Dönüşüm Programı sonrasında hem
kendi vatandaşlarımıza hem de çevredeki komşularımıza en mükemmel ve ekonomik
sağlık hizmetini sunmaya devam edeceğiz.

Türkiye’nin Genel Tanıtımı
1) TARİH
1.1.İslamî Dönemdeki İlk Türk Devletlerinde Devlet Yönetimi:
751 yılında Çinliler ve Abbasiler arasındaki Talas Savaşı’nda, Arapların yanında yer alan
Karluk, Yağma ve Çiğil gibi Türk boyları, İslamiyet’i kabul etmişler ve Türkler bu tarihten
10. yüzyıla kadar büyük oranda Müslüman olmuşlardır.
İslamiyet’in kabulü sadece sosyal ve kültürel hayatı değil, aynı zamanda devlet yönetimini
de etkilemiştir. “Türk cihan hâkimiyeti mefkûresi” olarak adlandırılan ve Türklerin,
Tanrı’dan “kut alarak”, dünyaya düzen vermek ve barışı getirmek için gönderildiği düşüncesinden
hareketle düzenlenen seferler, İslamiyet’in kabulü ve “cihat” düşüncesinin
benimsenmesiyle birlikte, İslamiyet’i yaymak için düzenlenmeye başlamıştır.
İlk Türk-İslam Devleti “Karahanlılar”dır. Gazneli ve Selçuklu hükümdarları “Sultan” ünvanını
kullanmışlardır.
1.2. Selçuklu Devleti’nin Türk Tarihi Açısından Önemi
Büyük Selçuklular ile Anadolu kapılarının açılmasının ardından, Anadolu Selçukluları
tarafından Bizans’a artık Anadolu’nun yeni sahibinin Türkler olduğu kabul ettirildi. Yeterli
gelişme sağlanamadan Haçlı saldırıları başladı. Bu saldılar devleti yıprattı, ancak
Selçuklular yine de ayakta kalmasını bildi. Moğol istilasına kadar Anadolu’da refah ve
mutluluk sürdü. Yapılan mimari eserler ile Anadolu’ya Türk damgası vuruldu. Bu yüzden
12yy. dan itibaren Anadolu “Türkiye” olarak adlandırıldı.
Moğol İstilası ile Anadolu’ya Türkmen göçü arttı. Bu aşiretler, sınırları korumaları amacıyla
sınır boylarına yerleştiriliyordu. Sınırlara Uç denildiğinden bu aşiret beylerine de Uç
Beyleri de denirdi.

Great Potential in Export of Services: Health Tourism
Health Tourism is a notion which contains both vacation and treatment opportunities. Turkey has an important potential in the sense of reconciling these two elements.
When the tourism and health service facilities necessary for Health Tourism are perfected by necessary professional organizations, our country will become an important brand in this field.
Health Tourism can gain an important foothold in our country’s export of services. The export of services is one of the important means to contribute to financing primary deficit by increasing our exports without increasing imports. Within this framework, health tourism, by meeting the demand of foreign exchange, is a highly value added sector in closing the balance of payments deficits. Health tourism is of considerable importance especially within the scope of Turkey Tourism Strategy’s target of reaching 63 million tourists, 86 billion USD in tourism income and 1350 USD in per tourist income in 2023.
It is seen that, the number of health tourists who travelled to Turkey in 2010 has reached an approximate 110 thousand people. A brand will be created in the name of our country by means of the quality service to be provided with competitive prices in the Heath Expertise Free Zones, which are planned to be established. I hope that the Turkey Health Tourism Guide will be beneficent for our country.

