We don't have much context, but assuming Rat is council, I'd say "applications and registrations... must be received by the council not later than 20 April".

In other words, I don't think the German is very well written. It would be better to say "müssen eingehen" than "müssen eingereicht werden".

I think it means that the date on which the council receives the application is what decides whether the application is on time (as opposed to the date it is sent). My suggestion is the most succinct way I can think of saying this, although I feel there might be a better way...

Colloquially: it's the date of receipt that counts.

Applications must be submitted by 20 April but they must actually be received on or before that day.

Could be mistaken, of course, but this seems to me the usual way of putting this in English. I have never seen this worded the way other contributors suggested.
