Source text - English RESEARCH, MONITORING & EVALUATION
9. Coordinate and conduct research on ongoing “collective action” approaches in different socio-cultural settings (the “build the ship as we are sailing” approach). This study has shown that information-education-communication (IEC) and BCC interventions targeted at individuals and couples need to be combined with community level interventions which aim at changing certain social and sexual norms. There is currently little understanding if and how “collective action” (or additive) approaches like community and social mobilisation programmes and peer education activities work. Research would help to design better SCC activities that are culturally sensitive, empowering, based on prevailing social and gender identities, and harness positive forces in the response against HIV (“facilitating factors”). It is important that anthropologists or social psychologists are part of the multidisciplinary research teams.
10. Conduct research studies to fill important data gaps to enable better planning and evaluation. This study found important data gaps on the general population and specific populations living in risk contexts (see data gaps listed in section 3.5). Bio-behavioural studies for general population as well as subpopulations need to be conducted and repeated at regular intervals. Size estimations and HIV prevalence data on most at risk populations (MARPs) like sex workers (SW), injecting drug users (IDUs) and men having sex with men (MSM) are required to understand different populations’ contribution to incidence and prevalence. Bio-behavioural data on different risk populations will enable the country to better use the incidence model to estimate where new infections arise. Improved data on MARPs will also support advocacy and programme design for these populations.
11. Strengthen the national M&E system at provincial and central level. The prevention review (chapter 4) has shown the need to further strengthen collection of programme activity data at implementer level and coordinated and harmonized reporting by all partners. The KYR data collection did not include the public health sector, but the review of MOH programme reports also demonstrated that continuous investment is required to ensure timely availability of complete and quality health sector data. There is a clear need for capacity building on analysis, interpretation and use of data at all levels of the M&E system (the review found for instance that there were different coverage and target figures for some of the indicators in different official reports). The future implementation of the new multi-sectoral costed M&E action plan as well as the recent development of routine data collection systems will address many of these issues. One potential function of the M&E system is to identify useful operational research by analysing routine data from biomedical interventions (for example, addressing the question on how to keep ART patients on treatment, or why mothers leave ARV treatment started during pregnancy after they deliver).

English to Portuguese: Políticas dos Recursos Humanos baseadas na evidência. A contribuição dos Observatórios dos RHS General field: Other Detailed field: Government / Politics
Source text - English The critical importance of strengthening health workforce as a strategy to improve the performance of health services system has been recognized.
The need for better data and information to inform policy development led to the creation of observatories to collect and analyze data on health workforce and to advocate and make proposals for more rational approaches to its development.
The paper presents a brief overview of the “movement” of HRH Observatories, what they are, how they are organized, what is their intended and actual contribution to policy-making, what lessons can be learned from experiences in the various regions, what are conditions for success, and what are the challenges which they face in pursuing their objective of shaping national, regional, and global HRH agendas.
What makes an HRH observatory is defined by its origin, governance and organizational arrangement, functions, resources, actions involved and tools developed. HRH observatories rapidly developed in Latin America, especially in Brazil (1999) and then disseminated to Africa (2005), Eastern Mediterranean regions (2006), and now to South and East Asia WHO region. In North America and in the Western Pacific region, although there are no observatories, some institutions pursue typical objectives of observatories. These are to inform, and sometimes evaluate, policy-making.
In order to do that, Observatories collect, analyze and disseminate data and information on the health workforce and the labor market, conduct applied research and produce knowledge, contribute to policy development, contribute to building capacity and understanding of HRH issues and advocate/ facilitate the dialogue between stakeholders.
At present, not all observatories cover all these functions. To accomplish their objectives, observatories use a range of strategies and tools, such as dedicated websites, HRH databases, technical publications, discussion fora, technical meetings and policy dialogues.
Observatories vary greatly according to the volume and source(s) of funding and overall resources available.
The effectiveness of observatories is difficult to assess, but there are indicators of impact and output that can be used (e.g., involvement in workforce planning mechanisms and approaches, commissioned work from key stakeholders, etc).

Source text - English Health is not merely the absence of a disease. Health is well-being. Health implies being in the best possible physical and psychological state. Consequently, access to information and sanitation facilities is essential, but so are living conditions, the impact of specific circumstances and the environment, nutrition, etc. The education sector contributes to the human well-being by providing information on healthy living to male and female students and teachers alike. On one hand, it offers knowledge regarding biology and health; on the other, it provides the capacity and opportunity for individuals to use their knowledge to adopt a stable, mindful, and autonomous lifestyle.
Human Rights represent the "highest attainable standard of physical and mental health," as formulated by the UN in the 1966 International Covenant on Economic, Social and Cultural Rights (Art. 12) and adopted by the vast majority of the world's states. Naturally, there cannot be a "right to be healthy," as illness and disability are part of human life. Such a right could lead to the exclusion and discrimination of individuals facing physical and/or psychological challenges.
