②의사회분회등은 제1항에 따른 의료기관별 처방의약품 목록에서 품목 수를 적정하게 조정한 지역처방의약품 목록과 그 지역처방의약품 목록의 범위에서 조정된 의료기관별 처방의약품 목록을 해당 시ㆍ군ㆍ구의 약사회 분회에 제공한다.
③약사회 분회는 제2항에 따라 의사회분회등으로부터 지역처방의약품 목록과 의료기관별 처방의약품 목록을 받으면 해당 지역의 약국개설자에게 이를 통보하여 갖추도록 한다.
④약국개설자가 제2항에 따른 처방의약품 목록에 따라 의약품을 갖추는 데 어려움이 있어서 그 품목 수를 조정할 필요가 있으면 의사회분회등과 약사회 분회가 협의하여 조정할 수 있다. 품목 수가 추가되거나 변경되는 경우에도 또한 같다.

Source text - Korean 일전, 연길시신흥소학교 앞으로 직접 손으로 쓴 감사편지 하나가 전달되였다. 편지에 적힌 사연은 이러했다.
4월 29일 저녁, 신흥소학교에 다니는 김모 학생은 집으로 돌아가던중 수산시장 인도 근처에서 지나가던 택시와 부딪쳐 길가에 쓰러졌다.
택시 운전수는 사고의 책임인정을 기다리는중이라 김모 학생을 병원에 데려가지 못하고 있었는데 마침 이곳을 지나가던 신흥소학교 류춘파 부교장이 이 상황을 목격하고는 즉시 구급차를 부르고 사고현장의 사진과 운전수의 련락처 등 기본정보를 남긴 후 학생을 제때에 연변병원으로 이송시켰다.
련락을 받고 병원으로 달려간 가족들은 마음이 급한 나머지 치료비도 제대로 준비해가지 못한 상황이였는데 류춘파 부교장이 몇천원 되는 치료비를 선뜻 선대해주어 치료가 빨리 진행될 수 있었다.
김모 학생의 치료가 제대로 이루어지고 있는 것을 확인한 류춘파 부교장은 조용히 자리를 떠나 다시 사고현장에 가 사건의 진행 상황에 대해 더 자세히 알아보았다.
이에 김모 학생의 할아버지는 “부교장 선생님의 덕분에 아이가 치료를 제때에 받을 수 있었습니다. 선생님의 고상한 품격에 큰 감동을 받았습니다. 너무 감사합니다. 지금은 선생님과 여러 동학들의 보살핌 덕분에 아이의 상처가 많이 호전되여 학교에 잘 다니고 있습니다.”고 직접 신흥소학교에 감사편지를 써 고마운 마음을 전했다.
감사편지를 전달받은 류춘파 부교장은 “마땅히 해야 할 일을 했을 뿐입니다. 누구라도 그런 상황에서는 저와 같은 행동을 했을 것입니다. 사고를 겪은 학생이 심신 량면에서 하루빨리 완쾌하길 바랄 뿐입니다.”고 밝혔다.

Translation - English Previously, I sent one handwritten thank you letter directly to Yanji Sinheung Elementary School. This was the story for that letter being written.
In the evening of April 29, a student named Kim who was attending Sinheung Elementary School was on his way home, when he hit a taxi that was passing the sidewalk by the fish market, and fell on the side of the road.
The taxi driver was waiting to acknowledge his responsibility for the accident, and was not able to take the student (Kim) to the hospital. Sinheung Elementary School vice-principal Chunpa Ryu happened to be passing this location and witnessed the accident and immediately called an ambulance. He took a picture of the accident scene, and recorded personal information including the driver’s contact information. Ultimately, the student was transported to Yanbian Hospital in the nick of time.
The student’s family was contacted and they rushed to the hospital, forgetting to bring the funds to pay the remaining medical care expenses. Vice-principal Chunpa Ryu paid the medical care expenses, which only amounted to a few thousand won, without hesitation, and it was possible to proceed quickly with the treatment.
Vice-principal Chunpa Ryu made sure that the student’s (Kim) treatment started, and then quietly left to return to the scene of the accident, to figure out more details about the progress of the case.
The student’s (Kim) father expressed his gratitude by writing a thank you letter directly to Sinheung Elementary School saying, “Thanks to Vice-principal Chunpa Ryu, my child was able to receive medical treatment in the nick of time. I was very impressed by his noble character. Thank you very much. Thanks to his and other classmates’ care, my child’s injuries have greatly improved, and he is now attending school as normal.”
Vice-principal Chunpa Ryu, having received the thank you letter, said, “I only did what was right. Anyone in that same situation would have done the same thing as me. I just hoped that this student, who got in an accident would make a full physical and emotional recovery as soon as possible.”

