Source text - English The IEP is a plan that identifies services and supports so that family members and early education programs are actively engaged in promoting the child's learning and development.
The IEP team determines the skills/abilities and appropriate supports and services either in the natural environment or the least restrictive environment to accomplish the established goals and outcomes.
These decisions are not made by matching the child's areas of delay with a particular early intervention discipline. Rather, supports and strategies are individualized and build on the strengths and skills the child demonstrates in all areas of development.
The IEP is a plan that considers: the strengths of the child; concerns of the parent/guardian; most recent evaluation results; academic, developmental and functional needs of the child; communication needs of the child.

The Evaluation Report documents the strengths and needs of the child and family. It is used to determine eligibility, the need for supports and make recommendations that can assist the young child to develop, learn and grow.
It is helpful to know the kinds of activities your child participates in, the people who your child spends time with, and the things your child enjoys doing. This information will be used to plan the early intervention services and supports that your child might need. Families have the option to participate and are welcome team members in the evaluation process.

Having seen:
- The Constitution of the Kingdom of Cambodia;
- The Royal Kram, dated 16 July 2014, promulgating the Law on the Organization of the Courts;
- The Code of Criminal Procedure of the Kingdom of Cambodia, promulgated by Royal Kram, dated 10 August 2007;
- The Preliminary Investigation Request Report, dated 16 October 2024, submitted by the Commission on Combating Online Scams;

Having fully examined the above, it is observed that:
English–Khmer (Cambodian) translator and localization specialist specializing in legal, certified, government, HR/payroll, software localization, and U.S. school district documents, including IEPs, evaluations, and family engagement materials.
I have been working as a full-time freelance English-Khmer translator since 2010. In 2019, I founded Native Linguist Co., Ltd., a registered translation company based in Cambodia.
My core focus is legal, education, HR/payroll, government, public-sector, and localization projects where accuracy, cultural precision, and confidentiality are essential. I have translated U.S. election ballots, voter guides, IEPs, evaluation reports, court documents, immigration records, HR policies, contracts, compliance forms, software content, websites, and certified translations.
I have translated nearly 10 million words across these sectors.
A significant portion of my work supports Khmer-speaking families in the U.S. education system. I understand the terminology, sensitivity, and formatting requirements these documents demand, from IDEA-compliant IEPs to Title I family engagement materials.
I have also worked on large-scale AI training data, corpus creation, and MTPE (machine translation post-editing) projects for language technology companies, including projects exceeding several million words.
I work with SDL Trados, memoQ, XTM, and other CAT tools, using Xbench for QA to ensure terminology consistency and accuracy before delivery.
All translation work is personally handled by me to ensure consistency, accuracy, and confidentiality. Native Linguist is my registered company used for professional invoicing and project support when needed.
