1. I think "wage" is preferable in English when speaking of a minimum, as the connotation of "salary" is more professional/white-collar. The term "minimum wage" is deeply rooted in usage (87 million Google hits vs a half-million for "minimum salary").
2. I go for "statutory" as having a bit more legalese tone than "legal" (valga la aparente contradicción).
3. As far as the word order, I was all set on "statutory monthly minimum wage" which made the most sense to me, and seemed most logical, as well as having a high frequency (nearly 100,000 Google results, more than the other main possibilities I could think of). Among other things, it makes clear that 'legal' or 'statutory' needs to come first, not 'minimum':
"statutory minimum monthly wage" 95,000
"minimum statutory monthly wage" 7,000
"legal minimum monthly wage" 77,000
"minimum legal monthly wage" 6,000
"legal minimum monthly salary" 43,000

For some reason, though, it popped into my head (or ear) that a more apt order might be "statutory monthly minimum wage" which follows not the legal logic, but rather, perhaps, that of colloquial speech- 'minimum wage' is a solid unit, modified by 'monthly', then 'statutory' around the whole thing. In any case, this one turns to be a pretty big catch:
