'liner' too grand; the QEII is a 'liner' Thanks, Eddie, but I think not. There are many Google hits on 'regular private boat' in the tourism and travel sector. These inter-island boats can be anything from a runabout with an outboard motor to a passenger ferry. Definitely not 'liners'! The little boats that link the subject island with the main port are definitely not 'liners'. You are correct, however, that the distinction is between 'regular private boat' and 'charter boat'; one is generally available, while the other must be hired. Thanks for your contribution.

Although th question is closed, I would like to offer you an alternative: regular liner or regular line vessel as opposed to a chartered vessel (kapal sewaan). 'Reguler' here refers to a Liner Service (http://shippinginsouthafrica.wordpress.com/2010/11/07/what-i...

No luck there, either. I tried your link, but no mention of 'kapal reguler' there either. I'm still looking! Meanwhile, I've just called it a 'boat' because it is enough in the context of the document.

Pasal 6, UU 17/2008 No mention of 'kapal reguler'. The article reads:
"Jenis angkutan di perairan terdiri atas:
a. angkutan laut;
b. angkutan sungai dan danau; dan
c. angkutan penyeberangan."

Technical/legal term needed What is the technical/legal definition of 'kapal reguler'? I know it can be anything from a runabout to a passenger ferry to a cargo vessel, but how is it described in law, I wonder? What distinguishes it is that it's not a military, hire or private boat or ship, but I'd like to know which law contains the specific definition. In my specific case, I'm going to call it a 'boat' because that's how it's described in the tourism and travel sites relating to the island that's the subject of the job I'm working on.
