Saya pikir ini sudah kejadian, terlihat dari kata2 "solusi masyarakat". Umumnya, solusi masyarakat = apa yang dipraktikkan oleh masyarakat. Karena itu, tense-nya harus past tense.
Namun, saya lebih memilih bentuk perintah sehingga lebih sejalan dengan kepala (heading) paragraf:
