Source text - English Google Says It Collected Private Data by Mistake
The admission, made in an official blog post by Alan Eustace, Google’s engineering chief, comes a month after regulators in Europe started asking the search giant pointed questions about Street View, the layer of real-world photographs accessible from Google Maps. Regulators wanted to know what data Google collected as its camera-laden cars methodically trolled through neighborhoods, and what Google did with that data.
Google’s Street View misstep adds to the widespread anxiety about privacy in the digital age and the apparent willingness of Silicon Valley engineers to collect people’s private data without permission.
Facebook is currently engaged in a heated debate with its 400 million members about its shifting privacy guidelines, while Google has had to contend with other privacy missteps, like the introduction of its Buzz social network earlier this year that publicly exposed people’s closest e-mail contacts without permission.
Google appears to have acted quickly after questions were raised by the European regulators. Two weeks ago, Google tried to address their questions and criticism in a blog post. It said it did collect certain kinds of data around the world that identify Wi-Fi networks to help improve its mapping products. The information on wireless networks can be used for location-based advertising services for mobile phones, which can sometime be pinpointed via a wireless network even if they lack a GPS chip.
But the company explicitly said then that it did not collect or store so-called payload data — the actual information being transmitted by users over unprotected networks.
In a confession made on Friday afternoon (and late night, European time) that is sure to raise new questions about its privacy policies, Google said that its previous claims were wrong.
Mr. Eustace wrote that a review of the Street View software has revealed that because of a programming error in 2006, the company had indeed been mistakenly collecting snippets of data that happened to be transmitted over nonpassword protected Wi-Fi networks that the Google camera cars were passing. This occurred in Europe, in the United States and in other major cities elsewhere.
Mr. Eustace tried to play down the revelation, saying that Google “never used that data in any Google products.” He said that it collected only fragments of data, because the cars were moving constantly and changing channels many times each second. Only when someone was using their unencrypted, nonpassword-protected network was the data collected and stored.
Google said it had temporarily halted its Street View cars and would stop collecting Wi-Fi network data entirely, Mr. Eustace wrote. He also said Google wanted to delete the data, in cooperation with regulators, as soon as possible.
But the revelation that the data was collected is likely to set off a firestorm of protest and possibly new legal problems. Google could be accused of intercepting private communications and violating wiretap laws in the United States, although it would most likely argue that it never had any intent to collect or use the data.
And in Europe, where Google has taken great pains to assure a queasy public about a giant American corporation taking photos of their neighborhoods, trust is likely to be further eroded.
Last month, Peter Schaar, Germany’s federal commissioner for data protection, said he was “horrified” by the earlier revelation that Google was collecting data about the location of Wi-Fi networks. He called on the company to “delete previously unlawfully collected personal data on the wireless network immediately and stop the rides for Street View.” Mr. Schaar could not be reached for further comment last night.
German data protection officials had initially questioned the legality of Street View but dropped their objections last July after Google agreed to hide details of faces, license plates and house numbers through pixilation, and to give citizens the option of removing their property entirely from the 360-degree photo archive. Since then, hundreds have made such requests. Some German politicians have advocated laws that would levy fines on companies that do not remove the information.
Marc Rotenberg, executive director of the Electronic Privacy Information Center in Washington, said that Friday’s news would “give quite a bit of ammunition to not only the European privacy commission but the European public, which has been very uneasy about Street View, far more than in the U.S.”
In the blog post, Mr. Eustace said of the Google engineering team: “We are profoundly sorry for this error and are determined to learn all the lessons we can from our mistake.”

L'ammissione fatta in un comunicato ufficiale on line dal capo degli ingegneri di Google Alan Eustace arriva un mese dopo che l'autorità di garanzia europea ha iniziato a interrogare con domande esplicite il colosso delle ricerche on line su Street View, l'archivio fotografico del mondo reale consultabile da Google Maps. I garanti volevano sapere che dati abbia raccolto Google mentre le sue auto munite di telecamera percorrevano le vie delle città secondo itinerari sistematici, e cosa abbia fatto di quei dati.
Il passo falso commesso da Google con Street View alimenta il già diffuso allarme per la tutela della privacy nell'era digitale e conferma l'evidente volontà della Silicon Valley di raccogliere dati personali senza autorizzazione. Al momento infatti anche Facebook è impegnato con i suoi 400 milioni di iscritti in un rovente dibattito sulla sua decisione di cambiare le linee guida sulla privacy, mentre Google stesso già quest’anno ha dovuto fare i conti con passi falsi in materia, come l'introduzione di Buzz, il social network che ha reso pubblici senza consenso i contatti e-mail riservati degli utenti.
