Japanese to English Medical Medical: Health Care
This term comes from an article describing hair removal procedures. I'm not sure what's the meaning of 制毛 and I can't find references on this. Does this mean "hair growth" or "produce hair"? Thanks.

Compounded with a hair removal ingredient

制毛 seems to mean "hair removal" based on the way it's used in various places and in combination with the term オフへア.

I have seen it used interchangeably with 脱毛。 

配合could be translated as "combined with," "mixed with," or "compounded with."
