I see now there is only one measurement in your text. So 18.5 cm = 7 1/4 ", so could be either span of hand or measurement from tip of index finger to wrist?

In relation to amyotrophy, I imagine this measurement would/could be the peripheral measurement around the hand. Just measured mine (across the back of the hand) at 23.5 cm, taking in primarily the pad of muscle on the "blade" of the hand and the muscle between the thumb and index.

This measurement around the hand just above the knuckles is definitely the one for glove sizes.

Measurement Instructions
Hand: Hand measurement should be taken the following two ways and you should use the larger measurement as your hand size:
• Flatten your hand and measure around your entire hand at the knuckles (do NOT include thumb). Pull tape snug, but not tight.
• With your hand opened flat, measure the distance from the tip of your middle finger to the base of your palm.

To find the correct glove size, you will want to measure around the hand (a dominant hand measurement is preferred) with a tape measure. The dominant hand will be the right if you are right-handed and left if you are left-handed.

However, if measuring muscle volume, it might be better to take in both the "blade" muscle and the thumb muscle, that nice little frogs-leg sized bit, in much the same way as measuring hand size for close fitting sleeves:

Either way, if this is what "gantier" is, you might do worse than "hand circumference".

When you say "following a road accident", is this measurement of damage resulting directly from the accident, or the muscle loss subsequent to an accident?

There are certainly ghits for "circumference" and amyotrophy of the forearm and upper arm.
