: The word "excercise" seems strange in this context. The expression can have 2 meanings: it either says that the person in question is an artist and does his thing for a living, or it refers to the actual artistic performance.

Just a guess, but I wonder if it has anything to do with insurance for a practising artist. In a similar vein, some countries grant tax exemption for practising artists.
