¿Que quiere decir "Jenru"? ¿Se trata de parte del número, de una abreviación o del nombre de un registro?

(Actually I am translating into German and in Germany you need such a document if you want to marry. For people from countries where that is not usual, a declaration on oath can serve as a substitute.) Thus, "declaration on oath" actually is the kind of document, and "jenru" must be something specific for Colombia - a code or a type of register, there's probably no translation. The same code or name is mentioned on the respective apostille.

What kind of declaration are we talking about? That might provide a clue. And is it upper or lower case?