In parallel with the Health Conversion Programme, Health Tourism has Started to Quickly Develop in Our Country
Today, quality health service is being provided in our private and public hospitals at a level which can compete with the west and most of our hospitals are equipped with high technology. The health institutions in our country, especially those in Ankara, Istanbul, Izmir, Antalya and Adana admit and treat a great number of patients from abroad.
The private health sector has rapidly developed in the last years and perfect facilities have been opened. Today, our 42 health establishments have international accreditation. Each year more than 100.000 foreign patients are being treated in our hospitals.
After the health conversion programme has been launched in our country, quality, fast-paced and economic health services have transgressed our boundaries and have been offered to all people in the world. Erstwhile, thousands of people used to travel from our country to western countries for treatment. Nowadays, however, we hardly have any citizen who travels to western countries for treatment.
As will be seen throughout this work, especially Cardiovascular Surgery, Oncology, Brain Surgery, Orthopaedics, Plastic and Esthetic Surgery, Ophthalmics and Orthodontology are very much in the foreground in our country. In western countries, patients’ waiting time is very long, health services are very expensive and the insurance covers have started to be restricted. In Africa and many of our neighbor countries, there are no quality health services, well trained human resources and advanced technology. For these reasons, a lot of patients come from this nearby geography to our country for treatment purposes.
The private health sector plays a locomotive role in Health Tourism. The private health sector provides for % 95 percent of Health Tourism services. However, foreign patients are admitted to public hospitals as well. Within the scope of the Tourist’s Heath, the role of the public hospitals gains great importance in regions and processes in which tourists can’t get Emergency Health Service by the private sector. On the other hand, many foreign patient applications especially in Ankara and Istanbul will be inevitable when health campuses are launched.
When we look at the results and processes in this work, Medical Tourism is rapidly developing above all. As a Ministry, all kinds of infrastructure and regulatory works have been taken up. The Health Tourism Coordinatorship, which has an important role in the exercise of this work, has also been established for this purpose. Following the Health Conversion Programme, we will continue to provide the most perfect and economic health service to both our citizens and our surrounding neighbors.

GENERAL OVERVIEW OF TURKEY
1. HISTORY
1.1. State Rule in Turkish States during the Islamic Period
Turkic tribes such as the Qarluks, Yagmas and Chigils which took sides with the Arabs during the Battle of Talas between the Chinese and the Abbasids in year 751, converted to Islam and from that time until the 10th century Turks have substantially become muslims.
Conversion to Islam has not only affected the social and cultural life but also state rule. Expeditions named as the “Turkish world rule ideal” and embarked on with reference to the idea that Turks were, by taking the authority to state rule (“kut”) from God, heaven sent to bring order and peace to the world, were embarked upon for spreading Islam with the embracement of Islam and the notion of “jihad”.
“Karakhanids” were the first turco-islamic state. Ghaznavid and Seljuqi sovereigns have used the title of “Sultan”.
1.2. The importance of the Seljuqi State from the Viewpoint of Turkish History
After the gates of Anatolia were opened by the Great Seljuqs, the idea that Turks were the new patrons of Anatolia was imposed upon the Byzantine Empire by the Anatolian Seljuks. Without sufficient progress being made, the Crusades had begun. These raids corroded the state but the Seljuqis still knew how to survive. Welfare and happiness continued in Anatolia until the Mongolian Incursion. With the architectural artifacts built, the Turkish mark was left on Anatolia. This is why Anatolia has been named “Turkey” since the 12th century.
With the Mongolian Incursion Turkmen migration into Anatolia increased. These clans were placed along border tribes so they would protect the borders. As the borders were called Marks (boy), these clan beys were called Margraves (boybeyi).

İhtiyati haciz isteyen vekili tarafından ibraz olunan talep dilekçesi ve eki belgelerin yapılan incelemesi sonunda;
GEREĞİ DÜŞÜNÜLDÜ:
1 – İbraz olunup incelenen talep dilekçesi ve eki belgeler münderecatına göre yukarıda adı yazılı bulunan alacaklının, talep dayanağı belgede yer verilen ve tutarı kararımızda gösterilen alacak bakımından vaki isteği İcra ve İflas Kanunu’nun 257. Maddesi 1. Fıkrasına uygun görüldüğünden, aleyhine ihtiyati haciz istenilen ile üçüncü kişilerin muhtemel zarar ve ziyanlarını karşılamak üzere alacağın, % 15 oranında nakit veya kesin ve süresiz banka teminat mektubu ibraz olunduğunda, yukarıda isim ve adresi belirtilen borçlu – borçluların menkul gayrımenkul ve üçüncü şahıslarda olan hak ve alacaklarının, yukarıda belirtilen borç tutarı ile sınırlı olmak kaydıyla ve İcra ve İflas Kanununda muayyen tahditler dairesinde İHTİYATEN HACZİNE,

In consequence of the examination of requisition petition and attached documents presented by the legal representative of the ancillary attachment demandant:
ORDERED AND ADJUDGED:
1 – Approval of conformity, according to the content of the requisition petition and the attached documents presented and examined, of the debtee’s, the name of whom is written above, occurring claim concerning the debt receivable as stated in the document upon which the claim is based and the amount of which is shown in our decree, to the Bankruptcy and Enforcement Law Article 257. Paragraph 1.; imposition of an ANCILLARY ATTACHMENT on the debtor’s – debtors’ moveable property, real estate and third person claims, in the event the definite letter of guarantee unlimited in time or %15 currency rate, provided that it is delimited to the above mentioned amount of debt and within the Bankruptcy and Enforcement Law’s particular restrictions,