Google ha comunque agito tempestivamente di fronte alle questioni sollevate dall'autorità europea. Due settimane fa infatti, tentando di rispondere tramite un post a domande e critiche, aveva fatto sapere che la raccolta di alcuni tipi di dati atti a rilevare reti Wi-Fi è avvenuta allo scopo di migliorare le mappe. Le informazioni riguardanti le reti senza fili infatti possono essere impiegate nella pubblicità basata sulla localizzazione dei telefoni cellulari, consentendo di rintracciare via rete wireless anche la posizione degli apparecchi sprovvisti di chip GPS. Ma l'azienda ha perentoriamente affermato di non aver raccolto o archiviato dati da traffico a pagamento e che le informazioni raccolte venivano trasmesse dagli stessi utenti tramite reti non protette.
Venerdì pomeriggio (tarda serata in Europa), in un comunicato on line destinato a suscitare nuovi interrogativi circa le sue politiche sulla privacy, Google ha ammesso che le sue precedenti dichiarazioni erano sbagliate. Da un esame del software impiegato da Street View, ha scritto Eustace, è risultato che a causa di un errore di programmazione nel 2006 l'azienda ha in effetti raccolto involontariamente frammenti di dati privati dalle reti Wi-Fi non protette da password a cui le camera car erano temporaneamente connesse. L'inconveniente è occorso in Europa, negli Stati Uniti e in altre grandi città del mondo. Lo stesso Eustace ha tuttavia tentato di sminuire l'accaduto dicendo che “Google non ha mai utilizzato i dati nei suoi prodotti”, e ha specificato che essendo le auto in continuo movimento e cambiando i canali di trasmissione più volte al secondo, la raccolta ha riguardato solo frammenti di dati. Ha poi ribadito che le informazioni erano raccolte e archiviate solo quando gli utenti usavano reti decriptate e senza password.
Eustace ha informato anche che Google ha temporaneamente fermato le auto di Street View e che cesserà del tutto la raccolta di dati dalle reti Wi-Fi. Ha infine annunciato la volontà dell'azienda di distruggere i dati prima possibile in collaborazione con le autorità.
Ma le rivelazioni sulla raccolta di dati faranno prevedibilmente divampare la protesta e porteranno forse nuovi guai legali. Negli Stati Uniti infatti Google rischia l'accusa di aver intercettato comunicazioni private, in violazione delle leggi che disciplinano la materia, anche se potrebbe controbattere di averlo fatto senza l'intenzione di raccogliere o utilizzare i dati. E in Europa, dove Google ha faticato non poco per rassicurare un'opinione pubblica infastidita dalla presenza di un colosso americano intento a fotografare le proprie vie, la fiducia potrebbe ulteriormente calare.
Lo scorso mese il garante alla protezione dei dati in Germania Peter Schaal si era detto “sconvolto” dalla notizia che Google raccoglieva dati sull'ubicazione di reti wireless, e aveva invitato l'azienda a cancellare immediatamente i dati personali raccolti illegalmente e a fermare gli scatti per Street View. (Non è stato possibile contattare Schaar per un commento sugli ultimi sviluppi della vicenda).
I responsabili della tutela dei dati in Germania avevano fin dall'inizio messo in discussione la legalità di Street View, ma avevano riposto ogni obiezione dopo che lo scorso luglio Google aveva accettato di nascondere tramite sfocatura dettagli dei volti, targhe e numeri civici, consentendo ai cittadini anche la rimozione completa delle loro abitazioni dall'archivio di foto panoramiche. Da allora in centinaia hanno presentato la richiesta. Va aggiunto che alcuni politici tedeschi hanno invocato leggi per multare tutte le aziende che non cancellano le informazioni.
Marc Rotemberg, direttore esecutivo dell'Electronic Privacy Information Center di Washington, ha affermato che le notizie di venerdì “forniranno in Europa validi argomenti non solo ai garanti per la privacy ma anche a un'opinione pubblica allarmata dalla vicenda Street View molto più di quella americana.
Intanto, dando voce agli ingegneri di Google, nel suo comunicato Eustace ha scritto: “Siamo molto dispiaciuti dell'errore, ma siamo pronti a trarre il massimo insegnamento dai nostri sbagli”.
