En obligeant les banques, au cœur de la crise de liquidité, à réévaluer leur portefeuille soumis à la « valeur juste » sur la base de prix de marché associés à un très faible volume de transactions et en conséquence peu représentatifs de la valeur « fondamentale » des actifs valorisés, la réglementation comptable a probablement artificiellement dégradé le résultat des banques et déclenché un processus procyclique aux conséquences majeures pour l’économie mondiale : dégradation du résultat des institutions financières, baisse des fonds propres, faillites, et bien sûr transmission du choc vers l’économie réelle.

By requiring banks to reassess their “fair value” portfolio, right in the middle of the liquidity crisis, on the basis of market prices associated with a rather low volume of transactions—and thus not very representative of the “intrinsic” value of measured assets—accounting regulations have most likely artificially weakened the banks’ balance sheets and triggered a procyclical process with serious consequences for the global economy. These consequences include reduced earnings for financial institutions, less equity capital, bankruptcies, and of course the shockwaves reaching the real economy.
