Matriz is usually referred to as where something starts or its origin. Therefore, it may be the "green foundation" you are referring to.

Assuming that "el complejo se implanta" refers to the construction of some type of living or commercial space in a developing urban or suburban area, then "matriz verde" refers to an urban/suburban development approach in which green spaces are set aside in the name of quaiity of living and environmental concerns.

A green belt / greenbelt normally surrounds a city and is left undeveloped aside from trails and less intrusive constructions, perhaps including important water sources such as wetlands, estuaries, streams, rivers, etc. As the complex is being developed alongside or on the matriz verde, a greenbelt is probably not what we are referring to here.

If, rather, the matriz verde refer to contiguous strips of land running throughout the city and often allowing pedestrian or cyclist traffic throughout the city, akin to the "Emerald Necklace" designed by Olmstead in Boston, then we are referring to a greenway.

Finally, if the matriz verde refers a combination of greenways and larger recreational parks and/or reserves or simply parks throughout an urban or suburban setting, then we are referring to a park system (including greenways in its definition.
