Secretary General’s five point proposal
Secretary-General Ban Ki-moon's Five-Point Proposal for Nuclear Disarmament:
I. All parties to the Nuclear Non-Proliferation Treaty, especially the nuclear-weapon States, should fulfill its requirement to enter into negotiations on nuclear disarmament, which could focus on either a convention or framework of agreements banning nuclear-weapons.
II. The nuclear-weapon States could assure non-nuclear-weapon States that they will not be the subject of the use or threat of use of nuclear weapons.
III. Existing nuclear arrangements and agreements (e.g. a ban on testing, nuclear-weapon-free zones, and strengthened safeguards) need to be accepted by States and brought into force.
IV. The nuclear Powers could also expand the amount of information they publish about the size of their arsenals, stocks of fissile material, and specific disarmament achievements.
V. Complementary measures are needed such as the elimination of other types of WMD; new efforts against WMD terrorism; limits on conventional arms; and new weapons bans, including of missiles and space weapons.

اقتراح من خمس نقاط للأمين العام بان كي مون لنزع السلاح النووي
1- ينبغي على جميع الأطراف الموقعة على معاهدة عدم انتشار الأسلحة النووية، خاصة الدول التي تمتلك الأسلحة النووية، أن تفي ببنود المعاهدة والخاصة بالتفاوض حول نزع السلاح النووي على أن تركز المفاوضات على إبرام اتفاقيات أو صياغة أطر عامة لاتفاقات من شأنها حظر الأسلحة النووية.
2- أن تتعهد الدول التي تمتلك أسلحة نووية بعدم استخدام تلك الأسلحة أو التهديد باستخدامها ضد غيرها من الدول التي لا تمتلك السلاح النووي.
3- يجب أن تقبل جميع الدول وتطبق جميع الاتفاقيات والترتيبات القائمة الخاصة بالتسلح النووي (مثل: حظر التجارب النووية، إنشاء مناطق خالية من الأسلحة النووية،والضمانات القوية)
4- أن تنشر الدول النووية معلومات أكثر عن حجم ترساناتها و مخزونها من المواد الانشطارية وما أنجزته في مجال نزع السلاح النووي.
5- هناك حاجة للمزيد من الإجراءات التكميلية لتحجيم الأنواع الأخرى من أسلحة الدمار الشامل، كما أن العالم بحاجة إلى بذل الكثير من الجهود لمواجهة إرهاب أسلحة الدمار الشامل ولتقليص الأسلحة التقليدية ولحظر الأسلحة المستحدثة بما في ذلك القذائف والأسلحة الهجومية الفضائية
