While we need to be careful with motor windings (they are indistinguishable from magic), I'll venture to bet that the article involves an AC induction motor with partial-phase windings. If that is the case, each pole group will have a pair of windings separated in phase by 180 degrees (half-hase windings). Each winding will consist of several coils. Normally, all coils in a winding will be wound with the same wire, so the winding will have only two ends. These ends, as the instructions seems to tell us, must be routed to the same side of the stator.
A similar terminology will be used if it is a step motor, except it will then be more logical to say, "half of a phase winding" than "half-phase winding". Similiraly, "half-winding" may be the term used to denote center-tapped windings in a slow-start induction motor. But without further details, I am rather more convinced the subject is half-phase windings, such as described here: http://www.ntpo.com/patents_electronics/electronics_7/electr...

Особенностью схемы "зигзаг" является то, что каждую фазу обмотки разделяют на две равные части (полуфазы), которые располагают на разных стержнях магнитопровода и соединяют между собой последовательно и встречно.
