Source text - English Alright, here's a rough guide to creating an animated gif from a video using the free programs below. This tutorial is not only intended to show you how to get the end result, but to be able to apply the same technique to videos other than the sample video provided.

Step 1 - Convert the file to a usable format
The programs I use to create animated gifs accept only avi and mpg/mpeg files. If your source video is any other format, or is unreadable by these programs, you will need to convert it. A simple way to test this is to open up the relevant copy of VirtualDub (VirtualDub-MPEG2 if it is an mpg file or VirtualDub 1.7.1 if it is an avi) by double-clicking VirtualDub.exe and attempt to open the source file. This can be done through the File menu or by simply dragging your movie into the window. If the video loads and you see the first frame, you can skip to Step 2. If the first frame says "Warning: Nothing to ouput Bframe decoder lag," it is still useable and you can skip to Step 2. If any other error is shown, you will need to convert it.
**Note, if the source video needs to be converted and it is of a large size (300mb ), I highly recommend first cutting out the portion which you intend to animate. This will make the conversion process go along much quicker as you only will need to convert a fraction of the video rather than the entire length, which can take hours depending on the size. As there are many different types of formats, it would be impossible to list all the programs that are able to do this. I recommend going to www.videohelp.com and searching for a program that will allow you to edit your file.
Open SUPER. Drag your file into the panel highlighted in red:
Next choose your Output Container, Video Codec and encoder (you can disable audio as we won't be needing it). Honestly, I really don't know all that much about "optimizing" a file so I usually end up experimenting with all sorts of video codecs and video settings until I get a file that most closely mimics the quality of the original and works in VirtualDub. There is also a basic guide to using SUPER that you can reference for more information.
Once you have picked your settings, right-click anywhere, select "Output File Saving Management" and select the folder you wish to save the file to.
For the sake of this tutorial, I've prepared a video that you can work with to see how you would do the rest of the steps. You can find it here. If, when opening it, you get no picture, you need to download and install the Xvid codec.
Step 2 - Convert the video to images
Start VirtualDub 1.7.1 and open Jones.avi by either dragging it into the window or opening it through File -->Open Video File. Your window should look something like this (it may show more frames if it is larger):
In order to convert the video to images, VirtualDub needs to be in Full Processing Mode and uncompressed. To double-check these settings, go to Video and make sure the dot is next to Full Processing Mode. Next, go to Video-->Compression and make sure "Uncompressed RGB/YCbCr" is selected in the left panel, as shown below:
Once the settings have been verified, we can export the image files. First though, a folder needs to be created on your hard drive to hold the image files about to be exported. On your hard drive, create a folder and name it "Tutorial." Once you have created a folder, click on File --> Export --> Image Sequence. You should see the following window:
Enter "Jones" as the filename and enter "3" for minimum number of digits. Click on the elipses button next to the "Directory to Hold" field and select the Tutorial folder you just created. Select JPEG as your output format and set quality to 100. Press "OK". You should now have 338 images in your Tutorial folder.
Step 3 – Crop and resize the images
Once the images have all been exported, minimize VirtualDub and open the image Jones000 in Irfanview. Press and hold the right arrow key on your keyboard and you can see a rough estimate of how the animation will look. Of course, for most purposes this animation is too large so we'll need to crop and/or resize it.
When going back and viewing Jones000 again, you'll notice that a lot of the field is being shown. Because the point of a gif is to show action, it might help to try to crop the view to just the play/players we want to see. Click and drag a box around just the players on the field; as you are doing so, notice that the X and Y coordinates of the box are shown in the title bar of Irfanview, along with the dimension in pixels. Once you have completed the box, click on File --> Batch Conversion/Rename. You should see a window similar to this
Click and drag the window until you are able to see the the dimensions in the title bar of the previous window. Next, under "Output directory" click "Browse" and find your Tutorial folder. Press "Ok." Now, because we want to save these cropped images in a seperate folder, we need to create one. To do this, simply type "Cropped" after the backwards slash which follows "Tutorial". The new folder will be created once we start the conversion. Under Work as: select "Batch Conversion." Under Batch Conversion Settings make sure JPG - JPEG Format is selected. Click the Options button to the right, set the Save Quality to 100 and make sure all checkboxs are unchecked. Next, check the checkbox next to "Use advanced options" and click on "Set advanced options." You should see a window similar to this:

