Source text - English The Russian federal government has also commenced support operations, mainly to stabilize conditions in the financial sector. According to the finance ministry, 1.5 trillion roubles (4 % of GDP) was granted to the financial sector last year. Numerous plans exist for additional support for both the banking sector and the real economy, but precise information is not yet available as to the amounts and timing of the aid. The banking-sector aid is aimed at unfreezing the flow of credit, but so far it has not had the desired effect. However, the measures could become more effective, if the rouble stabilizes. Companies in the real sector are aided eg by tax cuts, federal government purchase orders and state guarantees, as well as by trade-policy measures. The economic effects of these aid measures will however be visible only later. Other measures in support of consumption and living standards include increases in public-sector wages and pensions as well as in unemployment compensation. The support operations are being financed largely by budget deficits and, due to the sharp fall in budget revenues because of the low price of oil, a federal-government deficit of 8 % of GDP is projected for this year. The deficit is to be financed via the oil funds and borrowing. If the deficit were financed totally from oil funds, this would eat up almost half of the funds' total assets. But it is intended that these funds should also cover the financial needs of future years.

Однако при условии стабилизации рубля меры могут оказаться более эффективными. Компании реального сектора экономики получили послабление за счет сокращения налогового бремени, предоставления госзаказов и государственных гарантий, а также за счет коррекции торговой политики. Однако экономический эффект этих мер будет заметен позднее. К другим мерам по поддержке уровня потребления и материального благосостояния относятся повышение зарплат в государственных учреждениях, повышение пенсий и выплат безработным. Все эти действия финансируются в основном за счет бюджетного дефицита и, ввиду резкого падения доходов бюджета на фоне снижения цен на нефть, дефицит федерального бюджета в этом году составит примерно 8% ВВП. Дефицит будет финансироваться за счет нефтяных фондов и заимствований. Если бы дефицит бюджета финансировался только из средств нефтяных фондов, почти половина всех активов фондов была бы истрачена. Но предполагается, что эти фонды должны будут удовлетворять потребность в финансовых ресурсах и в ближайшие годы.

Source text - English METI: Global Petchem Demand to Advance in second Half
The Ministry of Economy, Trade, and Industry in Japan (METI; Tokyo) says that according to a study done by the Chemical Division of METI’s Manufacturing Industries Bureau, global demand for petro¬chemical products is expected to pick up in and after the second half of 2009, as the world economy will see some recovery. The panel studied the trends in global demand for and supply of petchem products such as ethylene and propylene derivatives and aromatic products, up to 2013. There will be notable demand growth in Asia during 2009-2013, where on an average estimated basis, demand for ethylene derivatives will grow at 5.7%/year, equivalent to a total of 10.37 million m.t. of ethylene, and at 5.4%/year for propylene deriva¬tives. Growth is expected to continue strongly, particularly in China, at 7.4%/year for ethylene derivatives, equivalent to a total of 6.86 million m.t. of ethylene, and at 7.8%/year for propylene derivatives. The study also says that the capacity to produce petchem products is expected to substantially increase principally in the Mideast by 7.2 million m.t. of ethylene equivalent in 2009, and China by 3.3 million m.t. of ethylene equivalent in 2009. If all capacity increases are put into operation as projected, there will likely be excess supply capacity on a worldwide basis, METI says.

В исследовании рассматриваются мировые тенденции динамики уровня спроса и предложения на нефтехимические продукты, такие как производные этилена и пропилена и ароматику до 2013 года. В 2009-2013 гг. в Азии прогнозируется значительное увеличение спроса, при этом спрос на производные этилена будет расти в среднем примерно на 5,7%/год (прирост составит примерно 10,37 млн. т этилена), а спрос на производные пропилена будет расти на 5,4%/год.¬ Ожидается серьезный рост, особенно в Китае, производных этилена - на 7,4%/год (прирост составит 6,86 млн.т этилена), и рост рынка производных пропилена - на 7,8%/год. В исследовании также говорится, что в 2009 году мощности по производству нефтехимических продуктов будут значительно расти, в основном на Ближнем Востоке (примерно на 7,2 млн. т эквивалента этилена), и в Китае - на 3,3 млн. т эквивалента этилена. Если все проекты по расширению мощностей будут реализованы согласно планам, в мире скорее всего появится излишек мощностей, отмечает METI.

5.2 LICENSOR represents, to the best of its knowledge and belief, that:
5.2.1. the preparation of TECHNICAL INFORMATION by LICENSOR and
5.2.2 the practice of the PROCESS by LICENSEE does not infringe any third party’s valid patents in the world. LICENSOR is however, unfamiliar with the patent situation within the Russian Federation, but, to the best of its knowledge and belief, the practice of the PROCESS by the LICENSEE will not infringe any valid patents filed within the Russian Federation.
5.2.1 There is no action, suit or claim of any kind either pending or threatening, for infringement or revocation of rights pertaining to the PROCESS.
5.2.3 The use and sale of PRODUCT does not infringe any third party’s valid patents in the world.

I take special pride in having worked for SIBUR -- Gazprom subsidiary and the leader of petrochemistry in Russia and Eastern Europe. SIBUR operates over 30 plants in 20 regions of Russia and produces 2,000 products including hydrocarbons, synthetic rubbers, plastics and polymers, mineral fertilizers and tyres.
As an in-house translator and interpreter I translated close to 1 mln words or 4,000 pages both technical and legal documentation: specifications, MSDS, production process descriptions, engineering and equipment, catalysts, REACH regulations, ECHA news, license agreements, market overview, investment projects, ROI analysis, etc.
In addition to a 4 year SIBUR employment, my experience in the petroleum industry was greatly enlarged thanks to employment in a pipe production company Gazpromtrubinvest.
I am an advanced PC and Trados user and most of my computer skills come from a 2 year employment in a web development company Stork. Close cooperation with programmers and US content managers gave me an insight to this industry and taught me PC and web surfing tips that are essential in any translator's daily work.
I endorse ATA and ITI code of ethics and always strive to implement the Continuing Professional Development (CPD) guidelines. Thus, I took several courses on Technical Translation organized by the Union of Translators of Russia, a few courses on Legal Translation and some training on general translation practices, TRADOS advanced, and basics of environment management systems (one of the areas of expertise).
