I'm translating a report on a fire incident, and the word "avlösning" is used many times. According to Wikipedia, Avlösning is "a change (where one worker or officer on duty replaces another)"
I translated it as "staff exchange" , and I am interested to hear your opinions.

Efter att avlösnings skett i sektorerna och ny preliminär avlösnlngsplan gjord överlämnas räddnlngsledarskapet till AK.

Looks like this has to do with firefighting, and I get your term in that context a lot. I'd say that firefighters are not 'staff.' I get a lot of hits for these guys being called 'crews' - as in the wikiP pages. You can search "crew" + "firefighter"
Avlösning is a fun Swe word, used in a variety of contexts but for this I found a reference using my suggestion. ( https://assets.publishing.service.gov.uk/government/uploads/... ) See p. 52 where they also conveniently mention 'Incident rotation plans' for 'prolonged or difficult incidents.'
Something about the excessive Swe summer this year?

A quick look at the rules applying to work hours for these extraordinary situations tells me it wouldn't be an easy translation
