It was decided that the plan begin at the start of the 2nd half of the fiscal year.

「になっている」suggests that something [in this case [計画」= "plan, project"] "became something" = "was decided" after a bit of discussion, e.g., about when it should begin, and the remaining words tell the decision for it to begin "from/at the start" (期首 = "beginning of a term" ) of 「下期」= "the second half of the fiscal year."
Example sentence:

After much discussion, the committee members decided that the plan should start at the beginning of the 2nd half of the fiscal year.