Paso 1: Convertir el archivo a un formato accesible
Los programas que yo utilizo para crear gifs animados solo aceptan archivos avi y mpg/mpeg. Si tu vídeo original tiene otro formato o estos programas no pueden leerlo, tendrás que convertirlo. Para comprobarlo de forma sencilla, abre la copia correspondiente de VirtualDub (VirtualDub-MPEG2 si es un archivo mpg o VirtualDub 1.7.1 si se trata de un avi) haciendo doble clic sobre VirtualDub.exe e intenta abrir el archivo original, bien a través del menú archivo (File), bien arrastrando simplemente la película a la ventana. Si el vídeo se carga y puedes ver el primer fotograma, puedes avanzar hasta el Paso 2. Si en el primer fotograma aparece “Warning: Nothing to output Bframe decoder lag” (aviso que te indica que el códec que estás utilizando no soporta los fotogramas B) sigue siendo accesible y puedes saltar al Paso 2. Si se muestra cualquier otro error, tendrás que convertirlo.
**Nota: si es necesario convertir el vídeo original y este tiene un tamaño grande (30 MB ), recomiendo encarecidamente cortar en primer lugar el fragmento que quieras animar. Esto acelerará bastante el proceso de conversión, ya que solo necesitarás convertir una fracción del vídeo y no el vídeo completo, (caso que podría necesitar horas dependiendo del tamaño). Al existir numerosos y diferentes tipos de formatos, sería imposible enumerar todos los programas disponibles para realizar esta tarea. Recomiendo visitar www.videohelp.com y buscar un programa que os permita editar vuestro archivo.
Abrimos SUPER. Arrastramos el archivo al panel del recuadro rojo:
A continuación seleccionamos Output Container (formato de salida), Video codec (códec de vídeo) y encoder (codificador). Podemos desactivar el audio, ya que no lo vamos a necesitar. A decir verdad, no sé realmente mucho acerca de la “optimización” de un archivo, por lo que suelo acabar experimentando con todo tipo de códecs de vídeo y opciones hasta que consigo un archivo que se acerque lo máximo posible a la calidad del original y que funcione en VirtualDub. Para obtener más información, también se puede consultar una guía básica para usar SUPER.
Una vez se escojan las opciones, hacemos clic con el botón derecho en cualquier parte, selecciona "Output File Saving Management" (opciones para guardar el archivo de salida) y elegimos la carpeta en la que deseamos guardar el archivo.
Para este tutorial he preparado un vídeo con el que podemos trabajar para ver cómo se harían los pasos restantes. Se puede encontrar aquí. Si no se obtiene ninguna imagen al abrirlo, habrá que descargar e instalar el códec Xvid.
Paso 2: Convertir el vídeo a imágenes
Iniciamos VirtualDub 1.7.1 y abrimos el archivo Jones.avi, bien arrastrándolo a la ventana, bien abriéndolo a través de File Open Video File (Abrir --> Abrir archivo de vídeo). Vuestra ventana debería parecerse a esta (puede que presente más fotogramas si es más grande):
Para convertir el vídeo a imágenes, VirtualDub necesita estar tanto en Full Processing Mode (modo de procesamiento completo) como en uncompressed (descomprimido). Para volver a verificar estos ajustes, ve a Video y asegúrate de que Full Processing Mode está marcado con un punto al lado. A continuación, ve a Video Compression (Vídeo Compresión) y asegúrate de que la opción “Uncompressed RGB/YCbCr” está seleccionada en el panel de la izquierda, como se muestra en la siguiente imagen:
Una vez verificadas las configuraciones podemos exportar los archivos de imagen. Paso 3: Recortar y reajustar las imágenes
