Just ISP.
ISP to my knowledge stands for Internet Service Provider, so adding an extra "provider" would be incorrect.
Or you could use the full Internet Service Provider.

I think there might be two reasons that the text uses two different terms. Either it's for variation (my guess) or because the term tjänsteleverantör refers to a company that provides more than just Internet (like Virgin, my cable operator, which provides Internet, TV, telephone, mobile, etc).
To be on the safe side, I would go with "Service provider" for "Tjänsteleverantör" and "ISP" (possibly spelling it out the first time as Tim suggested) for "Internetleverantör".

And it says (in providing context and a definition) "tjänsteleverantörer (de skulle även kunna benämnas outsourcingleverantörer eller Service Providers)."
So both of these terms can't be ISP, as the text makes a distinction between them.

I understand that the translation for ““Internetoperatörer” is universally accepted as ISP, but perhaps here some specific technical difference applies.
