In Sweden, all governmental authority is derived from the people.
There are all kinds of variations, however I would suggest that
"All governmental authority is derived from the people." is the closest to the actual meaning (and I have added "In Sweden," per Tom Thumb's closely read reading).
Also it shold be noted that it would be possible to substitute "the citizens of the State" for "the people," however that might be adding too much.
