Jeanne, you don't give us enough context to go on, but if my hunch is right, this is the sort of thing it means. You'd need to turn your sentence round in order to fit it in, and the verb 'operating' would need to be changed to suit the actual context, but I feel pretty sure that 'as a front' or words to that effect would suit your purpose.
Think of: "The IRA, with Sinn Fein as its political [i.e. legitimizing] front" --- sorry, not the best example, but I hope you see what I'm getting at!

: I had exactly the same reaction - except that it is NGO - non-governmental organisation (you know those quangos that are often fronts for something!)
