In an 'Izin Prinsip Penamanan Modal' (Investment Principle License), share ownership is 85% foreign owned by a 'gabungan negara' and 15% Indonesian. I surmise that 'gabungan negara' IN THIS CONTEXT refers to a group of investors from 2 or more foreign countries. Would I be correct in translating this as 'multi-national consortium'? Seems a bit grand, but I can't think of anything more basic off the top of my head. In this case, the foreign shareholders are Chinese from China, Malaysia etc.
Please don't give me any terms that relate to unified military forces, such as NATO, which is a 'gabungan negara' of an entirely different sort, i.e. pasukan gabungan. I need a term in the context of capital investment.
