possible French legal term
this occurred in a statement taken down by the French police regarding a sexual assault. The term must be theirs, as the person making the statement speaks very little French. The phrase stands in isolation: "je fais cette declaration a toutes fins utiles..." I could not find this in the legal dictionaries I consulted, wasn't sure if it has a specific legal meaning.
