This is in a brochure for harnesses (PPE).
Constante de sécurité is found in a table of various items including listing the clearance required and the length of the lanyard. The value given for "constante de sécurité" is + 1.00 m.
I have found "factor of safety" on Wikipedia, but they also list design factor as a possibility.

Obviously, I could do an eigen value check once all the entries have ..... by machine precision multiplied by 10n (as a safety constant) say ...
