as i have never heard the word junk character, in the context I'd only leave as character

Min gissning är att det syftar på tecken som i och för sig kan skrivas men som ofta inte har någon visuell representation i olika gränssnitt (och därför inte syns), t.ex. de första trettiotvå ASC II-tecknen.
