Source text - English Philosophy is related to science in two ways: it logically precedes science: it also completes it. The scientist in his daily work is compelled to use many concepts which he cannot well stop to examine – time, space, motion, cause, number, proof, truth. He uses these ideas as a rule without any question of their meaning or applicability and, from a practical point of view is wholly justified in doing so. But unless they are really applicable, his results will be without foundation. Philosophy undertakes to examine these concepts, to define their meanings, and to consider their validity. The scientist similarly accepts without question many important general principles. He takes for granted the whole of logic; he assumes that under the same conditions nature will always behave in the same way and that observation brings us in contact with an independent material world. Here again he is practically justified. Nevertheless, these assumptions are by no means beyond question, and it is the business of the philosopher to pursue this questioning to the end. Philosophy judges the presuppositions of science.
If philosophy thus in a sense comes before science, it also comes after and completes it. Science is rendered possible only by a division of labour. The physicist confines himself to the behaviour of material things as such; the biologist confines himself to the behaviour of organisms; the psychologist to the behaviour of organisms with consciousness or mind. None of these sciences attempts to put together the results of their various researches into a consistent view of the world. This task is made over to philosophy. In the attempt to perform it, philosophy has encountered many of its classic problems.

Source text - English The opening of the Vienna Monitoring Centre on Racism (described in a separate article) signals a new phase in the efforts of the EU to strengthen democratic values and assist in managing what is now a very multicultural and multiracial European society. More than 5% of the EU population originate from outside the Union, the vast majority of whom can be classified as belonging to an “ethnic minority” in the sense that they have a different culture from the majority of the population where they live. This is in sharp contrast to the experience of immigration in Turkey and other candidate coutries.
Economic migration to the EU has slowed down but has been replaced by growing demands for political asylum and also more frequent reports of clandestine entry and residence. The situation of each EU country is different – from Ireland the only country without a significant ethnic minority or immigrant population to Luxembourg with the highest proportion (27%) of foreign workers. Six member states have a long experience of immigration from former colonies.
Policies to manage a multicultural society and protect ethnic minorities also have a long history, though now these have a new urgency, given the rise in racism. Today most emphasis is placed on positive action, to promote mutual understanding and respect for different cultures, to see in them a source of vitality for the future of Europe. Issues of employment and illegal immigration also receive more attention and this helps to reassure many of those who tend to racist attitudes.

“The New Independent States in Inner Asia and Turkey’s Policy” is a joint project between the National Policy Research Foundation – Turkey and the National Institute for Research Advancement – Japan.
This study is not a definitive history of Inner Asia, nor is it an ultimate analysis of the region from an economic and political perspective. It is a presentation of Inner Asia from the early history to the present time and covers a general outline of the political developments that might take place in the region in the near future.
The aim of this study is to provide the reader with basic information regarding the historical, linguistic, economic, political, anthropologic and sociological aspects of Inner Asia and its relations with the Republic of Turkey, in an integrated interdisciplinary and comparative approach, and thus to compile a “detailed handbook” of the region offering easy access to a wide range of essential and detailed information.
We hope that this study will be useful especially to the entrepreneurs who are eager to establish economic relations with the region, because predictions about the future, which constitute the most important determinant factor for any investment, cannot be concrete without an accurate insight into various aspects of the past. The greatest difficulties that we faced during the preparation of the text were the multi-disciplinary character of the study, the very long span of time it covered and the different geographical regions it encompassed. We tried to overcome these problems by utilizing the enormous amount of articles and URL documents (which add up to almost 40,000 pages), thanks to the literature boom regarding the region which is observed throughout the world, especially after 1990.

Source text - German Um beim Starten Fehlstarts und Verpuffungen zu vermeiden (der motorseitige Luft-/ Gasmischer wirkt wie ein Vergaser und ist sehr empfindlich auf Temperatur- und Druckschwankungen), muss bei Anforderung des Aggregates unbedingt über den ausgehenden Kontakt „Hilfsbetriebe Ein“ auch die Maschinenraumbelüftung eingeschaltet werden. Damit werden beim Starten und Hochfahren definierte Randbedingungen hergestellt und es sollten erst ca. 5 Minuten nach der Synchronisierung die Raumbelüftung bei entsprechender Temperatur vom Raumluftthermostat ausgeschaltet oder vom Netz auf den Generator umgeschaltet werden. D.h. beim Start- und Hochlaufvorgang inklusive Synchronisieren sollte es bis zum ausgeregelten Zustand keine Schaltvorgänge an der Raumbelüftung geben.
Die Maschinenraumbelüftung muss so gestaltet sein, dass über dem Motor eine gerichtete Luftströmung gewährleistet ist, damit die Oberflächentemperaturen an den oben auf dem Motor befindlichen elektrotechnischen Komponenten wie Zündspulen, Zündungsverteilerkanälen, Gebern für Klopfüberwachung, Ladedruck etc. und Stellgerät für die Drosselklappe 70°C nicht übersteigt! Ist dies nicht gewährleistet reduziert sich die Lebensdauer dieser Komponenten erheblich und kann die Störungshäufigkeit stark zunehmen. Daraus resultierende Schäden und Ausfallzeiten sind aus der Gewährleistung ausgenommen.

Erster Prozess in Bochum
Vor dem Bochumer Landgericht hat der erste Strafprozess gegen mutmaßliche Steuerbetrüger in der sogenannten Liechtenstein-Affäre begonnen. Angeklagt ist ein Immobilienkaufmann aus dem hessischen Bad Homburg. Dem 66-Jährigen wird vorgeworfen, zwischen 2001 und 2006 rund 7,5 Mio. Euro Steuern hinterzogen zu haben.
Der Angeklagte soll Teile seines Vermögens in Liechtensteiner Stiftungen angelegt und so dem Zugriff der deutschen Finanzbehörden entzogen haben. Insgesamt ermittelt die Bochumer Staatsanwaltschaft gegen rund 700 mutmaßliche Steuersünder. Der prominenteste Verdächtige ist der ehemalige Postchef Klaus Zumwinkel, der nach Bekanntwerden der Vorwürfe zurücktrat.
In der Affäre hat die Bochumer Staatsanwaltschaft bereits 110 Mio. Euro an Steuernachzahlungen eingetrieben, berichtet die "Westdeutsche Allgemeine Zeitung" unter Berufung auf Oberstaatsanwalt Eduard Güroff. Damit sei die Summe zuletzt noch einmal rapide angewachsen. Die Steuersünder zahlten das Geld, obwohl ihre Verfahren noch nicht abgeschlossen sind.
Auch die Zahl der Ermittlungsverfahren sei stark angestiegen auf jetzt 350, berichtet die Zeitung. Nach bisher 200 Razzien wie bei Zumwinkel reisen die Staatsanwälte weiter umher. Güroff: "Wir durchsuchen gerade wieder ein bisschen."
