I am not looking for a literal translation; I am wondering if we have a good English equivalent to the metaphor that is being used here. It appears in an article about the discussions over who will fill vacant cabinet positions in Washington D.C. Thanks.

My interpretation (from the limited context) is that this refers to political observers who are watching to see which "hawks" (hardline politicians in favour of aggressive foreign policy) will be appointed to which government positions. 'Field day' just means 'a time of exciting events'.

hawk watchers - looking for hawks

'In Washington it is the days of the hawk watchers', as in looking for political 'hawks' that may take positions in the cabinet. Was this the type of explanation you were looking for?

circling vultures

Circling vultures is fairly close (and American) expression if you want to keep a bird allusion.

scouting for hawks - hawk scouts

Definitely got to have hawks in there! As this has to do with trying to find people to fill cabinet posts I quite like "scouting" (for spana) - makes me think of talent scouts, but that might be a UK based cultural reference. Hawk scouts... eagle scouts (are they a US thing)?????

Time to send out the hawk scouts/time for scouting for hawks (if you don't want to get stuck with "days of...").
