Как лучше перевести термин "объект оценки" в следующем контексте:
"Тем не менее, практический и законодательный опыт применения экологической оценки для разработки региональных планов и программ в значительной степени сформировали современную концепцию объектов оценки"
Под "объектами оценки" стратегической экологической оценки понимаются планы и программы развития, и "объектами оценки" environmental impact assessment являются проекты развития. Прямая калька "assessment objects" мне не сильно нравится, интересно мнение носителей языка.

Simply "what needs to be assessed" appears in lots and lots of documents about environmental impact studies. Google /"environmental impact" "what needs to be assessed"/ for examples.
Here, in case you want to be more specific (because "what" could mean "what aspects", as in water pollution, topsoil disturbance, atmospheric emissions, etc.), the alternative in brackets might work better. I was going to say "what types of facilities and areas", but you said it's definitely "projects", so that should be OK.