Una vez se han exportado todas las imágenes, minimizamos VirtualDub y abrimos la imagen Jones000 en Irfanview. Dejamos pulsada la tecla derecha del cursor del teclado para hacernos una idea de cómo será la animación. Evidentemente, esta animación es demasiado extensa para la mayoría de los casos, por lo que necesitaremos recortarla y/o reajustarla.
Al volver y ver Jones000 otra vez, se puede apreciar que aparece una gran parte del campo. Dado que el objetivo de un gif es mostrar la acción, cortemos la visión solo al juego/jugadores que queramos ver, ya que podría ser de ayuda. Hacemos clic y arrastramos un recuadro sobre los jugadores en el campo. Mientras se hace esto, nos fijamos en que las coordenadas X e Y del recuadro se muestren en la barra de título de Irfanview, junto con la superficie en píxeles. Cuando hayamos terminado el recuadro, clicamos en File Batch Conversion/Rename (Archivo Conversión por lotes/Renombrar). Debería aparecernos una ventana como la siguiente:
Clicamos sobre la ventana y la arrastramos hasta que se puedan ver las dimensiones en la barra de título de la ventana anterior. A continuación, bajo “Output directory” (directorio de salida) hacemos clic en “Browse” (Buscar) y buscamos la carpeta Tutorial. Pulsamos "OK". Ahora, dado que queremos guardar estas imágenes modificadas en una carpeta diferente, necesitaremos crearla. Para ello, tecleamos simplemente "Recortadas" tras la barra invertida después de “Tutorial". La nueva carpeta se creará una vez que iniciemos la conversión. Bajo Work as: (trabajar como) seleccionamos “Batch Conversion” (conversión por lotes). Bajo Batch Conversion Settings (Configuración de conversión por lotes) nos aseguramos de que el formato seleccionado sea JPG-JPEG. Hacemos clic sobre el botón de Options (opciones) de la derecha, marcamos la calidad del archivo guardado (Save Quality) en 100 y nos aseguramos de que todas las casillas de verificación están desactivadas. 1. OBJETIVOS
El principal objetivo del curso es mejorar las habilidades orales y escritas de los estudiantes. Se adquirirá práctica oral por medio de pequeños debates dirigidos, comentarios de textos y repasos gramaticales. Se adquirirá práctica escrita por medio de la elaboración de tareas y una composición escrita.
2. FORMATO DE LAS CLASES
En las clases se practicarán las diferentes destrezas lingüísticas de un modo activo y participativo. La participación en clase y la preparación de las tareas serán tenidas en cuenta para la evaluación.
Composición: los estudiantes deben escribir UNA composición a lo largo del curso (15% de la nota final) de DOS páginas, a doble espacio. Se debe trabajar en ella individualmente; La composición se evaluará así: 50% contenido y organización; 50% gramática y vocabulario.
3. EVALUACIÓN
Habrá UN examen parcial al final de la primera semana de clase y UN examen final (25% y 30% de la nota final respectivamente) sobre el material presentado en clase al final del curso. Además, en este tipo de cursos, el trabajo diario (entregar las TAREAS a tiempo) y una participación activa en clase son muy importantes y cuentan como el 3o% de la nota final. La participación consiste en expresar ideas sobre los temas discutidos en clase, trabajar en equipo o en pareja de forma activa, mostrar interés y ser puntual.
La asistencia a clase es obligatoria, una falta sin justificación (solo y únicamente del médico) supondrá un suspenso en la asignatura.

