@Asker You need to recognise and maintain a clear distiction between the 'legal' and 'psychiatric' concepts here.
'libertades civiles' refers to the legal concepts ('incapacity/incompetence' in this question), not to the medical/psychiatric concepts of 'derangement', mental illness', 'insanity'.

enajenado means deranged, and in this context is used with the verb declare
Example sentence:
