Il est réconfortant que, malgré les difficultés budgétaires, notre pays ait su conserver une armée de l'air et une marine performantes. Il est rassurant aussi que ces deux armées assurent la dissuasion nucléaire. Il est heureux enfin qu'elles puissent participer aux opérations menées par les forces françaises, engagements dont les hommes et les femmes de l'armée de terre constituent plus de 80% des effectifs.
D'autres procédés doivent être développés. Tout d'abord il convient de détruire les réseaux par de patientes actions de la police, des services secrets et de la justice et de travailler sur la faiblesse centrale de tous les réseaux clandestins, leur logistique : refuges, camps d'entraînement, caches d'armes, financements. Mais il faut surtout approcher la population de façon progressive par des forces au sol, ayant une action moins visible et médiatique que la frappe ponctuelle de missiles, mais plus en profondeur. Il s'agit, dans les zones où naît et prospère le terrorisme, de le couper du soutien de la population, d'assainir les situations pour qu'elles ne constituent plus un terreau favorable au développement des réseaux.
Les crises ont changé de nature en une quinzaine d'années. Au-delà de l'effet militaire, seul un effet politique sur le terrain est capable de les résoudre. Les armes qui ont été conçues hier pour des conflits interétatiques n'ont pas perdu toute leur pertinence. Elles ont leur place dans l'arsenal d'une nation du rang de la France ; elles ne sont cependant pas le moyen principal de la lutte contre les terroristes. En effet, on peut aujourd'hui détruire des cibles importantes mais ne pas pouvoir rétablir la sécurité ni gagner la paix. Il n'y a plus de victoire «militaire» qui se mesure à l'aune des destructions ; les victoires s'évaluent désormais à la paix qu'elles établissent et au rejet du terrorisme par les populations qui le soutenaient. Désormais, la capacité d'une nation à régler des crises ne peut plus se mesurer uniquement à la puissance ou à la précision des armes.

It’s reassuring to know that our country has been able to hold on to it its first-class navy and air force in spite of financial difficulties. It’s comforting to know that these two armed forces are protecting us from nuclear threats. And finally, it’s fortunate that they can take part in operations led by French forces, where Army men and women make up 80% of all those who see action.
However, this cannot be our only plan of action. First of all, we must rely on the patient activity of police forces, secret services and the law to destroy terrorist networks. We must also use to our advantage the weakness of the services which support all underground networks: hideouts, training camps, arms supplies, and financing. But above all, we must use ground forces as the first line of gradual contact with the population, whose actions are more thorough while being less visible and prone to media attention than occasional missile strikes. In areas which breed and foster terrorism, it is essential to sever supply lines to the population and improve conditions so that these areas can no longer serve as breeding-grounds for terrorist networks.
The nature of crises has changed over the last fifteen years. Only a practical political outcome can go beyond military results to resolve them. The weapons once meant for international conflict are still not without use. Yet while they certainly have their place in the arsenal of France and her peers, they are not the most important weapon in the fight against terrorists. It is important to realize that although we can currently destroy major targets, we cannot reestablish peace or security. Victory is no longer a matter of military prowess gauged by the extent of damage, but rather a matter of the enduring peace and abandonment of terrorism by those who once upheld it. Today, a nation's ability to cope with crises can no longer be judged by the strength or precision of its weapons.