② 환자는 약사에게 본인에 관한 기록의 열람 또는 사본의 발급 등 그 내용의 확인을 요청할 수 있다. 이 경우 약사는 정당한 사유 없이 이를 거부하여서는 아니 된다.

(2) Any patient may file a request for a perusal of his/her records or issuance of a copy thereof with a pharmacist to verify the details of his/her records. In such cases, the pharmacist in receipt of such request shall not refuse it without just cause.
(3) No pharmacist shall allow any person other than a patient to verify the details of the patient's records, by allowing a perusal of such records or issuing the copy of such records: Provided, That he/she may allow any person other than a patient to verify the details of the patient's records, in any of the following cases:
1. Where the spouse, a lineal ascendant or descendant, a sibling (limited to where the spouse, any of lineal ascendants or descendants, and any of lineal ascendants of the spouse, of a patient does not exist) of a patient, or a lineal ascendant of the spouse of a patient, files a request, by submitting the written consent of the patient himself/herself or a document, etc. certifying the relative relationship or by fulfilling the requirements prescribed by Ordinance of the Ministry of Health and Welfare;

6. Where records of dispensing are provided to social security agencies (Si, Gun or Gu), the National Health Insurance Service, or the Health Insurance Review and Assessment Service pursuant to Articles 5, 11, 11-3 and 33 of the Medical Care Assistance Act for the verification of eligible recipients of medical aids, the review, payment, follow-up management, etc. of medical aid costs, or other medical aid services;
7. Where it falls under Article 106, 215 or 218 of the Criminal Procedure Act;

Alaska Man Charged With Conspiring to Provide Unlawful Services to Iran and International Money Laundering Conspisracy
Kenneth Zong, 77, of Anchorage Alaska, was named as the sole defendant in the 47-count indictment charging him with conspiracy to violate the International Emergency Economic Powers Act (IEEPA), unlawful provision of services to Iran, money laundering conspiracy and money laundering.
The announcement was made by U.S. Attorney Karen L. Loeffler for the District of Alaska.
The indictment alleges that at an undetermined time, Zong left Alaska for Seoul, South Korea, and operated businesses there. From January 2011 through at least April 2014, Zong and four co-conspirators – three Iranian nationals and one U.S. citizen – allegedly conspired to evade the prohibitions of IEEPA and Iranian Transactions and Sanctions Regulations (ITSR) by engaging in false, fictitious and fraudulent transactions which were designed to unlawfully convert and remove Iranian owned funds, equivalent to approximately $1 billion United States dollars (USD). These funds were held in controlled Korean bank accounts and converted into more easily tradeable currencies, such as dollars and/or euros, by defrauding the Korean regulators into thinking the transactions were legitimate.
Zong is charged with transferring those currencies to more than 10 countries around the world, including the U.S., United Arab Emirates, Switzerland, Germany, Austria and Italy. Zong received payment for these acts from the Iranian nationals in an amount from $10 million to $17 million USD.
The indictment alleges that the scheme began in 2011, when Zong changed the name of his Korean company, “KSI Ejder, Inc.” (KSI) to “Anchore.” Zong used KSI/Anchore as a conduit to convert and distribute Iranian funds into USD and/or euros, by fictitiously selling marble tiles and other construction supplies to an Iranian shell company in Kish Island, Iran. KSI/Anchore fictitiously purchased Italian marble tiles and other construction supplies from “MSL & Co Investment Trading” (MSL Investment Dubai), an Iranian-controlled shell company in Dubai, which were then fictitiously shipped directly to another fictitious company in Iran.
Zong and his co-conspirators created false and fictitious contracts, bills of landing and invoices to show Korean government banking regulators that the Iranian company owed KSI/Anchore for the false marble purchases. This resulted in the transfer of Iranian funds, at the direction of Zong’s co-conspirators, from the restricted Iranian bank account to Zong’s KSI/Anchore account. Zong then transferred the funds to entities and individuals throughout the world.
Zong is also charged with 43 counts of money laundering and one count of money laundering conspiracy for his actions in connection with the $10 million dollar fee paid to him by his Iranian associates. In furtherance of the scheme, Zong transferred $10 million of his fees from Korea to a co-conspirator who resided in Anchorage. This individual also created and operated various companies to be used as front companies to purchase real estate, automobiles, an interest in a yacht and other purchases or transfers of the Iranian funds.
The U.S. embargo on Iran, which is enforced through IEEPA and the ITSR, prohibits the export of goods, technology, and services to Iran with very limited exceptions.
An arraignment date has not been set.
U.S. Attorney Loeffler commended the IRS-Criminal Investigation and the FBI for the investigation of this case.
An indictment is only a charge and is not evidence of guilt. A defendant is presumed innocent and is entitled to a fair trial at which the government must prove guilt beyond a reasonable doubt.