SPAN 2501-ADVANCED SPANISH, INTENSIVE COURSE – 30 hrs

1. OBJECTIVES
The main objective of this course is to improve the students’ linguistic skills (both oral and written ones). Oral practice will be acquired by means of small debates, commentaries, and grammatical reviews. Written practice will be acquired through doing assigned homework and a written composition.
2. CLASS FORMAT
The different linguistic skills will be practiced in class in a active and participative way. Class participation and homework preparation will be taken into account for the evaluation.
Composition: students should write ONE composition throughout the course (15% out of the final grade) of ONE page and a HALF length. Students must work on this composition individually; the teacher establishes office hours in order to help students. The composition will be valued like this: 50% content & organization; 50% grammar & vocabulary.
3. EVALUATION
There will be A midterm exam (25% out of the final grade) at the end of the first class week & A final exam (30% out of the final grade) about the materials seen in class at the end of this course. Besides this, in this kind of courses, both daily work (handing in homework on time) and active class participation are very important (30% out of the final grade). Participation consists of expressing ideas about the topics seen in class, teamworking or working in pairs actively, showing interest, and being punctual.
University policy demands from its students compulsory attendance. One unjustified absence will mean to fail this subject. There’ll only be considered justified absences those which have a note in order from your doctor.

Monday: Presentation & introduction to the course
Unidad 1 / Volver a empezar.
Greetings & introducing oneself, providing personal information, expressing likes, interests, feelings, objectives, and wishes. Value. Use of the indicative, porque y para, exclamatives.
Tuesday: Unit 2/ Nos conocemos mejor
Asking & answering about past experiences. Asking & giving information about precise facts and events in the past, expressing knowledge, ignorance, surprise before a tale. Uses of pretérito perfecto (present perfect), indefinido (past simple) & imperfecto (used to). Use of some verbal periphrasis: llevar¬ gerundio, seguir gerundio, llevar sin infinitive.
Wednesday: Unit 3/Así somos, así éramos
Physical description, comparing, mentioning skills, expressing one’s opinion, expressing agree or disagree. Use of relative clauses (non-defining & defining), absolute and relative superlative, apocopated forms of bueno, malo y grande. Quantifiers.
Thursday: Unit 4/Nos cambiamos de piso
Housing description, telephone conversation, offering help, asking for in a polite way, expressing obligation, asking for & giving advices, some uses of Conditional sentences, ser y estar, conditional simple.
Friday: 16th January: Review, doubts, and questions
Midterm exam (90’)
From 19th to 23rd January:
Monday: Unit 5 / Cosas de casa
Defining, describing, and talking about home furnishings and items’ usefulness. Prepositions in relative clauses. Word formation, positive affirmative, direct & indirect object pronouns.
Tuesday: Unit 6 /Nueva casa, nueva vida
Proposing an activity, accpting & rejecting an invitation, talking about future events. Temporal & cause clauses.
Wednesday: Unit 7 / ¿Qué te pasa?
Describing physical appearance and moods, advising or recommending, warning on danger, expressing relief, wish, encouraging someone, reacting to a story about an accident. Presente de subjuntivo (Present Subjunctive forms), negative imperative.
Thursday: Unit 9/ ¿Qué hacemos este fin de semana?
Talking about plans & intentions, asking for information about shows and events, showing self-confidence, doubtful. Expressing different degrees of chance. Additional uses of the subjunctive form.
Friday: 23rd January: Review, doubts, and questions.

AND SUPPORT FORCES (HQ STRIKFORNATO)
The Minister of Defence of the French Republic
having decided the participation of its armed forces in the organization, financing, administration and
manning of Headquarters NATO Naval Striking And Support Forces,
considering the overall NATO/PfP Operation/exercise Concept within NATO doctrine, and desiring to
participate in the arrangements with respect to the Headquarters NATO Naval Striking And Support Forces,
Supreme Allied Powers Europe (SHAPE) and all Contributing Nations relating to the support of such
deployable headquarters,
ELECTS TO ACCEDE TO, TO PARTICIPATE IN AND TO ABIDE BY THE PROVISIONS ARRANGED IN:
the memorandum of Understanding (MOU) which entered into effect on XX October 200X.
The provisions of this memorandum of understanding are not aimed at questioning the denunciation of the
Paris Protocol on the Status of International Military Headquarters, dated XX August 19XX, decided by
France on XX March 19XX.
The NATO strategic commands and their subordinate commands are not entitled to use their legal capacity
on behalf of France. Thus, international commitments taken by the strategic commands do not legally bind
the French Republic, unless provided otherwise by this Party.
This addendum is done in English and French versions, both texts being equally authentic. The United
States of America representative at U.S. European Command (USEUCOM J5) is the custodian of the MOU,
as the lead nation for STRIKFORNATO, and of this addendum and provides certified true copies for each
signatory.

de los Cuarteles Generales Militares Internacionales con fecha del XX de
Agosto de 19XX y que decidió Francia el XX Marzo de 19XX.
Por tanto no se les permite a los comandos estratégicos y subordinados de la
OTAN usar su capacidad jurídica a favor de Francia. De este modo, los
compromisos internacionales aceptados por los comandos estratégicos no
obligan de manera legal a la república francesa a no ser que este mismo
Partido así lo disponga.
Tanto la versión inglesa como francesa de este addendum son igualmente
auténticas. Los Estados Unidos de América, representantes de El Mando
Europeo de los Estados Unidos (United States European Command o
5EUCOM J5) custodian el MOU, como país que lidera STRIKFORNATO así
como también de este addendum, y remitirá copias certificadas originales
para cada firmante.

