Mit einer Hand den Gittereinsatz festhalten und der anderen mit der Karotte oder Kartoffel die übrig gebliebenen Reste herausdrücken.

Vorsicht: Wenn die Karotte/Kartoffel zu kurz wird, muss eine Neue verwendet werden.

Does this mean that you use the carrot or potato in your other hand to remove any surplus pulp?

Exactly. Your suspicion is absolutely correct. The German wording is a bit weird, I'd expect another "mit": "und *mit* der anderen", but then, "mit" would be appearing quite often, which sounds strange. This could be the reason for omitting it here.

I think it means if the first carrot and the potato becomes too short to cut with the cutting machine, you have to insert a new set of carrot or potato to be completely cut by "pushing out" the previous vegetable in order to avoid wasted pieces.