Source text - English What are Borrowing Arrangements, and how do they work?
• Quota subscriptions from member countries are the IMF's main source of financing, but the IMF can supplement its resources through borrowing if it believes that its current resources might fall short of member countries' financing needs.
• Through two agreements—the General Arrangements to Borrow (GAB) and the New Arrangements to Borrow (NAB)—a number of member countries and institutions stand ready to lend additional funds to the IMF.
• The NAB currently comprises credit arrangements with 26 members and institutions for a total amount of SDR 34 billion (equivalent to $51 billion). Commitments for an expanded and more flexible NAB are expected to be forthcoming in the near future.
• The IMF has in the past also temporarily supplemented its resources through bilateral borrowing agreements. A recent example is the IMF's new loan agreement with Japan.

*La primera fuente de financiación del FMI es a través de las suscripciones de cuotas de los países miembros. 5.5 In the case where a Bidder is, or proposes to be, a joint venture or other association (a) all members of the joint venture or association must satisfy the legal, financial, litigation and other requirements set out in this Bidding Document; (b) all members of the joint venture or association will be jointly and severally liable for the execution of the Contract; and (c) the joint venture or association will nominate a representative who will have the authority to conduct all business for and on behalf of any and all the members of the joint venture or the association during the bidding process and, in the event the joint venture or association is awarded the Contract, during Contract performance.
Conflicts of Interest
5.6 A Bidder shall not have a conflict of interest.
All Bidders found to have a conflict of interest shall be disqualified, unless the conflict of interest has been mitigated and the mitigation is approved by LEO.
The Employer requires that Bidders and Contractors hold the Employer’s interests paramount at all times, strictly avoid conflicts of interest, including conflicts with other assignments or their own corporate interests, and act without any consideration for future work.
Without limitation on the generality of the foregoing, a Bidder or Contractor, including all parties constituting the Bidder, or Contractor and any subcontractors and suppliers for any part of the Contract, including related services, and their respective personnel and affiliates, may be considered to have a conflict of interest and (i) in the case of a Bidder may be disqualified or (ii) in the case of a Contractor, the Contract may be terminated if they participate in more than one Bid in this process; participation by a Bidder in more than one Bid will result in the disqualification of all Bids in which the party is involved; however, this provision does not limit the inclusion of the same subcontractor in more than one Bid.

Conflictos de interés
5.6 Un Licitador no tendrá conflictos de interés.
Todo licitador que se descubra con un conflicto de interés será descalificado, a no ser que el conflicto de interés se haya atenuado y dicha atenuación se apruebe por LEO.
El Empleador solicita que los Licitadores y Contratistas mantengan primordialmente los intereses del Empleador en todo momento, evitando de forma estricta los conflictos de interés, ya sean conflictos con otras funciones o con sus propios intereses corporativos, y que actúen sin contraprestación alguna para trabajos futuros.
Sin perjuicio de lo mencionado anteriormente, un Licitador o Contratista, incluyendo a todas las partes que constituyen al Licitador, o al Contratista así como a cualquier subcontratista y proveedores de cualquier parte del Contrato, incluyendo servicios relacionados así como su respectivo personal y afiliados... Pueden considerarse que tengan un conflicto de interés y que (i) en el caso de que el Licitador sea descalificado o (ii) en el caso del Contratista, el Contrato puede rescindirse si se participa en más de una Oferta en este proceso; la participación de un Licitador en más de una oferta, resultará en la descalificación de todos los Licitadores cuya parte esté involucrada; sin embargo, esta disposición no limita la inclusión del mismo subcontratista en más de una Oferta.
